Book excerpt: We assess the impact of conflict exposure on households’ food security in rural areas of Mopti, Mali over the period 2012-17. Our main data source is a unique panel dataset of 1,617 households for which the baseline round was collected before the conflict broke out. We estimate the impact of conflict with a weighted difference-in-differences approach. We find that exposure to high level of conflict-related fatalities within a radius of 50km leads to a reduction of daily calorie intake per adult equivalent of 311 kcal (0.39 SD) and a reduction of dietary diversity score by one food group (0.56 SD). The presence of armed groups leads to lower dietary diversity (by 1.2 food group) but has no independent effect on calories. The negative impact of conflict on dietary diversity is concentrated on households with higher scores at baseline. We also estimate whether receiving food assistance mitigates the impact of conflict. We find that school-feeding protects households facing intense conflict by supporting calorie intake.

Using unique High-Frequency Phone Survey data, which spans several months before and after the outbreak of the war, this paper provides fresh evidence on the ex durante impacts of the conflict on the food security and livelihood activities of affected households. The analysis uses difference-in-differences estimation to compare trends in the outcomes of interest across affected and unaffected regions (households) and before and after the outbreak of the civil war. The findings show that seven months into the conflict, the outbreak of the civil war increased the probability of moderate to severe food insecurity by 38 percentage points. Using the Armed Conflict Location and Event Data on households' exposure to violent conflict, the analysis shows that exposure to one additional battle leads to a 1 percentage point increase in the probability of moderate to severe food insecurity. The conflict has reduced households' access to food through supply chain disruptions while also curtailing non-farm livelihood activities. Non-farm and wage-related activities have been the most affected by the conflict, while farming activities have been relatively more resilient. Similarly, economic activities in urban areas have been much more affected than those in rural areas. These substantial impact estimates, which are likely to be underestimates of the true average effects on the population, constitute novel evidence of the near-real-time impacts of an ongoing civil conflict, providing direct evidence of how violent conflict disrupts the functioning of market supply chains and livelihoods activities. The paper highlights the potential of phone surveys to monitor active and large-scale conflicts, especially in contexts where conventional data sources are not immediately available.

Book excerpt: The question in the title of this book draws attention to the shortcomings of a concept that has become a political tool of global importance even as the scientific basis for its use grows weaker. The concept of desertification, it can be argued, has ceased to be analytically useful and distorts our understanding of social-environmental systems and their resiliency, particularly in poor countries with variable rainfall and persistent poverty. For better policy and governance, we need to reconsider the scientific justification for international attempts to combat desertification. Our exploration of these issues begins in the Sahel of West Africa, where a series of severe droughts at the end of the 20th century led to the global institutionalization of the idea of desertification. It now seems incontrovertible that these droughts were not caused primarily by local land use mismanagement, effectively terminating a long-standing policy and scientific debate. There is now an opportunity to treat this episode as an object lesson in the relationship between science, the formation of public opinion and international policy-making. Looking beyond the Sahel, the chapters in this book provide case studies from around the world that examine the use and relevance of the desertification concept. Despite an increasingly sophisticated understanding of dryland environments and societies, the uses now being made of the desertification concept in parts of Asia exhibit many of the shortcomings of earlier work done in Africa. It took scientists more than three decades to transform a perceived desertification crisis in the Sahel into a non-event. This book is an effort to critically examine that experience and accelerate the learning process in other parts of the world.

Book excerpt: Hunger and acute child malnutrition are increasingly concentrated in fragile countries and civil conflict zones. According to the United Nations, Yemen’s civil war has caused the world’s worst humanitarian crisis in recent history. We use high-frequency panel data and district fixed-effects and household fixed-effects models to estimate the impact of civil conflict on child nutrition. Our results indicate that an increase by one standard deviation in civil conflict intensity translates into an increase in the prevalence of acute child malnutrition by at least 0.7 percentage points if measured by weight-for-height z-scores and by at least 1.7 percentage points if measured by mid-upper arm circumference z-scores. In mid-December 2018, Yemen’s main warring parties agreed to a ceasefire for the contested port city of Hodeida and to allow humanitarian aid to be shipped in and distributed through protected corridors. While the recent agreements are an important, first step to tackle the humanitarian crisis, the road to a sustainable peace agreement will certainly be long and bumpy. Relative stability could soon open a window of opportunity for targeted interventions to support recovery in Yemen. Against this background, our analysis suggests that unconditional cash transfers can be an effective tool in situations of complex emergencies. Our estimation results show that cash transfers can mitigate the detrimental impact of lingering civil conflict on child nutritional status in Yemen on a large scale. Our results also reveal that the regularity of transfer payments influence the magnitude of the mitigation effect, as regular assistance allows beneficiary households to smoothen their food consumption and other demands influencing child nutrition outcomes.

Book excerpt: Abstract: To examine the impact of Rwanda's 1994 genocide on children's schooling, the authors combine two cross-sectional household surveys collected before and after the genocide. The identification strategy uses pre-war data to control for an age group's baseline schooling and exploits variation across provinces in the intensity of killings and which children's cohorts were school-aged when exposed to the war. The findings show a strong negative impact of the genocide on schooling, with exposed children completing one-half year less education representing an 18.3 percent decline. The effect is robust to including control variables, alternative sources for genocide intensity, and an instrumental variables strategy.
