Real GDP growth increased sharply following the 1994 CFA franc devaluation from an average of 0.8 percent in 1992–93 to an average of 4.2 percent in 1994–97. As a result, the decline in real terms of GDP per capita was reversed. In the mining sector, value added is estimated to have increased by about 10 percent in 1997, but official production of gold remains significantly below the level before 1994.

This book comprehensively evaluates trends in living conditions in 16 major sub-Saharan African countries, corresponding to nearly 75% of the total population. A striking diversity of experience emerges. While monetary indicators improved in many countries, others are yet to succeed in channeling the benefits of economic growth into the pockets of the poor. Some countries experienced little economic growth, and saw little material progress for the poor. At the same time, the large majority of countries have made impressive progress in key non-monetary indicators of wellbeing. Overall, the African growth renaissance earns two cheers, but not three. While gains in macroeconomic and political stability are real, they are also fragile. Growth on a per capita basis is much better than in the 1980s and 1990s, yet not rapid compared with other developing regions. Importantly from a pan-African perspective, key economies-particularly Kenya, Nigeria, and South Africa-are not among the better performers. Looking forward, realistic expectations are required. The development process is, almost always, a long hard slog. Nevertheless, real and durable factors appear to be at play on the sub-continent with positive implications for growth and poverty reduction in future.

In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. It also examines how these efforts, which make a major contribution to regional integration, influence poverty reduction in the economic and monetary community. Although development projects are carefully designed and meticulously evaluated for cost effectiveness and benefits, too many of them are not sufficiently targeted geographically. The growing availability and use of spatial data, organized in a computer system such as a geographical information system (GIS), makes it more feasible to analyze the impact of projects in specific locales and to achieve more effective targeting. 'Geographical Targeting for Poverty Alleviation' introduces the basic concepts of a GIS. It also demonstrates how to organize geographic and nongeographic data. In addition, it presents different methods for using the data of the Household Income and Expenditure Survey, together with other surveys and the population census, to provide estimates for the standard of living and the incidence of poverty incidence in different geographical areas of a country. Ultimately, these estimates should be used to establish guidelines for targeting poverty alleviation projects. This publication illustrates different GIS applications for identifying the project's target population, determining the project's spatial 'sphere of influence' or deciding where to locate public facilities. This publication is of interest to task managers, economists, development researchers, and geographers.

These assess the benefits of growth (or the costs of a lack of growth) in terms of poverty reduction in those countries. The first part of this book describes the experience of two countries (Ghana and Senegal) that achieved high levels of growth in the 1990s, and that also experienced important reductions in poverty, even though growth was not strictly pro-poor. The second part describes the experience of two other countries (Burkina Faso and Cape Verde) that also achieved high levels of growth in the 1990s, but where there was an initial perception that growth did not lead to much poverty reduction. The more detailed analysis of poverty presented here suggests however that these two countries did witness a sharp reduction in their population share in poverty, as would have been expected given their growth record. Finally, in the third part, the authors argue that a lack of growth in the 1990s in Guinea-Bissau and Nigeria has been a key reason for their persistently high levels of poverty. Overall, the case studies in this Working Paper make a strong case for the positive impact of growth on poverty reduction in West Africa. However, they also point to the need to pay close attention to changes in inequality, because such changes have limited the gains from growth for the poor in several of the countries considered here.

À travers le soutien régulier et fiable aux ménages pauvres et vulnérables et l’appui à l’investissement productif, les interventions ciblées telles que les filets sociaux ont fait la preuve de leur capacité à faire reculer la pauvreté, à renverser les inégalités croissantes et à augmenter la résilience des ménages. Suite à la crise économique mondiale, un nombre croissant de décideurs politiques africains en sont venus à considérer les filets sociaux comme des instruments clés de réduction de la pauvreté et de gestion des risques. L’élan vers la rationalisation de la dépense publique à travers l’utilisation de méthodes plus appropriées de ciblage des ménages pauvres et vulnérables s’accentue. Réduire la pauvreté et investir dans le capital humain : le nouveau rôle des filets sociaux en Afrique examine les objectifs, les caractéristiques, la performance et le financement des filets sociaux mis en oeuvre dans 22 pays d’Afrique subsaharienne et identifie les moyens qui permettront aux différents gouvernements et partenaires techniques et financiers de renforcer les systèmes de filets sociaux afin que ces derniers puissent mieux soutenir les populations pauvres et vulnérables. De façon générale, les auteurs ont constaté que les filets sociaux étaient de plus en plus populaires en Afrique et que la transformation des programmes d’aide alimentaire d’urgence en filets sociaux réguliers et prévisibles s’intensifiait, notamment sous forme de programmes de transferts monétaires ciblés et d’interventions d’argent contre travail. Certains pays africains, principalement le Kenya, le Rwanda et la Tanzanie procèdent actuellement à l’unification de leurs programmes au sein d’un système national. Grâce à la disponibilité d’analyses actualisées des filets sociaux d’Afrique, des résultats encourageants tirés des évaluations d’impact et des possibilités productives offertes par les programmes de transferts monétaires dans les pays africains, les décideurs considèrent maintenant, dans leurs échéanciers de développement, les filets sociaux comme des instruments prioritaires et efficaces de réduction de la pauvreté et de la vulnérabilité.
