Available in PDF, EPUB and Kindle. Book excerpt: This book compromises 26 well-researched essays in honour of Professor Verkijika G. Fanso, who retired in 2011 after over 36 years of distinguished service at universities in Cameroon. Contributors include colleagues, former students and close collaborators in Cameroon and beyond. Contributions cover a wide range of issues related to the contested histories, politics and practices of boundaries and frontiers in Africa. These are themes on which Fanso has researched, published and taught extensively, and earned international recognition as a leading scholar. The book explores, inter alia, indigenous and endogenous practices of boundary making in Africa; as well as colonial and contemporary traditions, practices and conflicts on and around frontiers. In particular focus, are disputed colonial boundaries between Cameroon and its neighbours. Issues of intra- and inter-disciplinary frontiers, politics and cultures are also addressed. The volume is crowned by a farewell valedictory lecture by Fanso. Like Fanso and his rich repertoire of publications, this bumper harvest of essays is without doubt, truly immortalising.

Book excerpt: Despite efforts to normalize its post-colonial relationship and the downsizing of its permanent military presence, France remains a sought-after security provider in Africa. This book uncovers individual and collective motivations that drive French foreign and security policy in Africa. It explains French interventionism by drawing on actors’ subjective perceptions of reality and seeks to answer why French decision-makers are ready to accept the considerable risks and costs involved in guaranteeing the security of African countries. Adopting an actor-centric constructivist ontology, the author traces the emergence and subsequent development of ideas throughout the decision-making processes that led to Operation Serval in Mali and Operation Sangaris in the Central African Republic.

Available in PDF, EPUB and Kindle. Book excerpt: This book discusses the many legal aspects arising in relation to the maintenance of peace in Africa. Over the past twenty years, the majority of peace operations have been deployed on this continent, most of them established by the UN Security Council, sometimes in cooperation with the African Union and other African regional organizations, with contributions from the European Union and NATO. In some cases, the African Union has invoked its ‘primary responsibility for promoting peace, security and stability in Africa’, thus questioning the legal partnership between UN and regional organizations provided for in Chapter VIII of the UN Charter. The peace operations deployed in Africa have sometimes received a very robust mandate, which also includes the use of force and the protection of civilians’ human rights. The implementation of this broad mandate, which goes well beyond the traditional ‘peacekeeping approach’, requires considerable human and economic resources. Moreover, it raises several issues of concern with regard to the impact on the economic and political systems of the states in which the operations are deployed and, more generally, on the exercise of sovereignty over their territorial communities by these states. Offering an update for lawyers in practice and in academia interested in the field of international law, the book also contributes to the theoretical studies concerning the activities of international organizations, focusing on one of the most challenging issues to emerge in recent times.

Available in PDF, EPUB and Kindle. Book excerpt: This book critically examines peacebuilding, humanitarian intervention and peace operation practices and experiences in francophone spaces. Francophone Africa as a specific space is relatively little studied in the peace and security literature, despite the fact that almost half of all peacekeepers are deployed or were deployed in this part of Africa during the last decade. It is an arena for intervention that deserves more serious attention, if only because it provides fertile ground for exploring the key questions raised in the peacekeeping and peacebuilding literature. For instance, in 2002 a French operation (Licorne) was launched and in 2003 a UN force was deployed in Côte d’Ivoire alongside the French force there. Filling a gap in the current literature, Peace Operations in the Francophone World critically examines peacekeeping and peacebuilding practices in the francophone world, including but not limited to conflict prevention and resolution, security sector reform (SSR), francophone politics, and North–South relations. The book explores whether peace and security operations in francophone spaces have exceptional characteristics when compared with those carried out in other parts of the world and assesses whether an analysis of these operations in the francophone world can make a specific and original contribution to wider international debates about peacekeeping and peacebuilding. This book will be of much interest to students of peacekeeping, peacebuilding, peace and conflict studies, African politics, security studies, and IR in general.

Book excerpt: Founded in 1993, the African Yearbook, now published under the auspices of the African Foundation for International Law, is the only scholarly publication devoted exclusively to the study, development, dissemination and wider appreciation of international law in Africa as a whole. Through the scholarly analysis of international legal issues of particular relevance to the African continent, it also contributes to the acceptance of, and respect for the rule of law in intra-African relations, and for the principles of international law in general. Its uniqueness however goes beyond this, for through its special themes and general articles, it has succeeded over the years to serve as an intellectual forum where the development of international law is viewed as being integral to Africa's own development. Through the study and analysis of emerging legal issues of particular relevance to Africa, such as the creation of viable continental institutions capable of promoting unity and security for the peoples of the continent, the effective protection of human rights, the need for accountability for mass killings and massive violations of the rule of law, the promotion of a rule-based democratic culture, the role of African countries in a globalizing world economy and in international trade relations, the Yearbook strives to be responsive to the intellectual needs of African countries in the area of international law, andtothe continuing struggle for creating an environment conducive to the rule of law throughout the continent. The Yearbook also provides ready access to the basic documents of African international organizations by regularly publishing the resolutions and decisions ofregional and sub-regional organizations as well as the conventions, protocols and declarations adopted by pan-african agencies. Available in PDF, EPUB and Kindle. Book excerpt: This new Handbook examines the issues, challenges, and debates surrounding the problem of security in Africa. Africa is home to most of the world's current conflicts, and security is a key issue. However, African security can only be understood by employing different levels of analysis: the individual (human security), the state (national/state security), and the region (regional/international security). Each of these levels provides analytical tools for understanding what could be called the "African security predicament" and these debates are animated by the "new security" issues: immigration, small arms transfers, gangs and domestic crime, HIV/AIDS, transnational crime, poverty, and environmental degradation. African security therefore not only presents concrete challenges for international security but provides a real-world context for challenging conventional conceptions of security. Drawing together contributions from a wide range of key thinkers in the field, the Routledge Handbook of African Security engages with these debates, and is organized into four parts: Part I: The African security predicament in the twenty-first century; Part II: Understanding conflict in Africa; Part III: Regionalism and Africa; Part IV: External influences. This Handbook will be of great interest to students of African politics, human security, global security, war and conflict studies, peacebuilding, and IR in general.

An excellent line-up of 40 experts and institutions from different countries of the continent is making an effort to understand this phenomenon, which has become worrying, through a complex, retrospective, factual, current, quantified, punctual, prospective and relatively exhaustive analytical inventory. The various contributions are accompanied by strong recommendations that challenge the holders of issues for their application in a process of co-construction for an active citizenship of transformation. It is a document of advocacy/indictment and lobbying in favor of the development, protection and improvement of the social conditions of the elderly and persons with disabilities in Africa in terms of health, food, housing, environment, social protection, income maintenance, employment and education, given their increasing numbers in relative and absolute terms. The issue of socially vulnerable people is thus brought to the forefront of important, if not permanent, political-social and scientific concerns. It is the subject of recurrent investigations and reflections within the special mechanism of the African Union, the Working Group on Elderly Persons and Persons with Disabilities of the African Commission on Human and Peoples' Rights. The initial assignment is to build legal, psychological, socio-anthropological and political vehicles in order to initiate positive change and sustainable protection of VHPs, as well as customary protocols for their valorization in African cultures and traditions.

Available in PDF, EPUB and Kindle. Book excerpt: The role of French security policy and cooperation in Africa has long been recognized as a critically important factor in African politics and international relations. The newest form of security cooperation, a trend which merges security and development and which is actively promoted by other major Western powers, adds to our understanding of this broader trend in African relations with the industrialized North. This book investigates whether French involvement in Africa is really in the interest of Africans, or whether French intervention continues to deny African political freedom and to sustain their current social, economic and political conditions. It illustrates how policies portrayed as promoting stability and development can in fact be factors of instability and reproductive mechanisms of systems of dependency, domination and subordination. Providing complex ideas in a clear and pointed manner, France and the New Imperialism is a sophisticated understanding of critical security studies.
