Book excerpt: How France's elites used soft power to pursue their imperial ambitions in the nineteenth century After Napoleon's downfall in 1815, France embraced a mostly informal style of empire, one that emphasized economic and cultural influence rather than military conquest. A Velvet Empire is a global history of French imperialism in the nineteenth century, providing new insights into the mechanisms of imperial collaboration that extended France's power from the Middle East to Latin America and ushered in the modern age of globalization. David Todd shows how French elites pursued a cunning strategy of imperial expansion in which conspicuous commodities such as champagne and silk textiles, together with loans to client states, contributed to a global campaign of seduction. French imperialism was no less brutal than that of the British. But while Britain widened its imperial reach through settler colonialism and the acquisition of far-flung territories, France built a "velvet" empire backed by frequent military interventions and a broadening extraterritorial jurisdiction. Todd demonstrates how France drew vast benefits from these asymmetric, imperial-like relations until a succession of setbacks around the world brought about their unravelling in the 1870s. A Velvet Empire sheds light on France's neglected contribution to the conservative reinvention of modernity and offers a new interpretation of the resurgence of French colonialism on a global scale after 1880. Christina B. Carroll explores the meaning and value of empire in late-nineteenth-century France, arguing that ongoing disputes about the French state's political organization intersected with racialized beliefs about European superiority over colonial others in French imperial thought. For much of this period, French writers and politicians did not always differentiate between continental and colonial empire. By employing a range of sources—from newspapers and pamphlets to textbooks and novels—Carroll demonstrates that the memory of older continental imperial models shaped French understandings of, and justifications for, their new colonial empire. She shows that the slow identification of the two types of empire emerged due to a politicized campaign led by colonial advocates who sought to defend overseas expansion against their opponents. This new model of colonial empire was shaped by a complicated set of influences, including political conflict, the legacy of both Napoleons, international competition, racial science, and French experiences in the colonies. While traditional French science showed little interest in such practical matters as attempting to adapt exotic plants and animals to new environments, support came from the Societe zoologique d'acclimatation - the ""French Sierra Club"" - whose story is the subject of this book. The standard narrative of nineteenth-century imperialism in Latin America is one of US expansion and British informal influence. However, it was France, not Britain, which made the most concerted effort to counter US power through Louis-Napoléon’s military intervention in Mexico, begun in 1862, which created an empire on the North American continent under the Habsburg Archduke Ferdinand Maximilian. Despite its significance to French and Latin American history, this French imperial project is invariably described as an “illusion”, an “adventure” or a “mirage”. This book challenges these conclusions and places the French intervention in Mexico within the context of informal empire. It analyses French and Mexican ideas about monarchy in Latin America; responses to US expansion and the development of anti-Americanism and pan-Latinism; the consolidation of Mexican conservatism; and, finally, the collaboration of some Mexican elites with French imperialism. An important dimension of the relationship between Mexico and France, explored in the book, is the transatlantic and transnational context in which it developed, where competing conceptions of Mexico and France as nations, the role of Europe and the United States in the Americas and the idea of Latin America itself were challenged and debated.
