Il présente et commente toute une série de documents - dont certains sont inédits en langue française - qui fondent en droit la légitimité des droits du peuple palestinien : textes et résolutions de l’ONU et d’autres instances internationales, ainsi que de l’Organisation de libération de la Palestine. Cette analyse des textes est menée pour chacune des grandes questions : le peuple sujet de droit, le territoire, Jérusalem, droit à l’autodétermination, droit au retour, souveraineté, immigration des Juifs soviétiques, droits de l’homme, etc. Dans chaque cas, une synthèse historique replace ces thèmes en perspective. Enfin, la question de la représentativité de l’OLP est longuement abordée, à travers une étude, particulièrement riche et originale, de la place de cette organisation au sein de la société palestinienne. Ce dossier fait ainsi la lumière sur les positions réelles de l’OLP, si fréquemment occultées ou déformées, notamment lors de la guerre du Golfe. Il éclaire les enjeux et les principes des négociations possibles, en présentant l’état actuel des propositions acceptées par la communauté internationale, et les points de vue de l’OLP, et de l’État d’Israël, face à ces propositions.
