African writers must struggle constantly to define for themselves and other just what "Africa" is and who they are in a continent constructed as a geographic and cultural entity largely by Europeans. This study reflects the legacy of colonialism by devoting nine of its thirteen chapters to literature in "Europhone" languages—English, French, and Portuguese. Foremost among the Anglophone writers discussed are Nigerians Amos Tutuola, Chinua Achebe, and Wole Soyinka. Writers from East Africa are also represented, as are those from South Africa. Contributors for this section include Jonathan A. Peters, Arlene A. Elder, John F. Povey, Thomas Knipp, and J. Ndukaku Amankulor. In African Francophone literature, we see both writers inspired by the French assimilationist system and those influenced by Negritude, the African-culture affirmation movement. Contributors here include Servanne Woodward, Edris Makward, and Alain Ricard. African literature in Portuguese, reflecting the nature of one of the most oppressive colonizing projects in Africa, is treated by Russell G. Hamilton. Robert Cancel discusses African-language literatures, while Oyekan Owomoyela treats the question of the language of African literatures. It is rooted in an incisive investigation of the history of politics and governance in the sub-region, accompanied by an extensive repertoire of judicial decisions. It also provides a critical and informative account of the manner in which courts of law have engaged with State power in a bid to alternatively deliver or subvert justice to the socially marginalized and the politically victimized. The focus of the book is on judicial struggles over sexual and gender-based discrimination, social justice and poverty, and the adjudication of presidential elections. Employing the device of case deconstruction and analysis, the study uncovers the conceptual and structural factors which have witnessed public interest litigation emerge as a critical factor in the struggle for more inclusive and equitable structures of governance and social order. Needless to say, as judges battle with time-honoured legal precedents, received dogmas and contending (and often antagonistic) societal forces, the struggle in the courts is neither straightforward nor necessarily always transformative.

What does it mean to be a precarious and informal worker in the private minibuses that provide public transport in Dar es Salaam? These are the main questions that inform this in-depth case study of Dar es Salaam's public transport system over more than forty years. The growth of cities and informal economies are two central manifestations of globalization in the developing world. Taken for a Ride addresses both, drawing on long-term fieldwork in Dar es Salaam (Tanzania) and charting its public transport system's journey from public to private provision. This new addition to the Critical Frontiers of Theory, Research and Practice in International Development Studies series investigates this shift alongside the increasing deregulation of the sector and the resulting chaotic modality of public transport. It reviews state attempts to regain control over public transport and documents how informal wage relations prevailed in the sector. The changing political attitude of workers towards employers and the state is investigated: from an initial incapacity to respond to exploitation, to the political organisation and unionisation which won workers concessions on labour rights. A longitudinal study of workers throws light on patterns of occupational mobility in the sector. The book ends with an analysis of the political and economic interests that shaped the introduction of Bus Rapid Transit in Dar es Salaam, and local resistance to it. Taken for a Ride is an interdisciplinary political economy of public transport, exposing the limitations of market fundamentalist and postcolonial appraoches to the study of economic informality, the urban experience in developing countries, and their failure to locate the agency of the urban poor within their economic and political structures. It is both a contribution to and a call for the contextualised study of neoliberalism.

In the industrialized nations the railways laid the foundations for an efficient infrastructure that connected markets and industries. However, in the colonial periphery the railways served one purpose: they were the cheapest transportation of exportable products. Until now, the role of the Tanganyika railways under colonialism has not attracted academic attention. This book contributes to the restoration of an important factor in Tanzania's colonial past by placing the railways in the broader context of colonialism and identifying their economic and social roles. It shows that the railways were forced into the financial policy of "credit peonage" that immediately blocked the modernization of infrastructure and equipment, and led to the employment policy of labor-intensive works and cheap African labor. From a development position the railways contributed nothing to industrial stimulation because locomotives, rolling stock, and other equipment were imported from Britain. Indeed, railway policy should be approached from state-financed incentives for metropolitan capital-goods industries, giving additional support to the classification of the Tanganyika railways as "Carrier of Colonialism".
