Book excerpt: In recent years EU policy towards the ‘landscape’ has become better defined, whereas at the same time the notion of ‘landscape’ itself remains elusive. The need for indicators to evaluate and monitor the effects of landscape policies and plans is urgent. What is more, landscape is one of the components considered in environmental reporting, but unlike air, soil, or water, it is difficult to measure using quantitative methods. With studies on landscape indicators being as rare as they are, this volume is an attempt to fill the gap, dealing as it does with the definition and use of specific indicators for landscape assessment and monitoring. To tackle the diverse dimensions of the landscape (whose complexity is well known), the subject is approached by a multidisciplinary team of experts in landscape ecology, landscape history, landscape perception, regional planning, strategic environmental assessment and environmental impact assessment procedures, and multi-criteria assessment methods. Individual chapters include comparative assessments of studies conducted thus far in the EU, as well as detailed analyses of ecological, historical, perceptive, land-use, and economic ways of looking at landscape. The period encompassed two oil shocks, two world recessions, a sharp rise in world interest rates, the debt crisis, and changes in exchange rate regimes. In this context, Colombia provides an almost unparalleled example of steady long-term economic growth despite external shocks, political crises, civil strife, reliance on a single, dominant commodity (coffee), and the rising importance of illicit drugs in the economy. Courting Turmoil and Deferring Prosperity looks at how Colombia managed to avoid major prolonged economic crises against all odds. Its economy has confronted several external and internal shocks from the mid-1960s, mainly due to the country's reliance on exports of coffee, the price volatility of which can greatly affect the economy. The period also witnessed major policy changes, including a long-term shift from an essentially inward-oriented development strategy, based on industrialization through import substitution, to an outward-oriented, export-led strategy. The authors' analysis differs from most existing literature on the Colombian economy in two important ways: it evaluates policy responses to shocks in terms of their success in achieving short-run stabilization, as well as their impact on long-run growth; and it explores the intimate links between economic policies and the specific political and social ideologies, institutions, and structures in Colombia that have historically conditioned government policymaking. The report also highlights the role of prudent macroeconomic policies for crisis avoidance and analyzes the links between fiscal policy, trade policy, and exchange rates.

Book excerpt: Researchers and agencies collect reams of objective data and authors publish volumes of subjective prose in attempts to explain what is meant by environmental quality. Still, we have no universally recognized methods for combining our quantitative measures with our qualitative concepts of environ ment. Not all of our environmental goals should be reduced to mere numbers, but many of them can be; and without these quantitative terms, we have no way of defining our present position nor of selecting positions we wish to attain on any logically established scale of environmen tal values. Stated simply, in our zeal to measure our environment we often forget that masses of numbers describing a system are insufficient to understand it or to be used in selecting goals and priorities for expending our economic and human resources. Attempts at quantitatively describing environmental quality, rather than merely measuring different environmental variables, are relatively recent. This condensing of data into the optimum number of terms with maximum information content is a truly interdisciplinary challenge. When Oak Ridge National Laboratory initiated its Environmental Program in early 1970 under a grant from the National Science Foundation, the usefulness of environmental indicators in assessing the effects of technology was included as one of the initial areas for investigation. James L. Liverman, through his encouragement and firm belief that these indicators are indispensable if we are to resolve our complex environmental problems, deserves much of the credit for the publication of this book.
