By examining the traditional management systems in Niger, Mali and Senegal, this paper intends to offer a comparative analysis to determine the factors that characterize successful collective actions with regard to common pool resources, and the external factors that would disrupt preexisting systems. Building on the model provided by Elinor Ostrom (1990), this paper will also propose a solution for development efforts, government agencies and other external forces to intervene. The human right to water has the potential to monitor states' performance and to guide states to build better water governance regimes. Yet, in the future more efforts are still needed to form a clear water rights framework to accommodate different objectives and strategies that can be found in the human rights discourse, development economists, and international water and environmental law discourse. More importantly, human rights language needs to be able to accommodate the communality and collectivity that is deeply rooted in African communities.

Book excerpt: The question in the title of this book draws attention to the shortcomings of a concept that has become a political tool of global importance even as the scientific basis for its use grows weaker. The concept of desertification, it can be argued, has ceased to be analytically useful and distorts our understanding of social-environmental systems and their resiliency, particularly in poor countries with variable rainfall and persistent poverty. For better policy and governance, we need to reconsider the scientific justification for international attempts to combat desertification. Our exploration of these issues begins in the Sahel of West Africa, where a series of severe droughts at the end of the 20th century led to the global institutionalization of the idea of desertification. It now seems incontrovertible that these droughts were not caused primarily by local land use mismanagement, effectively terminating a long-standing policy and scientific debate. There is now an opportunity to treat this episode as an object lesson in the relationship between science, the formation of public opinion and international policy-making. Looking beyond the Sahel, the chapters in this book provide case studies from around the world that examine the use and relevance of the desertification concept. Despite an increasingly sophisticated understanding of dryland environments and societies, the uses now being made of the desertification concept in parts of Asia exhibit many of the shortcomings of earlier work done in Africa. It took scientists more than three decades to transform a perceived desertification crisis in the Sahel into a non-event. This book is an effort to critically examine that experience and accelerate the learning process in other parts of the world.

Book excerpt: Intervention Context: WFP’s activities in Burkina Faso and Niger focus on fragile agrarian communities in the Sahel, where cyclical floods and droughts combine with decreasing soil fertility and increasing desertification, among other challenges, to aggravate food and livelihood insecurity. Increased competition for land for food crops and pastures as well as water for domestic, productive, and livestock use, intensify conflicts over ownership and usage rights for land and the commons such as forests. in particular, this competition has heightened conflicts between farmers and herders. Layered on these localized conflicts are recent increases in human safety and security concerns related to the spread of attacks by violent extremist groups across the eastern flanks of both countries. The increasing frequency and intensity of these attacks have led to the loss of lives, property, and the displacement of large groups of people. The attendant deepening of food, livelihood, and human insecurities has contributed to a rural exodus of men and women to cities and other economic enclaves in search of alternate sources of food and income. The arrival of displaced persons fleeing the attacks has increased pressure on already limited food stocks and other assets of host communities. COVID-19 added another layer of vulnerability. In addition to the disease burden, lockdowns and restrictions on the movement of persons affected the ability of communities to travel to engage in nonfarm economic activities for supplementary income and food. This greatly affected the food and livelihood security systems of the populations in these already impoverished and fragile communities.

Book excerpt: The link between climate change and conflict is increasingly at the forefront of security and development discussions. One place of greatest concern is the Sahel, a region defined by challenging environmental conditions. The Sahel, which means "border" in Arabic, is a geographic region in Africa separating the Sahara Desert in the north from the tropics to the south. The six francophone countries of the western Sahel-Burkina Faso, Chad, Mali, Mauritania, Niger, and Senegal-are collectively home to more than one hundred million people. Since the 2000s, the Sahel has been a prime focus of counterterrorism and stabilization efforts by the United States and Europe. Yet, despite multiple military interventions and billions of dollars in security assistance, violent conflicts involving jihadi insurgencies and intercommunal violence have steadily increased over the past decade, claiming tens of thousands of lives, displacing more than 2.5 million people within the region, and placing many more in need of humanitarian assistance. As instability grows and begins to spill over to coastal West African countries, policymakers in the United States and Europe are now looking to understand the structural and local drivers of conflict and fragility, including environmental factors. Climate change predictions indicate that increasing temperatures and more frequent weather extremes will continue to hit the Sahel region harder than other parts of the world. Populations that inhabit the region have, in the past, adapted in various ways to environmental hardships, but the confluence of evolving economic, political, and social factors, coupled with the momentum of environmental shifts, presents new risks. Overreliance on climate-sensitive, agriculture-based livelihoods is a risk factor in the Sahel. Overuse of water and land reduces resource availability over time; as agricultural production falters due to climate variability, food prices increase as food security declines. This phenomenon raises the risk of collective violence. These challenges could lead to heightened levels of deprivation and insecurity; the ability of Sahelian countries to manage these risks will depend on local, national, regional, and international responses. Conflict in the Sahel is primarily rooted in political and governance-related weaknesses. Likewise, effective governance can mitigate and prevent climate-related conflict. A proper recognition of the role that governance and policy play in shaping peace and security is crucial for framing climate security challenges in the Sahel, where institutional weaknesses are as formidable as environmental hardships. Climate change can also act to multiply threats of grave concern to the United States and the West. In the Sahel, those threats include the spread of violent extremism, growing demand for international aid, and the proliferation of weak, authoritarian governance. The United States would be well served to implement policies that try to tackle these issues through international cooperation and promote a more resilient and stable Sahel. This is the eleventh Discussion Paper in the Managing Global Disorder series, which explores how to promote a stable and mutually beneficial relationship among the major powers that can in turn provide the essential foundation for greater cooperation on pressing global and regional challenges.
