Book excerpt: The question in the title of this book draws attention to the shortcomings of a concept that has become a political tool of global importance even as the scientific basis for its use grows weaker. The concept of desertification, it can be argued, has ceased to be analytically useful and distorts our understanding of social-environmental systems and their resiliency, particularly in poor countries with variable rainfall and persistent poverty. For better policy and governance, we need to reconsider the scientific justification for international attempts to combat desertification. Our exploration of these issues begins in the Sahel of West Africa, where a series of severe droughts at the end of the 20th century led to the global institutionalization of the idea of desertification. It now seems incontrovertible that these droughts were not caused primarily by local land use mismanagement, effectively terminating a long-standing policy and scientific debate. There is now an opportunity to treat this episode as an object lesson in the relationship between science, the formation of public opinion and international policy-making. Looking beyond the Sahel, the chapters in this book provide case studies from around the world that examine the use and relevance of the desertification concept. Despite an increasingly sophisticated understanding of dryland environments and societies, the uses now being made of the desertification concept in parts of Asia exhibit many of the shortcomings of earlier work done in Africa. It took scientists more than three decades to transform a perceived desertification crisis in the Sahel into a non-event. This book is an effort to critically examine that experience and accelerate the learning process in other parts of the world.

Transnational and national economic actors from various business sectors (oil and auto, mining and forestry, food and chemical, bioenergy, etc.) are eagerly acquiring, or declaring their intention to acquire large areas of land on which to build, maintain or extend large-scale extractive and agro-industrial enterprises to help secure their own food and energy needs into the future. This book provides a critical appraisal of the growing phenomenon of land grabbing in Africa. Far from being a technical issue associated "good governance", the problem of land grabbing by transnational corporation and states is a serious threat for the food security of millions of Africans and is undoubtedly one of the great challenges of our time for development on the continent. The case studies illustrate that African states are also complicit in the massive land grabbing by actively participating in isolated development while excluding the local communities. Book excerpt: Integrated Landscape Approaches for Africa’s Drylands presents emerging fi ndings on the importance of moving beyond single-sector interventions to embrace integrated landscape management that takes into account the health of the ecosystems that support human livelihoods and contribute to the resilience of rural communities in Sub-Saharan African drylands. Integrated landscape management is particularly important for these drylands because people depend on production systems that are frequently disrupted by exogenous shocks such as drought. The ecological and economic evidence presented in this book shows that integrated landscape management can enhance efforts to invest in tree-based systems and improved livestock management and support productivity increases for rain-fed cropping. Integrated landscape management efforts have helped to coordinate the actions of multiple land users and other stakeholders, reduced confl icts, and improved overall governance of water, land, and other resources. Integrated landscape management is thus a useful approach to enhance the intensifi cation of dryland cropping systems and will, in many locations (but not always), result in multiple wins— including improved farm productivity, water benefi ts at the farm and landscape levels, carbon sequestration, biodiversity and other ecosystem services benefi ts, and higher climate resilience. Various policies and related interventions can be used to trigger and accelerate the scaling up of these benefi ts through integrated landscape management across Sub-Saharan African drylands to restore and increase household and ecological resilience. Policies are needed to develop the framework conditions necessary to both initiate new programs and modify and scale up existing restoration and resilience efforts. The book highlights policy options, covering six broad intervention areas: (1) Clarify land rights and responsibilities; (2) Encourage multistakeholder involvement and collective action; (3) Overcome institutional barriers to integrated landscape management; (4) Create conditions for adaptive planning and management; (5) Create mechanisms and supporting policies for sustainable and long-term fi nancing of integrated landscape management; and (6) Invest in a solid evidence base and knowledge-sharing platforms for integrated landscape management.

Book excerpt: By using a multimethod strategy, we seek to generate more rigorous evidence on landscape restoration and its impacts at the household level. Using pre-restoration remote-sensing data, a machine-learning algorithm is used for the identification of similar pieces of land to Action Against Desertification (AAD) restoration sites. Comparison households were then selected from communities bordering these sites through a replication of the AAD targeting process. Finally, the impact analysis is based on propensity score adjustment techniques, applied to survey data. Overall findings suggest that participation in landscape restoration influenced household-livelihood strategies towards climate-resilient options, including a reduction of crop sales accompanied by an increase in the commercialization of livestock and livestock by-products. Households also planted more trees on their individual land, because of the restoration of communal and public lands. While this occurred without harming food security, we don’t observe a substantial increase in food security within treatment households. This suggests that food security support could be strengthened as part of restoration activities and/or that impacts of opportunity-led diversification may need a longer period to accrue. Larger impacts observed within the early takers of the programme reinforce these conclusions. Overall, the analysis also provides an innovative approach to ex-post evaluation settings.
