This book was released on 1997-01-01 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper provides a quantitative assessment of the relative importance of different labor market adjustment mechanisms in Canada and the United States and also examines the effects of the unemployment insurance (UI) system on labor market adjustment. At the aggregate level, employment growth shocks result in similar unemployment rate responses but smaller wage responses in Canada relative to the United States. Although overall UI generosity has increased aggregate unemployment persistence in Canada, the endogenous component of UI has affected unemployment persistence only marginally. The lower degree of aggregate real wage flexibility in Canada has not been an important determinant of unemployment persistence.

Book Synopsis Labor Market Policies in Canada and Latin America: Challenges of the New Millennium by : R. Albert Berry
Download or read book Labor Market Policies in Canada and Latin America: Challenges of the New Millennium written by R. Albert Berry and published by Springer Science & Business Media. This book was released on 2013-03-14 with total page 311 pages. Available in PDF, EPUB and Kindle. Book excerpt: Canada and the countries of Latin America are in the midst of major changes and choices in the area of labor markets and related social policy. These decisions are likely to have profound consequences for the quality of life of workers throughout the hemisphere. Labor Market Policies in Canada and Latin America: Challenges of the New Millennium reviews the evidence of Canada and Latin America on three major labor policy instruments - unemployment insurance, minimum wages and training - and on the effects of the payroll taxes which are the main means of funding the unemployment insurance system and other components of social expenditure. This is the first study attempting an in-depth comparison of these labor policy instruments between Canada and Latin America. The useful juxtaposition of Canadian and Latin American experiences comes at a time when the trend in Canada is to back away from the perhaps overly generous or ineffectively administered elements of the labor legislation/social security net and when Latin American countries have undertaken significant reforms of their past systems but require further changes to move toward the sorts of legislation and support systems that characterize developed countries. The experiences of Canada and Latin America are mutually relevant since all are small economies forced to adjust to events at the world or hemispheric level and most are inclined to approach policy in an intermediate fashion which falls between the more market-oriented American and the more interventionist European models. Together with its comparative aspect, this volume attempts a more balanced and in-depth assessment in each of the policy areas than has hitherto been available. The gradually increasing base of available empirical data on the period after the reforms has been used in the studies, which provide thorough syntheses of the available research for Canada and Latin America.

This book was released on 2012-12-06 with total page 270 pages. Available in PDF, EPUB and Kindle. Book excerpt: Peter T. Chinloy and Ernst W. Stromsdorfer I. Background to Adjustments in Labor Markets The book examines the process of adjustment in labor markets across countries arising from external shocks and shifts in international competi tiveness. The examination of specific countries and their data permits a comparison of alternative institutions for compensating and redeploying labor. Four countries are involved, whose labor markets are both competi tive and complementary: Canada, Japan, Mexico, and the United States. Both public labor market institutions, such as direct government com~ pensation of displaced workers and the effect of unemployment insurance, and private market arrangements, such as em loyer-employee agreements on layoffs, the work contract, and severance pay, are considered. Compara tive examination across countries of labor market and related insitutions is thus possible. The book has a common theme, namely the adjustment of labor markets to exogenous shocks, particularly those externally induced. The unifying focus in on workers whose specific skills in an industry or firm render them relatively immobile.

Book Synopsis Adapting Public Policy to a Labour Market in Transition by : France St-Hilaire
Download or read book Adapting Public Policy to a Labour Market in Transition written by France St-Hilaire and published by IRPP. This book was released on 2000 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: After two decades of rapid technological and structural change and an overall record of poor economic performance, Canadians need to take stock of the ongoing transformation of the labour market and its implications for public policy. The fundamental changes to the nature of work itself suggest that labour and social policies established decades ago may no longer be adequate or appropriate. Moreover, the continuing perception of increased instability and worsening employment outcomes, and the growing concern over increased earnings inequality and labour market polarisation, have raised serious questions about the role of government not only in addressing the consequences of economic adjustment but also in facilitating or, worse, hampering this process. In Adapting Public Policy to a Labour Market in Transition leading labour market specialists examine specific areas of public policy that have generated considerable attention and debate in recent years. They provide new evidence on issues of utmost concern to the well-being of Canadians and a solid assessment of the challenges and avenues for policy reform.

Book Synopsis Place-based Economic Development and the New EU Cohesion Policy by : Philip McCann
Download or read book Place-based Economic Development and the New EU Cohesion Policy written by Philip McCann and published by Routledge. This book was released on 2018-02-02 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: The new EU Cohesion Policy is one of the largest integrated development policies in the Western world, and one of the largest of such programmes anywhere in the world. The reforms to the EU Cohesion Policy contain many different elements each of which interlink in order to provide a cohesive overall framework. Some of the key elements in the reforms, however, relate to the conditionalities employed and their effects on policy governance and the control mechanism, the smart specialization approach to policy prioritization and resource allocation, the underlying place-based logic of the policy, and the overall results orientation and evaluation emphasis of the policy. In each of the areas of the EU Cohesion Policy reforms, many different scholars from the fields of regional studies, regional science and economic geography have played important roles in shaping the new policy, and the chapters here highlight these increasing interactions between the policy and academic spheres of debate. The collection of essays in this book each deal with specific aspects of these critical elements of the Cohesion Policy reforms. In particular, they examine some of the strengths and weaknesses of these individual elements and allowing for a better understanding of the origins and backgrounds of many of the ideas underpinning these reforms. This book was previously published as a special issue of Regional Studies.
