Book excerpt: The year 1996 in Italian politics was a year rich in novelty. After the "stalled transition" of 1995, the political atmosphere had begun to change. Most obvious was the end of Dini's unelected government of technocrats, supported by a heterogeneous group in Parliament, and its replacement with Romano Prodi's government, a coalition of the parties that had won the general election on April 21, 1996. But an even more important change and one more likely to be remembered was a new climate of dialogue amongst the main political forces that emerged from this period of transition between two republics. In 1996, despite the general elections, cooperation again became part of the political game.

Book Synopsis Public Sector Management in a Globalized World by : René Andeßner
Download or read book Public Sector Management in a Globalized World written by René Andeßner and published by Springer. This book was released on 2016-11-23 with total page 274 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume reflects on the consequences of the increasingly globalized nature of our world for public sector management. Globalization has triggered rapid growth in trade, global financial transactions and cross-country ownership of economic assets. The implications of these multifaceted processes for the welfare of today’s and tomorrow’s societies are unclear. What is clear, however, is that an increasing number of problems are too complex to be tackled solely at the level of national states. As a result, the size, functions and modi operandi of the public sector in a globalized world are emerging topics in academia and practice.

Book Synopsis Local Public Finance in Europe by : Bernard Dafflon
Download or read book Local Public Finance in Europe written by Bernard Dafflon and published by Edward Elgar Publishing. This book was released on 2002-01-01 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: '...the book contains a good deal of useful information about local government finance in Europe.' - John Fender, Local Government Studies '...I would like to thank you for publishing the great book Local Public Finance in Europe. It is a rare source of institutional information and also great insights on the subject.' - Andrey Timofeev, Georgia State University, US 'In respect of the hard budget constraint imposed by the stability pact for Maastricht...and the fact that European central governments can no longer bail out sub-federal obligations for more than 3% deficit to GNP annually and 60% debt to GDP...the volume edited by B. Dafflon is important and highly welcome.... Insofar, it represents an interesting and important milestone in the evaluation of the success of local budget rules in European countries.' - C.A. Schaltegger, Kyklos Most countries apply some form of restrictions to local government budgeting and borrowing, but in various forms and to varying degrees. These restrictions are considered necessary components of a fiscal federalism involving some sort of central government control in local affairs, a design which can be termed 'administrative federalism'. In this comprehensive book Bernard Dafflon introduces the reader to the institutional complexities of fiscal controls in European local public finance. The authors comprehensively explore the issues of government budgeting and borrowing, with the ultimate aim of understanding how mechanisms of fiscal discipline are established and function. Ten European countries are scrutinised on the basis of ten key issues including local budgetary policy-making, the policy effects of local budget deficits and public debt, the rules of amortisation and debt instalment, whether extensive fiscal controls promote budget accountability and discipline, and how the Maastricht criteria concerning deficit and debt can be implemented. They go on to highlight the complicated mix of rules, administrative routines and co-operative arrangements through which each country implements their individual budget controls. Although these arrangements have been successful in avoiding serious fiscal imbalance in the last twenty years, the authors argue that their impact on the broader goals of the government sector remains a more contentious question. This book offers a broad understanding of the rich institutional variations and elaborate fiscal designs in Europe from a comparative perspective. It will be welcomed by political scientists, public sector managers and economists, and scholars, practitioners and advanced students of public policy and fiscal studies.

Book Synopsis The Political Economy of Italy in the Euro by : Leila Simona Talani
Download or read book The Political Economy of Italy in the Euro written by Leila Simona Talani and published by Springer. This book was released on 2017-07-03 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book proposes an alternative political economy framework in which to analyse the question of the credibility of international economic agreements, in general, and monetary arrangements in particular. The focus is on European monetary arrangements, from the establishment of the European Monetary System to the crisis of the Euro-zone. The analysis is predicated around the political economy of Italy’s access and permanence in the Economic and Monetary Union (EMU). The author argues that the case of Italy, which made a concerted effort to join the EMU in the first wave, is particularly striking. Support for the single currency was widespread when it was introduced, yet something went wrong. Nowadays, its participation to the European monetary integration process cannot be easily taken for granted, especially after the vicissitudes of the Euro-zone crisis.
Book Synopsis Deficits and Debt in Industrialized Democracies by : Eisaku Ide
Download or read book Deficits and Debt in Industrialized Democracies written by Eisaku Ide and published by Routledge. This book was released on 2015-03-24 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the global financial crisis, government debt has soared globally by 40 percent and now exceeds an astonishing $100 trillion. Not all countries, though, have fared the same. Indeed, even prior to the financial crisis, the fiscal fates of countries have been diverging, despite predictions that pressures from economic globalization push countries toward more convergent fiscally conservative policies. Featuring the work of an international interdisciplinary team of scholars, this volume explains patterns of fiscal performance (persistent patterns of budget deficits and government debt) from the 1970s to the present across seven countries – France, Italy, Germany, Japan, South Korea, Sweden, and the United States. Employing a comparative case study approach, seldom employed in studies of fiscal performance, contributions illuminate the complex causal factors often overlooked by quantitative studies and advances our theoretical understanding of fiscal performance. Among other things, the cases highlight the role of taxpayer consent, tax structure, the welfare state, organization of interests, and labor and financial markets in shaping fiscal outcomes. A necessary resource to understand a broader array of factors that shape fiscal outcomes in specific national contexts, this book will reinvigorate the study of fiscal performance.

Book Synopsis Italian Budgeting Policy by : Alice Cavalieri
Download or read book Italian Budgeting Policy written by Alice Cavalieri and published by Springer Nature. This book was released on 2023-03-14 with total page 277 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book assesses Italian budgetary policy over the last thirty years. Covering more than three decades of political change and national transformation, it considers the institutional and external factors that have shaped long-term budgetary changes. The book analyses the levels of expenditure allocation across varying budget categories, and compares the budget bill and budget law in order to shed new light on the specific dynamics that have influenced budgetary decision-making processes. Overall, the book provides important conclusions on the role of the budget as a governmental policy instrument, the consequences of multilevel governance over national budgetary policy, and the impact of national and international crises on budgetary changes. With Italy being one of the most important parliamentary democracies in Europe and a key actor within the European Union, these conclusions have important repercussions for other European parliamentary democracies. The book will appeal to scholars and students of European public policy, public administration and economic governance.
