Available in PDF, EPUB and Kindle.

Available in PDF, EPUB and Kindle.

Book excerpt: The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

Book excerpt: Schools of Democracy offers a vivid analysis of the long-term impact of engagement in participatory budgeting institutions in Europe. While democratic innovations flourish around the world, there have been great hopes for their potential to revitalize representative government and solve the increasing apathy of the public. Based on a rich ethnographic study in France, Italy and Spain, this book shows how participatory institutions can encourage personal involvement, by creating the procedural and social conditions conducive to the formation of a competent and involved citizenry. Rather than deliberation itself, it seems that informal discussions and interactions between a diverse public allow mutual learning and the beginning of a political trajectory for people at the margins of the public sphere. However, this book also shows that citizens can become disappointed by the little decision-making power they are granted, as they leave the process often more cynical than before. Contains: A unique study on the long-term individual impact of engagement in participatory institutions. While most research deal with short-term impact, Schools of democracy addresses impact of participation after two years of engagement. Unique access to the black box of participatory institutions. While research on democratic innovations generally opt for an externalist perspective, Schools of democracy details the routine of deliberative interactions, showing how ordinary citizens speak up in public assemblies. From this perspective, the book offers incredibly rich empirical material – coming from ethnographic research – on how participatory democracy works. An original theoretical framework to the study of the individual impacts of participatory engagement. While most research are based on an implicit rational choice perspective, the pragmatist perspective adopted here sheds a different light on the studied phenomenon, stressing the co-construction of actors and their environment.

Available in PDF, EPUB and Kindle. Book excerpt: As socioeconomic inequality rises, trust in institutions declines, authoritarian populist movements emerge, misinformation spreads more rapidly and online debates become more polarized, democracy is faced with multiple crises. Are we witnessing the end of democracy? Réinventer la démocratie explores the idea that the political system is in the midst of a major crisis, but one which provides the perfect opportunity to examine the origins of the democratic ideal. At the local democratic level—more specifically at the municipal institution level—we can experiment with innovative forms of public deliberation, civic engagement, and collective intelligence. Following an analysis of the origins of and current crises facing democracy, Jonathan Durand Folco outlines some possible solutions using institutional innovations, strategies, and new practices that can be implemented at the local level. Due primarily to their proximity, municipalities are the perfect place for doing democratic experiments, resolving concrete problems, and potentially incorporating collective intelligence. The author offers a critical analysis of various local participatory mechanisms and finally addresses the question of the “virtues” that can be deployed to strengthen the primary tenets of democracy—engagement, deliberation, representation, inclusion, and collective intelligence. Rather than dwell on the intricacies of today’s society, this book acts instead as a compass to illuminate the paths of democratic emancipation.

Available in PDF, EPUB and Kindle. Book excerpt: Que renferme l?expression « démocratie participative » ?

Available in PDF, EPUB and Kindle. Book excerpt: The Professionalization of Public Participation is an edited collection of essays by leading and emerging scholars examining the emerging profession of public participation professionals. Public participation professionals are persons working in the public, private, or third sectors that are paid to design, implement, and/or facilitate participatory forums. The rapid growth and proliferation of participatory arrangements call for expertise in the organizing of public participation. The contributors analyze the professionalization of this practice in different countries (United States, France, Canada, Italy, and the United Kingdom) to see how their actions challenge the development of participatory arrangements. Designing such processes is a delicate activity, since it may affect not only the quality of the processes and their legitimacy, but also their capacity to influence decision-making.

Book excerpt: Available Open Access under CC-BY-NC licence. Citizenship is always in dispute – in practice as well as in theory – but conventional perspectives do not address why the concept of citizenship is so contentious. This unique book presents a new perspective on citizenship by treating it as a continuing focus of dispute. The authors dispute the way citizenship is normally conceived and analysed within the social sciences, developing a view of citizenship as always emerging from struggle. This view is advanced through an exploration of the entanglements of politics, culture and power that are both embodied and contested in forms and practices of citizenship. This compelling view of citizenship emerges from the international and interdisciplinary collaboration of the four authors, drawing on the diverse disputes over citizenship in their countries of origin (Brazil, France, the UK and the US). The book is essential reading for anyone interested in the field of citizenship, no matter what their geographical, political or academic location.
