Addressing this claim, Richard Stone critically examines Nishida's relation to his contemporary philosophers in the Meiji era (1868-1912), highlighting the continuity, difference and relationships between them. Stone reassesses the notion that Nishida's An Inquiry into the Good (1911) was substantially more philosophically worthwhile than any preceding attempts at philosophy in Japan, whilst demonstrating how his early ideas were heavily influenced by the work of thinkers such as Inoue Enryo, Onishi Hajime and Miyake Setsurei. He argues that original philosophy in Japan did not suddenly start with Nishida. This approach is an ostensible departure from the country’s traditional foreign policy stance, which tries to avoid bringing values to the forefront of foreign policies. This book intends to answer the questions of why Japan has started emphasizing democracy assistance and why it has relegated itself to a minor role in democracy assistance nevertheless. It argues that Japan’s emphasis on democracy assistance reveals its intention to increase its political influence with regards to China based on democratic values, and its usage of the term "democracy assistance" is a performative speech act to orchestrate a comprehensive approach for international democracy support. Shedding light on the novel aspect of Japanese policy, this book contributes to the understanding of Japanese foreign policy and democracy promotion. Providing the analysis that state’s speech act could cause to create foreign policies that counter what is predicted by structural realism, this analysis makes contributions to neoclassical realism which explains states’ foreign policy choices within the constraints of international structure.

Book excerpt: Each society that consumes alcohol has its own unique drinking culture, and each society deals with the drunken products of that culture in particular ways. As Mark D. West shows in Drunk Japan, the distinctive features of Japanese drinking culture and its intoxication-related laws are not simply interesting in and of themselves, but offer a unique window into Japanese society more broadly. Drawing upon close readings of over 5,000 published Japanese court opinions on drunkenness-related cases, he provides a rich description of Japanese alcohol consumption, drinking culture, and intoxication. West reveals that the opinions not only show patterns in what, where, and why people drink in Japan, but they also focus to a surprising extent on characteristics (including occupation, wealth, gender, and education) of individual litigants. By examining the consistencies and contradictions that emerge from the cases, West finds that, at its most extreme, the Japanese legal system is hyper-individualized. Focusing on individual people sometimes leads courts to ignore forensic evidence, to rely on post-arrest drinking tests, and to calculate prison sentences based on factors such as a mother's promise to help her adult child abstain. Cumulatively, the colorful and often tragic cases West uses not only illuminate the complexity of the culture, but they also reveal an entirely new vision of Japanese law and a comprehensive picture of alcohol use in Japanese society writ large.

Naval, aeronautic, and mechanical engineers played a powerful part in the military buildup of Japan in the early and mid-twentieth century. They belonged to a militaristic regime and embraced the importance of their role in it. Takashi Nishiyama examines the impact of war and peace on technological transformation during the twentieth century. He is the first to study the paradoxical and transformative power of Japan’s defeat in World War II through the lens of engineering. Nishiyama asks: How did authorities select and prepare young men to be engineers? How did Japan develop curricula adequate to the task (and from whom did the country borrow)? Under what conditions? What did the engineers think of the planes they built to support Kamikaze suicide missions? But his study ultimately concerns the remarkable transition these trained engineers made after total defeat in 1945. How could the engineers of war machines so quickly turn to peaceful construction projects such as designing the equipment necessary to manufacture consumer products? Most important, they developed new high-speed rail services, including the Shinkansen Bullet Train. What does this change tell us not only about Japan at war and then in peacetime but also about the malleability of engineering cultures? Nishiyama aims to counterbalance prevalent Eurocentric/Americentric views in the history of technology. Engineering War and Peace in Modern Japan, 1868–1964 sets the historical experience of one country’s technological transformation in a larger international framework by studying sources in six different languages: Chinese, English, French, German, Japanese, and Spanish.
