Using a broad range of qualitative and quantitative data, the authors show that Japan has a much larger nonprofit sector than is recognized, even in Japan. Three-quarters of all university students attend nonprofit institutions, significant shares of hospital beds are in nonprofit institutions, and nonprofit agencies are active in the field of social services. Yet in comparative terms the Japanese nonprofit sector lags significantly behind that of other developed economies. One reason for this, the authors argue, is the generally hostile attitude the government has historically taken towards nonprofit organizations in Japan; nonprofit organizations wishing to attain legal status, have to secure the approval of a "competent Ministry," and this is often given begrudgingly or not at all. The nonprofit sector in Japan has only just begun to "flex its muscles" as an independent force in very recent years, and is now on the brink of a new phase in its development.

Despite an upturn in the mid-1990s, import penetration, intra-industry trade, and inward foreign direct investment all remain low relative to most other nations. High profile negotiating efforts by both the Bush and Clinton administrations made progress in chipping away at protectionist barriers but fundamental problems remain. While Lincoln offers suggestions on what needs to be done by both sides, the most important lesson drawn from recent experience is that expectations should be lowered. Any feasible approach to making markets more open in Japan is likely to yield slow progress. Such realism--not to be confused with defeatism--is the only approach that has any chance of realizing gains over time.

Modern Japanese economic development is characterized by the co-evolution of these two types of production organizations, while American economic development in the modern period is characterized by the development of a mass production system based on large hierarchical organizations. The question is raised as to why and how a certain type of organization proliferated in a certain industry in a certain period, and what the role of that organization was in coordinating production and giving incentives to the economic agents involved. The result is a comparative institutional analysis of the organizational foundations of Japanese economic development in the modern period.

Tens of thousands would return home after Japan widened its war effort in 1939. In Casualties of History, Lee K. Pennington relates for the first time in English the experiences of Japanese wounded soldiers and disabled veterans of Japan's "long" Second World War (from 1937 to 1945). He maps the terrain of Japanese military medicine and social welfare practices and establishes the similarities and differences that existed between Japanese and Western physical, occupational, and spiritual rehabilitation programs for war-wounded servicemen, notably amputees. To exemplify the experience of these wounded soldiers, Pennington draws on the memoir of a Japanese soldier who describes in gripping detail his medical evacuation from a casualty clearing station on the front lines and his medical convalescence at a military hospital. Moving from the hospital to the home front, Pennington documents the prominent roles adopted by disabled veterans in mobilization campaigns designed to rally popular support for the war effort. Yang explores the history of Japan's pharmaceutical industry in the early twentieth century through a close account of Hoshi Pharmaceuticals, one of East Asia's most influential drug companies from the late 1910s through the early 1950s. Focusing on Hoshi's connections to Japan's emerging nation-state and empire, and on the ways in which it embraced an ideology of modern medicine as a humanitarian endeavor for greater social good, Yang shows how the industry promoted a hygienic, middle-class culture that was part of Japan's national development and imperial expansion. Yang makes clear that the company's fortunes had less to do with scientific breakthroughs and medical innovations than with Japan's web of social, political, and economic relations. He lays bare Hoshi's business strategies and its connections with politicians and bureaucrats, and he describes how public health authorities dismissed many of its products as placebos at best and poisons at worst. Hoshi, like other pharmaceutical companies of the time, depended on resources and markets opened up, often violently, through colonization.
