This book examines three expeditions by the Spanish to the borders of Charcas, a district that covers present-day Bolivia and the northwest of Argentina, in the second half of the sixteenth century, using an approach that has not been attempted until now. Scholarship on these events has framed them as part of a gradual top-down process of centralisation driven by the Crown to extend its power and build a colonial ‘state’ in the Americas. This book challenges that view, approaching the expeditions through an analysis of the political culture that underpinned them. It explores the events within the process of installation and consolidation of royal jurisdiction, understood here as the authority to establish law and deliver justice, in a remote area. This was a process achieved through coercion and violence, as well as negotiation and consensus, that involved both the Spanish and indigenous peoples, and that frequently created overlapping jurisdictions, via downscaling of politics and dispersal of power. Jurisdictional politics were decided and settled in battlefields and courts and involved the theatricalization of power, to make a distant monarch present, which, paradoxically, made such absence the more evident. The book is an invitation to re-dimension the scope of Spain’s empire

The Heritage of War uncovers the histories of heritage: it charts the constant social and political construction of heritage sites over time, by a series of different agents, and explores the continuous reworking of meaning into the present. What are the forces of contingency, agency and political power that produce, define and sustain the heritage of war? How do particular versions of the past and particular identities gain legitimacy, while others are marginalised? In this book contributors explore the active work by which heritage is produced and reproduced in a series of case studies of memorialization, battlefield preservation, tourism development, private remembering and urban reconstruction. Book excerpt: After earlier criticism from human rights organizations and many foreign governments regarding the determination that the Geneva Conventions of 1949 do not apply to the detainees held in Cuba, President Bush shifted position with an announcement that Taliban fighters are covered by the 1949 Geneva Conventions, while al Qaeda fighters are not. Taliban fighters are not to be treated as prisoners of war (POW), however, because they reportedly fail to meet international standards as lawful combatants The decision is not likely to affect the treatment of any of the detainees held at the U.S. Naval Base at Guant namo Bay, Cuba, and is not likely to quell all of the criticism. While earlier reports that the detainees were being treated inhumanely appear to be unfounded, some allied countries and human rights organizations are criticizing the President's decision as relying on an inaccurate interpretation of the Geneva Convention for the Treatment of Prisoners of War (GPW). The U.N. High Commissioner on Human Rights (UNHCR) and some human rights organizations argue that all combatants captured on the battlefield are entitled to be treated as POWs until an independent tribunal has determined otherwise. The Organization of American States Inter-American Commission has ordered the United States to take "urgent measures" to establish the legal status of the detainees.
