Available in PDF, EPUB and Kindle. Book excerpt: The task of turning the state-owned assets of the Eastern European countries over to private ownership is one of the most challenging of our time, both intellectually and in practical terms. Ivan Major's in-depth critique of the plans and programmes of the East European governments addresses the core issues of privatization from the perspective of both potential winners and losers. After discussing the analytical framework, he offers an assessment of the legacy of the command economy and includes individual country studies of Czechoslovakia, the former GDR, Hungary, Poland and the former Soviet Union. The following chapters look at the theoretical, political and economic underpinning as well as assessments of the initial results of East European privatizations. Dr Major argues that the whole network of political regulation must be dismantled if an efficient market economy is to emerge. Privatization in Eastern Europe offers a critical analysis of the movement towards privatization in Eastern Europe as well as an authoritative assessment of the existing literature. This book will be welcomed by scholars and policymakers as an important source of analysis, argument and information.

Book excerpt: DENNIS CAMPBELL AND MARK MILLER Introduction Within the last decade, there has been significant expansion in both the frequency and quantity of direct foreign investment by Western countries and multinational 1 corporations (MNC's) in the forni of joint ventures in Eastern Europe. These joint ventures, as well as other forms of mutual-cooperation trade arrangements, represent positive evidence of the increasing enthusiasm towards East-West trans actions now found on both sides of the European frontier. The spirit with which Western governments and business interests have sought to expand involvement in the East European market has been well documented. However, there has been relatively little attention paid to the extremely important internal changes which have come about within the foreign-trade policies of the Eastern European coun tries and which have served to accommodate the growth of trade with the West. This dramatic increase in direct foreign investment in the form of joint ventures results primarily from the passage of enabling legislation in a number of the East European states, legislation which has facilitated and attracted business invest ment from the West. Thus, it is opportune to examine and review the policy reforms and amendments which have been enacted in Eastern Europe and the Western responses thereto. As a preliminary matter, the term 'joint venture', as well as other mechanisms for foreign investment as used here, should be defined and distinguished.

Available in PDF, EPUB and Kindle. Book excerpt: Privatization policies are the centrepiece of the historically unique transformation of the centrally planned, into market economies. Yet the peculiarities of the privatization process in Eastern Europe are little understood in the West because of differences in historical, socio-political and economic contexts relative to Western experience. Most research on privatization in the West is rather theoretical and thus pays insufficient attention to these contexts, perhaps because their importance is not widely appreciated and because there has been little information about them available. Moreover, the significant differences among East European countries in contexts and in policies are not well-understood even within the region, again because of a lack of information.

Book excerpt: The euphoria of the political revolutions of 1989 has been replaced by a sober reality: building viable economic systems, and transforming state enterprises into privately owned businesses in Eastern Europe is exceedingly complicated, difficult, and costly. German reunification and its burgeoning markets may serve as a locomotive for Eastern European growth. But what, if anything, can Czechoslovakia, Poland, and Hungary learn from the German experience? The former East Germany's ability to draw on West German technological, financial, economic, and human resources severely distorts the lessons other Eastern European countries might draw from reunification. How, then, can Eastern Europe best pursue its reform goals? Precisely what tangible reforms should these fledgling market economies undergo? Is privatization the panacea it is claimed to be? It produces winners and losers, and raises the specter of foreign domination of key industries. How should the competing issues of speed vs. equity that are endemic in the privatization process be resolved? In this volume, a collection of Eastern government officials, Western businessmen, and scholars from East and West address these questions in straightforward practical terms. Specifically, they recommend the gradual privatization, through auction, of existing state-owned assets; the adaptation of antitrust laws modeled after existing Western principles; the establishment of a new Eastern European development agency in the U.S. government; testing of a vouchers system; the enactment of securities laws overseen by government regulatory agencies; and the immediate abolition of governmental and legal barriers to establishing new business and joint ventures. The work offers precise, instructive guidelines as to how these and other reforms should be enacted and will be of interest to anyone involved or interested in the privatization of Eastern Europe and the opportunities and risks it presents for Western business.

Book excerpt: When communism fell in 1989, the question for most Eastern European countries was not whether to go to a market economy, but how to get there. Several years later, the difficult process of privatization and restructuring continues to concern the countries of the region. The Transition in Eastern Europe, Volumes 1 and 2 is an analysis of the experiences of various countries making the transition to market economies and examines the most important challenges still in store. Volume 1, Country Studies, gives an in-depth, country-by-country analysis of various reform experiences, including historical backgrounds and discussions of policies and results to date. The countries analyzed are Poland, Czechoslovakia, Hungary, eastern Germany, Slovenia, and Russia. Written by leading economists, some of whom helped shape local and national reforms, this volume identifies common progress, common difficulties, and tentative solutions to the problems of economic transition. Volume 2, Restructuring, focuses on specific issues of transition, including how to design labor market institutions, privatization, new fiscal structures, and bankruptcy laws; how to reorganize foreign trade; and how to promote foreign direct investment. The articles, written by experts in the field, will be of direct help to those involved in the transition process. These volumes provide a standard reference on economic transition in the region for policymakers in Eastern Europe and in western countries, for international agencies concerned with the transition process, and for anyone interested in learning about the dramatic changes that have recently occurred in Eastern Europe.

Book excerpt: 'Written in a clear and straightforward style, and well grounded in succinct and pertinent analysis...It will prove a boon to students and practitioners alike as moves proceed towards European integration.' - British Book News This volume identifies and analyses the extent to which the countries of Central and Eastern Europe are likely to attract inward foreign direct investment (FDI) to the turn of the century. Although these countries have been growing recipients of FDI, Western multinationals remain cautious and are slow to commit large investment sums. The book covers the contextual and thematic aspects of FDI as well as empirical country studies (including the Commonwealth of Independent States, Hungary, Poland and Slovenia) which address the legal environment for FDI, its magnitude and motives and industrial breakdown. The final section discusses the potential for closer economic and political integration in Europe.

Book excerpt: The post-communist European countries have faced enormous political and economic problems in attempting the transformation to a market oriented economy through two of the most important channels influencing this process—privatization and foreign investments. Focusing on Russia, the Czech Republic, Hungary, Bulgaria, and Poland, the authors examine the trends toward privatization and the problems facing the countries economic managers and foreign investors. They explore what can be done to increase foreign direct and equity investment given the political risks involved in the economic transformation. Scholars and students of international economics, international trade, Russian and Eastern European studies, and government and international agencies should find this study on the relationship between privatization and foreign investment informative and useful.

Book excerpt: The creation of new economic and legal mechanisms to replace the fallen communist systems of Eastern Europe must surely count as one of the greatest organizational challenges of this century, and economists and politicians alike are constantly grappling with the enormity of the transformation to be achieved. In this volume, the authors give an in depth explanation of their now widely adopted approach to 'privatizing privatization' and chart the evolution of their thinking, particularly in reaction to real events and prevailing conditions. Expanding on the theme of transferring ownership to the private sector through a system of free vouchers and independent intermediaries, Professors Frydman and Rapaczynski address the dangers of bureaucratization and the delicate balance between the evolutionary elements and imposed regulations that must be achieved to make the transition a success. The perfect companion volume to The Privatization Process in Central Europe, this collection of essays provides a brilliant explanation of the most widely accepted theory of privatization in Eastern Europe today.
