Book excerpt: Patricia E. Roy is the winner of the 2013 Lifetime Achievement Award, Canadian Historical Association. Canada's early participation in the Asia-Pacific region was hindered by "contradictory impulses" shaping its approach. For over half a century, racist restrictions curtailed immigration from Japan, even as Canadians manoeuvred for access to the fabled wealth of the Orient. Canada's relations with Japan have changed profoundly since then. In Contradictory Impulses, leading scholars draw upon the most recent archival research to examine an important bilateral relationship that has matured in fits and starts over the past century. As they makes clear, the two countries' political, economic, and diplomatic interests are now more closely aligned than ever before and wrapped up in a web of reinforcing cultural and social ties. Contradictory Impulses is a comprehensive study of the social, political, and economic interactions between Canada and Japan from the late nineteenth century until today.

This book was released on 1989-11-03 with total page 470 pages. Available in PDF, EPUB and Kindle. Book excerpt: The economic futures of the United States, Canada, and Japan are tightly linked by the extremely powerful trade network these nations share. Yet because of trade and domestic policies aimed at preserving economic and, some argue, cultural integrity, there has at times been considerable friction among the three nations. Much of the recent trade animus of the U.S. has been aimed Japan, the country with the largest trade surplus with the United States. Canada, the largest trade partner of the U.S., maintains fiscal policies which resemble those of Japan, but has not been the focus of similar concern. Since the actions of each nation reverberate throughout the network, a full and accurate understanding of these complex relations will be essential if ongoing trade negotiations, policymaking, and international relations are to be constructive. The papers in this volume were developed from a conference that addressed the need to discover which structural determinants and policies shape the close economic ties among these nations. Leading experts on trade and macroeconomics from all three countries examine disproportionate saving rates, exchange rate volatility, varying industrial policies and levels of financial innovation, the effects of present tax policies and proposed reforms, and the dynamism of major Pacific nations and the leadership role Japan may play in U.S. relations with that region. Several important conclusions are reached by the contributors. They assert that Japan's trade barriers are relatively low overall and are comparable to those maintained by the United States and Canada, and that divergent fiscal policies have been the major source of macroeconomic imbalances between the United States and other major countries in the 1980s. They also conclude that current trade imbalances may persist for some time. The analyses offered here are likely to prove influential in future policymaking and will be of interest to a wide audience, including academic economists, government officials, and students of theoretical and policy issues of international trade, investment, and finance.

Roy examines the climax of antipathy to Asians in Canada: the removal of all Japanese Canadians from the BC coast in 1942. Canada ignored the rights of Japanese Canadians and placed strict limits on Chinese immigration. In response, Japanese Canadians and their supporters in the human rights movement managed to halt "repatriation" to Japan, and Chinese Canadians successfully lobbied for the same rights as other Canadians to sponsor immigrants. The final triumph of citizenship came in 1967, when immigration regulations were overhauled and the last remnants of discrimination removed.

Available in PDF, EPUB and Kindle. Book excerpt: In 1942, the Canadian government forced more than 21,000 Japanese Canadians from their homes in British Columbia. They were told to bring only one suitcase each and officials vowed to protect the rest. Instead, Japanese Canadians were dispossessed, all their belongings either stolen or sold. The definitive statement of a major national research partnership, Landscapes of Injustice reinterprets the internment of Japanese Canadians by focusing on the deliberate and permanent destruction of home through the act of dispossession. All forms of property were taken. Families lost heirlooms and everyday possessions. They lost decades of investment and labour. They lost opportunities, neighbourhoods, and communities; they lost retirements, livelihoods, and educations. When Japanese Canadians were finally released from internment in 1949, they had no homes to return to. Asking why and how these events came to pass and charting Japanese Canadians' diverse responses, this book details the implications and legacies of injustice perpetrated under the cover of national security. In Landscapes of Injustice the diverse descendants of dispossession work together to understand what happened. They find that dispossession is not a chapter that closes or a period that neatly ends. It leaves enduring legacies of benefit and harm, shame and silence, and resilience and activism.

Book excerpt: In Japan's Reluctant Realism , Michael J. Green examines the adjustments of Japanese foreign policy in the decade since the end of the Cold War. Green presents case studies of China, the Korean peninsula, Russia and Central Asia, Southeast Asia, the international financial institutions, and multilateral forums (the United Nations, APEC, and the ARF). In each of these studies, Green considers Japanese objectives; the effectiveness of Japanese diplomacy in achieving those objectives; the domestic and exogenous pressures on policy-making; the degree of convergence or divergence with the United States in both strategy and implementation; and lessons for more effective US - Japan diplomatic cooperation in the future. As Green notes, its bilateral relationship with the United States is at the heart of Japan's foreign policy initiatives, and Japan therefore conducts foreign policy with one eye carefully on Washington. However, Green argues, it is time to recognize Japan as an independent actor in Northeast Asia, and to assess Japanese foreign policy in its own terms.

Available in PDF, EPUB and Kindle. Book excerpt: After World War II, Japan reemerged in the arena of international relations as an almost exclusively economic power without military might or territorial ambitions. Within some thirty years it transformed itself from a semideveloped state to a technological superpower with an economy that today is the second largest in the free world, next only to the United States, accounting for over 10 percent of total global production. The management of a rapidly growing industrial state with little domestic supply of resources necessarily requires great skill in the difficult task of maintaining sufficient access to overseas markets to sustain internal economic activity. Not surprisingly, then, Japan's foreign relations from World War II to the present have been heavily conditioned by economic considerations. This collection of original articles investigates how the economic growth of Japan has affected the pattern of its foreign relations and where and to what extent economic principles have had to be compromised for political, legal, cultural, or ideological reasons. The contributors, experts on Japan's economy, politics, and foreign relations, analyze the state of Japan's foreign relations with North America, the EC, Oceania, the Soviet Union, COMECON, China, ASEAN, the Middle East, Latin America, Africa, Korea, and Taiwan, focusing on developments in the last seven years and predicting likely trends in the 1980s.

Book excerpt: From the back cover: Richard Wright's study chronicles and analyses the Japanese business presence in Canada. It reveals several distinguishing characteristics of Japanese investment, which should help allay some traditional Canadian concerns about foreign investment. Japanese investment is small in proportion to the total volume of Canada-Japan trade. Moreover, unlike other traditional foreign investors, who generally seek to gain direct control of affiliated companies in Canada, Japanese investors aim primarily to secure reliable flows of raw materials. Because the Japanese emphasis is on trade rather than on investment flows, a high proportion of Japanese investment is in the form of loans rather than equity, and the Japanese often take minority holdings or enter into joint ventures. The role of Japanese investment is thus a very different one from that which has been a source of concern about foreign ownership in Canada.
