Book excerpt: Patricia E. Roy is the winner of the 2013 Lifetime Achievement Award, Canadian Historical Association. Canada's early participation in the Asia-Pacific region was hindered by "contradictory impulses" shaping its approach. For over half a century, racist restrictions curtailed immigration from Japan, even as Canadians manoeuvred for access to the fabled wealth of the Orient. Canada's relations with Japan have changed profoundly since then. In Contradictory Impulses, leading scholars draw upon the most recent archival research to examine an important bilateral relationship that has matured in fits and starts over the past century. As they makes clear, the two countries' political, economic, and diplomatic interests are now more closely aligned than ever before and wrapped up in a web of reinforcing cultural and social ties. Contradictory Impulses is a comprehensive study of the social, political, and economic interactions between Canada and Japan from the late nineteenth century until today.

Book excerpt: While this proceedings volume deals primarily with the conventional areas of metal, ceramic, and polymer composites for civil construction, several of the papers report on new developments in the emerging fields of wood and nanocomposites. The 63 papers from the September 2002 workshop includes the further integration of the fabrication and function processes, aspects of the scale of components which improve the competitive position of composites relative to conventional materials and the exploitation of new types of composite such as nanocomposites which exploit a variety of new length scales to achieve their functionality. This also gives rise to multifunctional composites which have attributes other than structural properties. In this talk these aspects of the future of composites will be explored and illustrated.

Book excerpt: The economic futures of the United States, Canada, and Japan are tightly linked by the extremely powerful trade network these nations share. Yet because of trade and domestic policies aimed at preserving economic and, some argue, cultural integrity, there has at times been considerable friction among the three nations. Much of the recent trade animus of the U.S. has been aimed Japan, the country with the largest trade surplus with the United States. Canada, the largest trade partner of the U.S., maintains fiscal policies which resemble those of Japan, but has not been the focus of similar concern. Since the actions of each nation reverberate throughout the network, a full and accurate understanding of these complex relations will be essential if ongoing trade negotiations, policymaking, and international relations are to be constructive. The papers in this volume were developed from a conference that addressed the need to discover which structural determinants and policies shape the close economic ties among these nations. Leading experts on trade and macroeconomics from all three countries examine disproportionate saving rates, exchange rate volatility, varying industrial policies and levels of financial innovation, the effects of present tax policies and proposed reforms, and the dynamism of major Pacific nations and the leadership role Japan may play in U.S. relations with that region. Several important conclusions are reached by the contributors. They assert that Japan's trade barriers are relatively low overall and are comparable to those maintained by the United States and Canada, and that divergent fiscal policies have been the major source of macroeconomic imbalances between the United States and other major countries in the 1980s. They also conclude that current trade imbalances may persist for some time. The analyses offered here are likely to prove influential in future policymaking and will be of interest to a wide audience, including academic economists, government officials, and students of theoretical and policy issues of international trade, investment, and finance.

This book was released on 2013-11-01 with total page 115 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the first decade of the twenty-first century, the biggest event of worldwide proportion was the 2008 global financial crisis, which was caused primarily by ineffective governance, failed surveillance systems, and implementation flaws. While fiscal and monetary policies succeeded in pulling many countries out of a financial freefall, most economies have performed beneath pre-recession levels as governments continued to struggle with their finances. Examining the financial crisis from the viewpoint of intangible assets provides a different perspective from traditional economic approaches. National Intellectual Capital (NIC), comprised mainly of human capital, market capital, process capital, renewal capital, and financial capital, is a valuable intangible asset and a key source of national competitive advantage in today’s knowledge economy. The authors—pioneers in the field—present extensive data and a rigorous conceptual framework to analyze the connections between the global financial crisis and NIC development. Covering the period from 2005 to 2010 across 48 countries, the authors establish a positive correlation between NIC and GDP per capita and consider the impact of NIC investment for short-term recovery and long-term risk control and strategy formulation. Each volume in a series of Springer Briefs on NIC and the financial crisis provides in-depth coverage of the impact of the crisis, the aftermath, future prospects, and policy implications for a regional cluster. This volume focuses on Australia, Canada, Japan, New Zealand, and the United States of America.

Available in PDF, EPUB and Kindle. Book excerpt: The Politics of Racism: The Uprooting of Japanese Canadians During the Second World War is the first book to fully document the politics behind the 1942 expulsion order that saw 20,000 Japanese Canadians evicted from their homes in British Columbia and sent inland to work camps, detention centres and farms in Alberta and Manitoba. The book details the relationship between racism and political expediency, and shows how political parties and the affairs of the nation were controlled by a small group of politicians who scapegoated minorities to hang on to power. Most alarmingly, The Politics of Racism shows how easily Canadians allowed themselves to be manipulated by a political process that used fear and war hysteria in a very cynical and calculated way. Ann Sunahara has used previously classified government documents and the wartime records of the Liberal government to reveal a startling new portrait of political connivance that shows Mackenzie King bowing to the pressures of a small number of B.C. politicians who saw the “Japanese problem” as a useful tool to enhance their status and win favours in Ottawa. Branded as traitors in the eyes of many of their countrymen, unaware that the military had opposed their uprooting, without political friends and allies except for the CCF, the Japanese Canadians were powerless – a muffled minority within a country at war. Ann Sunahara has woven together her analysis of government documents with the personal memories of victims of that shameful period. The accounts of the victims and the official records provide a poignant and powerful indictment of the politicians who used racism and fear to further their own careers and of a society whose indifference let it happen. Since the 1981 version of The Politics of Racism (POR1981) was published, it has undergone two further editions: an HTML version in 2000 (POR2000) with an additional afterward about Redress; and an e-book edition (POR2020) with an additional photo essay by the author. Both are published at japanesecanadianhistory.ca.

Book excerpt: Acerbic, moving, and formally astonishing, Michael Prior's second collection explores the enduring impact of the Japanese internment upon his family legacy and his mixed-race identity. Canada-Japan Literary Award, Winner Dorothy Livesay Poetry Prize, Winner Raymond Souster Award, Shortlist Amid the record-breaking wildfires that scorched British Columbia in 2015 and 2017, the poems in this collection move seamlessly between geographical and psychological landscapes, grappling with cultural trauma and mapping out complex topographies of grief, love, and inheritance: those places in time marked by generational memory "when echo crosses echo." Burning Province is an elegy for a home aflame and for grandparents who had a complex relationship to it--but it is also a vivid appreciation of mono no aware: the beauty and impermanence of all living things. "The fireflies stutter like an apology," Prior writes; "I would be lying to you / if I didn't admit I love them."

Available in PDF, EPUB and Kindle. Book excerpt: In 1942, the Canadian government forced more than 21,000 Japanese Canadians from their homes in British Columbia. They were told to bring only one suitcase each and officials vowed to protect the rest. Instead, Japanese Canadians were dispossessed, all their belongings either stolen or sold. The definitive statement of a major national research partnership, Landscapes of Injustice reinterprets the internment of Japanese Canadians by focusing on the deliberate and permanent destruction of home through the act of dispossession. All forms of property were taken. Families lost heirlooms and everyday possessions. They lost decades of investment and labour. They lost opportunities, neighbourhoods, and communities; they lost retirements, livelihoods, and educations. When Japanese Canadians were finally released from internment in 1949, they had no homes to return to. Asking why and how these events came to pass and charting Japanese Canadians' diverse responses, this book details the implications and legacies of injustice perpetrated under the cover of national security. In Landscapes of Injustice the diverse descendants of dispossession work together to understand what happened. They find that dispossession is not a chapter that closes or a period that neatly ends. It leaves enduring legacies of benefit and harm, shame and silence, and resilience and activism.

Book excerpt: In our globalized era it has become impossible to deal effectively with constitutional law and related subjects such as fundamental rights, administrative law and political science without knowledge of foreign systems. A wealth of literature is available on practically all constitutional systems and the intricacies of their application. This, however, presents the constitutionalist with a formidable problem: Which foreign systems should I explore in order to make relevant comparisons, and how should I go about it? This book addresses the core problems of comparability and appropriate comparative methodology in the realm of contemporary constitutionalism. The outcome is, however, not mere theorizing. Most of the text is devoted to an incisive application of the chosen comparative method to four geographically, historically, and culturally divergent, but thoroughly comparable, constitutional systems. In the course of the comparative exercise, contemporary constitutional dogma and constitutional mechanics are analyzed and explained, in many instances in their historical contexts, making the book itself a useful source of comparative and historical information.

Using text and images, it is a collection of stories about how Canadians “found Japan,” the first place they reached when travelling westward across the Pacific. These connections began as early as 1848, when the adventurous son of a Hudson’s Bay Company trader tempted fate by smuggling himself, disguised as a shipwrecked sailor, into the closed and exotic land of the shoguns. He was followed by an intriguing cast of characters—missionaries, educators, businessmen, social activists, political figures, diplomats, soldiers and occasional misfits—who experienced a rapidly changing Japan as it underwent its remarkable transformation from a largely feudal society to a modern state. Now, when the world is becoming more Asia-centric, Finding Japan provides glimpses into an earlier era that challenged conventional perceptions about Canadian connections across the Pacific.
