Book excerpt: During its first 14 years of existence, the National Assessment of Educational Progress (NAEP) was located at the Education Commission of the States (ECS). This annotated bibliography of 575 references lists all major publications by or about NAEP published between 1969 and 1983. References are in a classified arrangement, by specific or special assessment. Documents not dealing with a specific assessment are grouped by: Methodological Publications; Special Analyses; and General and Miscellaneous. Materials by NAEP are separated from materials about NAEP done by external organizations. Subject, Personal Author, and Preparing Institution indexes are provided. The compilation is based on materials (documents and journal articles) archived in the database of the Educational Resources Information Center (ERIC), and therefore most documents cited can be obtained through the ERIC Document Reproduction Service (EDRS). Throughout the world, governments striving to improve educational quality are turning to national assessments to provide this much-needed information in key curriculum areas. The capacity for carrying out national assessments has grown remarkably in recent years, but it has not been matched by widespread use of their findings. This book seeks to maximize an appreciation for the value of such data and to assist countries in exploiting the knowledge that national assessments yield. Using the Results of a National Assessment of Educational Achievement identifies the main factors affecting the use of national assessment findings. These include the political context in which an assessment is carried out, the nature of the assessment (census based or sample based), the assignment of accountability for the results, and the quality of assessment instruments. The book describes the type of information that the main report of a national assessment should contain, as well as other means of communicating findings to technical and nontechnical audiences. It outlines general considerations in translating national assessment results into policy and action, and examines specific procedures for using the data in policy making, educational management, teaching, and promoting public awareness. The topics addressed in this volume should be of interest to policy makers, educators, researchers, and development practitioners.

This book was released on 2012 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: Implementation of a National Assessment of Educational Achievement focuses on the practical tasks involved in running a large-scale national assessment program. It has four parts. Part I provides an overview of the tasks involved - how the essential activities of an assessment are organized and implemented, the personnel and resources that are required, and the tasks that follow the collection of data. In Part II, a methodology for selecting a sample of students that will be representative of students in the education system is presented. Principles underlying sampling are described, as well as step-by-step procedures that can be implemented in nearly any national assessment. An accompanying CD contains supporting data files. Part III describes procedures for cleaning and managing data collected in a national assessment, essential elements of a quality assurance process. It also describes how to export and import data, that is, make data available in a format that is appropriate for users of statistical software such as Access, SPSS, WesVar, and Excel. The primary objective of this section is to enable the national assessment team develop and implement a systematic set of procedures to help ensure that the assessment data are accurate and reliable. Following sampling, test administration, data entry, and cleaning, the next step is to prepare data for analysis. In Part IV, a series of important pre-analysis steps, including producing estimates, computing and using survey weights, and computing estimates are described. The section dealing with the computation of estimates describes how they and their sampling errors are computed from simple and complex samples. Finally, a range of special topics, including nonresponse and issues relating to over-and under-size schools, is addressed.

In addition, it shares recent insights and experiences that will contribute to continued improvement of program evaluation and responds to the call for more exactness without losing sight of the lessons learned from evaluation over the past several decades. The eight papers address five main areas: evaluation design, instrumentation, implementation, politics, and analysis. As a whole, this issue is designed shed light on the five issues, as well as provide information useful for those interested in increasing the rigor of education research to increase the ability to improve schools.

Book excerpt: Beach erosion is a chronic problem along open-ocean shores of the U.S. As coastal populations continue to grow and community infrastructures are threatened by erosion, there is increased demand for accurate info. regarding past and present trends and rates of shoreline movement, and a need for a comprehensive analysis of shoreline movement. This report on states bordering the Gulf of Mexico (Florida, Alabama, Mississippi, Louisiana, and Texas) summarizes the methods of analysis, interprets the results, provides explanations regarding the historical and present trends and rates of change, and describes how different coastal communities are responding to coastal erosion in 2004 (prior to Hurricanes Katrina and Rita). Available in PDF, EPUB and Kindle. Book excerpt: Policymakers expect international educational assessments to report credible national and international changes in student achievement over time. However, international assessment projects face great methodological challenges to creating comparable scores across jurisdictions and time points, fundamentally because jurisdictions vary in many aspects of curriculum and curriculum change as well as in the patterns of students' test-taking behaviour. Using data from the Second IEA Mathematics Study (SIMS), the study reported in this dissertation addresses the potential impact of the different equating methodologies used in current international assessments on the accurate estimates of change in jurisdiction achievement over time. The results of the study demonstrate that the different equating methodologies implemented through the Item Response Theory (IRT) models currently used in international assessments may be of limited use in estimating change in jurisdiction achievement over time. This is because the international assessment data violate the IRT model assumptions, in particular the unidimensionality assumption. In addition, the estimation of jurisdiction results based on a common international scale may potentially distort the results of those jurisdictions that have levels of student achievement that are much lower or higher than most other participating jurisdictions. The findings of this study have important implications for researchers as well as policy makers.
