Book excerpt: Better designed and implemented fiscal regimes for oil, gas, and mining can make a substantial contribution to the revenue needs of many developing countries while ensuring an attractive return for investors, according to a new policy paper from the International Monetary Fund. Revenues from extractive industries (EIs) have major macroeconomic implications. The EIs account for over half of government revenues in many petroleum-rich countries, and for over 20 percent in mining countries. About one-third of IMF member countries find (or could find) resource revenues “macro-critical” – especially with large numbers of recent new discoveries and planned oil, gas, and mining developments. IMF policy advice and technical assistance in the field has massively expanded in recent years – driven by demand from member countries and supported by increased donor finance. The paper sets out the analytical framework underpinning, and key elements of, the country-specific advice given. Also available in Arabic: ????? ??????? ?????? ???????? ???????????: ??????? ???????? Harnessing some part of that wealth for fiscal purposes is critical for economic development: in few areas of economic life are the returns to good policy so large, or mistakes so costly.

Book excerpt: Oil, Gas, and Mining: A Sourcebook for Understanding the Extractive Industries provides developing countries with a technical understanding and practical options around oil, gas, and mining sector development issues. A central premise of the Sourcebook is that good technical knowledge can better inform political, economic, and social choices with respect to sector development and the related risks and opportunities. The guidance provided by the Sourcebook assumes a broad set of overarching principles, all centered on good governance and directed at achieving positive and broadly based sustainable development outcomes. This Sourcebook is rich in presenting options to challenges, on the understanding that contexts and needs vary, and that there is much to be gained from appreciating the lessons learned from a broad set of experiences.

Available in PDF, EPUB and Kindle. Book excerpt: World Bank Discussion Paper No. 271. This study incorporates data from comparable surveys across five African countries--Ghana, Malawi, Mali, Senegal, and Tanzania--to analyze how small and micro enterprises have been positively and negatively affected by policy liberalization schemes. Some grow rapidly by adapting their products, while others stagnate because of import competition and increased self- employment. Comparisons were made between small firms, with 6 to 49 workers, and microenterprises, with fewer than 6. The study suggests a two-pronged strategy: (1) to facilitate widespread participation in microenterprises, broad measures are needed to lower the costs of entry, generate demand for their goods and services, raise the educational level and incomes of the poor, and encourage informal financial institutions; (2) to stimulate growth of potentially dynamic enterprises, well-targeted measures may be appropriate to lower the costs of entry, increase access to credit, and provide demand-driven business services. Available in PDF, EPUB and Kindle. Book excerpt: The remarkably rich natural environment of Malaysia attracts the interest of both industry and the environmental community. Managing Natural Wealth analyzes major natural resource and environmental policy issues in the country during the 1970s and 1980s-a period of profound socioeconomic change, rapid depletion of natural resources, and the emergence of serious problems with pollution. Managing Natural Wealth is an important up-date to Environment and Development in a Resource-Rich Economy: Malaysia under the New Economic Policy. First published in hardcover in 1997, this pathbreaking book emphasized economics as a source for analyzing the issues involved in environmental and natural resource management in developing countries. The access that Jeffrey Vincent and Rozali Mohamed Ali and the contributing authors had to unpublished data and key decisionmakers made their account an essential reference for policymakers and researchers in Malaysia and throughout the globe. Managing Natural Wealth includes a review of key developments since the 1990s by S. Robert Aiken and Colin H. Leigh, two geographers with a long-standing interest in environmental change in Malaysia and an understanding of the institutional context of its environmental policy that is unmatched in the scholarly community.

Book excerpt: Applications of general equilibrium models to different problems arising in tax policy - such as identifying desirable tax bases in Bangladesh, analyzing price controls in China, and coordinating tax- cum- tariff reform in India - show how useful they can be in supplementing more qualitative judgements. But they are useful only if substantial effort is devoted to establishing a consistent data set and to choosing the structure of the model in a way that makes its behavior consistent with what good economic analysis would suggest.

Book excerpt: Disinflation programs in chronic inflation countries do not normally follow the usual Phillips curve tradeoff in the medium run. Instead of having a sharp recession in the early stage of stabilization, there often is an initial expansion of output followed by a recession and balance of payments difficulties. This pattern is related to programs that use the exchange rate as an instrument of disinflation.

Book excerpt: Tax policies have contributed relatively little to Korea's extraordinary growth: less than 10 percent of Korean growth between 1962 and 1982, and about 3 percent of export growth. Indirect tax exemptions (rebates of sales and excise taxes on exports) have contributed far more to growth than have direct measures (mainly corporate tax rebates for exporters).
