Book excerpt: As Islam has become more predominant in Germany in the last sixty years, Germany has questioned if and how Islamic religious instruction should be incorporated into state education curriculum. This research first examines why a general discussion on a need for Islamic religious instruction has emerged in the last forty years in Germany. This is found to be a consequence of (a) Germany's history of National Socialism and a need for an institutional balance between politics and religion; (b) the history of the Turkish guestworker program of the 1960s and 70s; (c) the importance of education and religion - and therefore religious instruction - as a means of integration; and (d) the political and religious responses to these factors. (2) The second question is why the inclusion of Islamic religious instruction differs from state to state in Germany. An examination of four models of Islamic religious instruction in the five German states of of Bavaria, Baden-Wurttemberg, Hamburg, Hesse and North Rhine-Westphalia, reveals that the difference in models is a result of the political opportunity structures and historical repertoires among states."

Book excerpt: This study explores the impact of offering in-school classes about Islam for Muslim students as one strategy to combat the achievement gap between native-born German students and Muslim students with a migration background. German currently offers religion classes in public schools as part of the regular school day. Students may choose between Christian classes (Catholic or Protestant) or a secular alternative. Some schools also offer classes in Judaism, and/or electives in ethics, philosophy, and comparative religion. The introduction of Islamic classes is a response to the increasing diversity of Germany’s student body. Officially, this is an egalitarian measure designed to give Muslim students the same opportunities that Christian and Jewish students have to study their own religious traditions in a school setting. In the German press, however, the classes are primarily described as a strategy to fight Islamist extremism by introducing children to a moderate, tolerant version of Islam. This study, conducted in a small northern city in Lower Saxony, includes classroom observations in an elementary school Islam class, classroom observations in other subjects in four local high schools, interviews with thirty teachers, students, and immigrant parents, and a content analysis of eleven religion textbooks and fourteen history textbooks used in the state of Lower Saxony. I argue that, contrary to stereotype, there is no substantial difference between the “brand” of Islam fostered by German schools and that which is preferred by immigrant Muslim communities: both favor an appreciation of religious pluralism and a focus on ethical behavior. Rather I find the value of the classes to be in allowing a space for Islam in an otherwise overwhelmingly Euro-and Christian-centric curriculum. In Islamic classes, uniquely, the Muslim student is centered in the curriculum’s narrative. Furthermore, the classes have the potential to bridge vital home-school connections, provided that the Islam class teacher understands and is sensitive to an immigrant child’s background. As a strategy of combatting the achievement gap, however, the promise of the classes may be limited so long as other cultural and structural issues in the classroom affecting Muslim children with a migration background remain unaddressed. -- Abstract.

Book excerpt: The permanent presence of Islam and Muslims (approximately 7 million) is a comparatively recent phenomenon in most countries of the European Community. By far the greater majority of them consists of former inhabitants of the Muslim world who migrated to the West for economic or political reasons after the Second World War. Over the last decades many initiatives have been launched by Muslim communities to create infrastructural provisions for their religious life, within the existing legal and social frameworks. In fact, all countries of the European Community share the principles of religious freedom and non-discrimination in their respective Constitutions. However, the precise way in which these principles are interpreted and applied to Islam depends largely on the historical traditions concerning the relations between State and Religion, which differ from one country to another. The present book is mainly based on the numerous articles and books concerning the public status of Islam in the various countries of Western Europe which were published between 1987 and 1994. First of all, a comparative study is offered of the relation between State and Religion, according to the constitutional traditions of the member states of the European Community. Secondly, the authors discuss the opportunities and obstacles in the realization of an organizational structure by the Muslim communities. Attention is paid, among others, to the foundation of mosques, the position of imams, and the attempts to create representative bodies on the national level which can serve as negotiating partners with the national governments. In a separate chapter, attention is paid to Islam as a minority religion from a theoretical point of view. Then follows a discussion of the possibilities for the observance of islamic customs and rituals, such as religious holidays, dietary laws and dress rules. With regard to Islamic religious education attention is paid in the last chapter to religious education within mosques, public, Christian and Islamic schools. At the end there is an extensive bibliography with an index of subjects and countries.
