Book excerpt: NGOs (Non-Governmental Organizations) have emerged in both a development and aid capacity in Bangladesh, providing wide-reaching public services to the country’s population living in extreme poverty. However, resistance to and limitations of NGO-led development - which in conjunction with Bangladesh’s social transformation - led to a new religious-based NGO development practice. Looking at the role of Islamic NGOs in Bangladesh, the book investigates new forms of neoliberal governmentality supported by international donors. It discusses how this form of social regulation produces and reproduces subjectivities, particularly Muslim women subjectivity, and has combined religious and economic rationality, further complicating the boundaries and the relationship between Islam, modernity, and development. The book argues that both secular and Islamic NGOs target women in the name of empowerment but more importantly as the most reliable partners to meet their debt obligations of micro-financing schemes, including shari’a-based financing. The targeted women, in turn, experience Islamic NGOs as less coercive and more sensitive to their religious environment in the rural village community than are secular NGOs. Providing a comparative study of the role of religious and secular NGOs in the implementation of neoliberal policies and development strategies, this book will be a significant addition to research on South Asian Politics, Development Studies, Gender Studies, and Religion.

Book excerpt: Abstract: There has been a proliferation of non-state providers of education services in the developing world. In Bangladesh, for instance, Bangladesh Rural Advancement Committee runs more than 40,000 non-formal schools that cater to school-drop outs from poor families or operate in villages where there's little provision for formal schools. This paper presents a rationale for supporting these schools on the basis of their spillover effects on female enrollment in secondary (registered) madrasa schools (Islamic faith schools). Most madrasa high schools in Bangladesh are financed by the sate and include a modern curriculum alongside traditional religious subjects. Using an establishment-level dataset on student enrollment in secondary schools and madrasas, the authors demonstrate that the presence of madrasas is positively associated with secondary female enrollment growth. Such feminization of madrasas is therefore unique and merits careful analysis. The authors test the effects of the Bangladesh Rural Advancement Committee primary schools on growth in female enrollment in madrasas. The analysis deals with potential endoegeneity by using data on number of the number of school branches and female members in the sub-district. The findings show that madrasas that are located in regions with a greater number of Bangladesh Rural Advancement Committee schools have higher growth in female enrollment. This relationship is further strengthened by the finding that there is, however, no effect of these schools on female enrollment growth in secular schools.

This book looks at both local and global factors that have served to provoke young Bangladeshis, many of whom are from relatively well-educated backgrounds, to become religiously belligerent and eventually to turn into terrorists. Ideology, it is argued, plays a pivotal role in the radicalization process, and justifies violence. Most importantly, ideology proffers solutions to the micro and macrocauses of commonly identifiable youth disaffection. This book mainly focuses on the Islamic State and Al Qaeda’s exploitation of religious beliefs and their construction of a mobilizing, apocalyptic narrative that strikes a chord with the young, middle-class Muslims. Both organizations target them for recruitment. The book ends by proffering what is called a ‘Pyramid Root Cause model,’ which attempts to tie all the causative variables of radicalization into a connected explanation of what has been happening in Bangladesh over the last decade.
