The failure of the Structural Adjustment Programmes (SAPs) introduced by the Bretton Woods institutions in the 1970s and 1980s serve as a good example. Taking cognisance of these interpretations, the case studies in this volume have employed appropriate methodological, conceptual and theoretical approaches with the objective of reaching balanced assessments on the underlying principles of risk and threat in Africa. The authors take a more holistic view, clearly defining the concept of risk and its corollaries and going beyond the somewhat limited view of those organisations which apply largely Eurocentric values to their assessments.

Current research has focused on human rights issues related to inward investment in land but has been ignorant of water resource issues and the challenges of managing scarce water. This handbook will be the first to address inward investment in land and its impact on water resources in Africa. The geographical scope of this book will be the African continent, where land has attracted the attention of risk-taking investors because much land is under-utilised marginalized land, with associated water resources and rapidly growing domestic food markets. The successful implementation of investment strategies in African agriculture could determine the future of more than one billion people. An important factor to note is that Sub-Saharan Africa will, of all the continents, be hit hardest by climate change, population growth and food insecurity. Sensible investment in agriculture is therefore needed, however, at what costs and at whose expense? The book will also address the livelihoods theme and provide a holistic analysis of land and water grabbing in Sub-Saharan Africa. Four other themes will addressed: politics, economics, environment and the history of land investments in Sub-Saharan Africa. The editors have involved a highly diverse group of around 25 expert researchers, who will review the pro and anti-investment arguments, geopolitics, the role of capitalist investors, the environmental contexts and the political implications of, and reasons for, leasing millions of hectares in Sub-Saharan Africa. To date, there has been no attempt to review land investments through a suite of different lenses, thus this handbook will differ significantly from existing research and publication. Specifically, Rönnbäck and Broberg study the interaction between imperialist policies, colonial institutions and financial markets. Their primary method of analysis is examining micro- and macro-level data relating to a large sample of ventures operating in Africa and traded on the London Stock Exchange between 1869 and 1969. Their study shows that the relationship between capital and colonialism was highly complex. While return from investing in African colonies on average was not extraordinary, there were certainly many occasions when investors enjoyed high return due to various forms of exploitation. While there were actors with rational calculations and deliberate strategies, there was also an important element of chance in determining the return on investment – not least in the mining sector, which overall was the most important business for investment in African ventures during this period. This book finally also demonstrates that the different paths of decolonization in Africa had very diverse effects for investors.

The actual scale of this market has not been fully grasped. A systemic approach to this market is difficult because of its diversity (country size; institutional context; characteristics of urban network; availability of capital market, currency, etc.) and a lack of data. Donors’ assistance methods in the sector are disparate, marked by disputes between different schools of thought; special-purpose vehicles created by donors operate according to a variety of methods and with wide-ranging and sparsely disseminated results. What is the best way to transform these systems, often antiquated in many respects, into modern financing systems that facilitate access to domestic markets, mobilize local savings and reinforce local government autonomy? There is no single answer to this question in regard to such a variety of institutional and economic contexts. The main objective of the study is to clarify the debates and to enlighten the choices of African decision-makers at local and national level.

The new debt composition has increased risk, exacerbated by the 2020 coronavirus pandemic: richer countries borrowed at rock-bottom interest rates, while Africa faced an expensive jump in indebtedness. The escalating debt burden has provoked calls by the G20 for suspension of debt payments. But Africa's debt today is highly complex, and owed to a wider range of lenders. A new approach is needed, and could turn crisis into opportunity. Urgent action by both lenders and borrowers can reduce risk, while carefully preserving market access; and smart deployment of private finance can provide the scale of investment needed to achieve development goals and tackle the climate emergency.
