La plupart des flux d'IDE prenant leur origine dans les pays de l'OCDE, les pays développés peuvent contribuer à la réalisation de ce programme. Ils peuvent faciliter l'accès des pays en développement à la technologie et aux marchés internationaux, et assurer plus généralement la cohérence de leurs actions en faveur du développement ; ils peuvent encourager des pays non membres de l'OCDE à intégrer plus étroitement les cadres internationaux fondés sur des règles qui sont applicables à l'investissement ; ils peuvent promouvoir activement les Principes directeurs de l'OCDE à l'intention des entreprises multinationales ainsi que les autres éléments de la Déclaration de l'OCDE sur l'investissement international ; ils peuvent enfin partager avec les non-membres l'approche mise au point par l'OCDE pour renforcer, au moyen d'examens mutuels, les capacités en matière d'investissement. Cette publication offre un examen complet de l'impact de l'IDE sur le développement. Elle couvre de nombreux thèmes tels que croissance économique, transfert de technologie, capital humain, concurrence, gouvernement d'entreprise et environnement. Elle examine également les politiques nécessaires pour maximiser les bénéfices.

Les auteurs montrent que les nouvelles technologies ne sont pas simplement synonymes de destruction d’emplois, comme on le craint généralement, mais qu’elles peuvent permettre aux pays africains de construire un monde du travail inclusif et offrir des opportunités aux travailleurs les moins qualifiés. Pour exploiter ces opportunités, cependant, il est indispensable de mettre en place des politiques publiques et de réaliser des investissements productifs dans quatre domaines principaux. Il faudra notamment promouvoir des technologies numériques inclusives, développer le capital humain d’une main-d’oeuvre jeune, globalement peu qualifiée et qui s’accroît rapidement, augmenter la productivité des entreprises et des travailleurs du secteur informel et élargir la couverture de la protection sociale pour atténuer les risques liés aux bouleversements du marché du travail. Le présent rapport, prolongement du Rapport sur le développement dans le monde 2019 de la Banque mondiale, aborde en conclusion d’importantes questions de politique publique qui viendront alimenter de futurs travaux de recherche permettant de guider les pays africains sur la voie d’une croissance plus inclusive.

It is now recognised as being highly beneficial in the analysis of poverty and inequality, but also in the redefinition of policies aimed at improving the well-being of individuals. The approach has been applied within numerous sectors, from health and education to sustainable development, but beyond the obvious interest that it represents for the classical economics tradition, it has also encountered certain limitations. While acknowledging the undeniable progress that the approach has made in renewing the thinking on the development and well-being of a population, this book takes a critical stance. It focuses particularly on the approach’s inadequacy vis-à-vis the continental phenomenological tradition and draws conclusions about the economic analysis of development. In a more specific sense, it highlights the fact that the approach is too bound by standard economic logic, which has prevented it from taking account of a key ‘person’ dimension — namely, the ability of an individual to assume responsibility. As a result, this book advocates the notion that if the approach is used carelessly in relation to development policies, it can cause a number of pernicious effects, some of which may lead to disastrous consequences. Due to its multidisciplinary nature, this book will be of interest to those working in the fields of economics, philosophy, development studies and sociology.
