The topics have always been challenging and fascinating, while at the same time they have been frustrating and often disappointing. I always found examples of social programs that were effective at targeting a specific aspect of a complex problem, but too often these extraordinary ideas were applied beyond their capacity. Then, once the program failed to be a panacea, policymakers discounted the actual value of the program in its original design. I felt a similar frustration when enormous resources were dedicated to programs that, while politically popular, had little chance at succeeding because they were based on inaccurate assessments of the problem. It is easy to see why students might feel that a social problems course offers little encouragement to find solutions. When I had the opportunity to write a comprehensive social problems textbook for Oxford University Press, I was presented with a moment to frame the issues in an objective way: to explain clearly and effectively not only the nature and complexity of specific social problems, but how sociological theory is a useful lens through which these problems can be understood. I also had the chance to point out that there are, in fact, solutions that work. As I tell my students, the question is not really what caused the problem -- we know these are social problems and that means they have social causes. The interesting question is: what we are willing as a society to do about them?"--

Book excerpt: This book is part of a small project by Andy Schmitz to archive copies of all the books which were made available online from a specific publisher at the end of 2012 in order to preserve their status as Creative Commons-licensed textbooks and therefore remain free to access and use. Schmitz explains why there are no authors, publisher names or descriptions:The books are licensed under the Creative Commons by-nc-sa 3.0 license, which typically requires attributing the source of the work (author, title, and URI). Initially, then, these books were attributed to the authors and publisher who made them available. However, in March 2013, I was contacted by the publisher, who, acting as the licensor of the works, asked me to remove the Creative Commons attribution to the original authors and publisher from the collection of books. They also indicated that, in situations where I was required to attribute the work, they wished the works to be attributed to anonymous authors. While I find this turn of events disappointing because it doesn't give the publisher or the original authors very much credit for for making the books available, I have obliged by removing the original attribution I had added for Creative Commons, and by not specifying the publisher's name in my templates for the books. What about the titles?In August 2013, I was contacted again by the publisher, who requested that I remove the books' original titles as well. Under the understanding that the books republished here are a Collection, and that the title in the book URIs could be considered part of the Section 4(d) attribution, I have retitled all of the books hosted in this collection. Care has been taken to ensure that links to the old names in this collection will redirect to the book's new location, and to the same content. Further, the publisher requested that I remove their "corporate trademarks" from the books. I have therefore also replaced the publisher's name with the phrase "Unnamed Publisher" and a link to this page. And the citations?A number of the books in this archive had citations to other books from the publisher, or other resources that the publisher was hosting. As part of the publisher's requests, they asked to have these citations and links removed as well. Because it did not appear as though the removal of the citations was likely to impact the books' usability, where I have found citations to books from the publisher, I have removed those citations as well.

That observation is the point of departure of this book. The authors aim to provide such a definition and to prepare the ground for the empirical study of social problems. They are aware that their objective will strike many fellow sociologists as ambitious, perhaps even arrogant. Their work challenges sociologists who have, over a period of fifty years, written treatises on social problems, produced textbooks cataloguing the nature, distribution, and causes of these problems, and taught many sociology courses. It is only natural that the authors' work will be viewed as controversial in light of the large literature which has established a "sociology of" a wide range of social problems-the sociology of race relations, prostitution, poverty, crime, mental illness, and so forth. In the 1970s when the authors were preparing for a seminar on the sociology of social problems, their review of the "literature" revealed the absence of any systematic, coherent statement of theory or method in the study of social problems. For many years the subject was listed and offered by university departments of sociology as a "service course" to present undergraduates with what they should know about the various "social pathologies" that exist in their society. This conception of social problems for several decades has been reflected in the substance and quality of the literature dominated by textbooks. In 'Constructing Social Problems', the authors propose that social problems be conceived as the claims-making activities of individuals or groups regarding social conditions they consider unjust, immoral, or harmful and that should be addressed. This perspective, as the authors have formulated it, conceives of social problems as a process of interaction that produces social problems as social facts in society. The authors further propose that this process and the social facts it produces are the data to be researched for the sociology of social problems. This volume will be of interest to those concerned with the discipline of sociology, especially its current theoretical development and growth.

While these articles can be read alone, the editors have organized these selections to correspond with the chapter topics in the second edition of Donileen Loseke's Thinking about Social Problems, an accessible introduction to constructionist approaches. At the same time, some instructors who use this edited collection might wish to provide their own mix to the selection process. Many of the contributions make multiple points and so reasonably could be used to illustrate other basic texts or classic studies in the field of social problems. Donileen R. Loseke is professor of sociology at the University of South Florida. Joel Best is professor and chair, Department of Sociology and Criminal Justice, University of Delaware.
