Book excerpt: This book looks at the development practices of International Non-Governmental Organisations of CONCERN from Ireland, OXFAM from the United Kingdom, and REDD BARNA (Save the Children) from Norway in Ethiopia. Micro level in-depth empirical data on the activities of these northern NGOs are collected and analysed. Following the 1984/85 famine and drought in Ethiopia, international NGOs brought relief aid to Ethiopia and took part in its distribution as well. As the relief activities declined some NGOs moved into rehabilitation and later into development work with the intention of addressing the root cause of the problems, i.e. rural poverty. The book also examines NGOs not only as 'micro-operators' but also as social forces that influence macro development policies that affect the poor in a participatory and sustainable way.

It presents major findings from the quantitative and qualitative research conducted under the project in the three countries, which are analyzed in a qualitative way to identify major patterns of accountability routes in agricultural and rural service provision and to assess their gender dimension. Book excerpt: In Assault on Rural Poverty, Haileleul Getahun analyzes the various causes of rural poverty and constraints impeding increased agricultural productivity during the last four decades in Ethiopia, under three different regimes. Getahun examines the feudalistic system under Emperor Haile Selassie, the command economic system of the military junta led by Mengistu Haile Mariam, and the current capitalist system of the Federal Republic of Ethiopia led by Meles Zenawi. Getahun discusses the lessons drawn from Ethiopian experience during these three regimes, as well as from other African and Asian countries. These provide the basis for recommending a small farmer-led agricultural and rural development strategy that, if implemented, would alleviate rural poverty in Ethiopia. The author maintains that the keys for successful development are the provision of institutional savings and credit for small-scale farmers and small business owners; the deep involvement of the community in project planning, implementation, evaluation and sharing of the benefits; and the use of development support communication for motivation, information dissemination, and training. Getahun argues strongly that ethnic politics in Ethiopia are destructive to Ethiopian society and militates against sustainable development. Rather, the path to peace and sustainable development requires that ethnic politics be scrapped and replaced by a genuinely democratic and widely acceptable system of governance.

Book excerpt: This thesis discusses the dramatic increase in the number of Non-Governmental Organizations (NGOs) operating over the last 40-50 years throughout Ethiopia and explores the question of whether NGOs are doing more harm than good; whether they are promoting dependency or sustainability. Sociological impacts associated with the history of NGOs in Ethiopia are also examined herein. Extant data gathered from published secondary sources and face-to-face semi-structured interviews with NGO employees and Ethiopian government officials have been used in this research. This study is exploratory in nature and attempts to bridge barriers between NGOs, government, and the rural poor of Ethiopia. This study explains how different organizations which share a common goal - to improve the standard of living for Ethiopia's rural poor - may effectively or ineffectively use their different resources in their attempts to accomplish this goal. Findings show that 1) NGOs and the Ethiopian government continue to struggle in defining and implementing effective NGO-Government rules and regulations, 2) the economic stability of Ethiopia in recent years has taken a turn for the worse, while the number of NGOs continues to rapidly increase, and 3) there are some sustainable NGO activities in Ethiopia, but most NGOs in Ethiopia encourage dependency one or more of the following ways: surges of NGO funding which disrupt sustainable economic measures, pleasing NGO donors rather than meeting the needs of the Ethiopian people, "handing out" instead of "helping out", ethnocentric planning, tolerating a lack of accountability and/or misappropriating funds, and facilitating debt. Sustainable solutions for NGO development are also mentioned in this paper.

A series of government-led structural reforms have contributed to sustained growth in the country over the last two decades as well as to considerable poverty reduction in rural areas. In practice, this will require updating the existing rural development strategy in order to better integrate the interaction of rural and urban areas. Policy approaches that account for the fast urbanisation process experienced in the country will therefore be key to improving the well-being of rural populations and promoting national growth. This report takes a spatial approach to study Ethiopia's rural development strategies. It highlights the need to develop stronger and more functional linkages between rural and urban areas. As such, the development of intermediary cities and small urban centres provides large scope for inclusive rural transformation. The report is the result of rigorous analysis, and extensive consultations with national and international stakeholders. It identifies some of the key challenges faced by rural areas and provides a series of recommendations to enhance Ethiopia's rural development strategies.
