Book excerpt: This paper, published as part of the ESCAP series Studies in Trade and Investment, explores the linkages between trade, labour mobility and development in the Asia-Pacific region. The paper moves from an analysis of recent trends in regional labour mobility through an examination of the connections between trade, migration and development. Finally it considers how migration could be better governed at the multilateral, regional and bilateral levels. A central theme of the paper is that, when properly governed, labour mobility can deliver large and sustained development gains. Improving cross-border labour market access, particularly for people from developing countries, therefore needs higher prioritization by regional policymakers. At the same time, the concerns of receiving country populations around higher levels of immigration also need to be addressed. Striking this balance will require, in particular, the expansion and further adoption of co-operative agreements between sending and receiving countries which provide labour market access in return for more cooperation in migration management and enforcement.

These payments provide an important source of income that is mostly used to provide for a variety of basic needs of the non-migrating members of immigrant families and thus remittance payments can be considered as a tool to reduce the poverty level of the labor sending countries. However, remittances are also used for asset accumulation by some families and for some countries they constitute a good part of foreign funds coming into the country. In-spite of their increasing volume over the last few decades, a lot of things about remittances are not known and studies estimate that about half of these money transfers are not even recorded. Since these payments are shown to reduce poverty and help economic progress in the remittance receiving countries, a better knowledge about remittances would help the debates surrounding immigration, remittances and their relation to the global economy. This book provides an overview of remittances in different parts of the world over the last thirty years. It looks at the labor sending and labor receiving countries separately. The text examines the trends, uses, motivations behind sending remittances, cost of sending them and how they are affected by the nature and the development level of different institutional factors. The remittance flows are growing over time and they are used mostly for reducing the uncertainty of life in the less developed parts of the world. However, motivation for sending remittances could be improved and thus remittances could be more conducive to economic development if 1) the relation between the remittance decision and the migration decision is better understood and 2) the costs of international money transfers are reduced. More studies about those issues would benefit the international community. Efforts should be made in all fronts to encourage such international flow of funds not only to have a redistribution of income all over the world, but also to synchronize the efforts towards global economic development and a better integration of the world economy. This book is aimed researchers, policy practitioners and post graduates studying International Economics or International Economic Relations or Political Science or Economic Development.

Although international migration has come to play a central role in the social, economic, and demographic dynamics of both immigrant-sending and immigrant-receiving countries, social scientist have been slow to construct a comprehensive theory to explain it. Efforts at theoretical explanation have been fragmented by disciplinary, geographic, and methodological boudaries. Worlds in Motion seeks to overcome these schisms to create a comprehensive theory of international migration for the next century. After explicating the various propositions and hypotheses of current theories, and identifying area of complementarity and conflict, the authors review empirical research emanting from each of the world's principal international migration systems: North America, Western Europe, the Gulf, Asia and the Pacific, and the Southern Cone of South America. Using data from the 1980s, levels and patterns of migration within each system are described to define their structure and organization. Specific studies are then comprehensively surveyed to evaluate the fundamental propositions of neoclassical economics, the new economics of labour migration, segmented labour market theory, world systems theory, social capital theory, and the theory of cumulative causation. The various theories are also tested by applying them to the relationship between international migration and economic development. Although certain theories seem to function more effectively in certain systems, all contain elements of truth supported by empirical research. The task of the theorist is thus to identify which theories are most effective in accounting for international migration in the world today, and what regional and national circumstances lead to a predominance of one theoretical mechanism over another. The book concludes by offering an empirically-grounded theoretical synthesis to serve as a guide for researchers and policy-makers in the 21st century.

Book excerpt: During the 2008 financial crisis, the possible changes in remittance-sending behavior and potential avenues to alleviate a probable decline in remittance flows became concerns. This book brings together a wide array of studies from around the world focusing on the recent trends in remittance flows. The authors have gathered a select group of researchers from academic, practitioner and policy making bodies. Thus the book can be seen as a conversation between the different stakeholders involved in or affected by remittance flows globally. The book is a first-of-its-kind attempt to analyze the effects of an ongoing crisis on remittance flows globally. Data analyzed by the book reveals three trends. First, The more diversified the destinations and the labour markets for migrants the more resilient are the remittances sent by migrants. Second, the lower the barriers to labor mobility, the stronger the link between remittances and economic cycles in that corridor. And third, as remittances proved to be relatively resilient in comparison to private capital flows, many remittance-dependent countries became even more dependent on remittance inflows for meeting external financing needs. There are several reasons for migration and remittances to be relatively resilient to the crisis. First, remittances are sent by the stock (cumulative flows) of migrants, not only by the recent arrivals (in fact, recent arrivals often do not remit as regularly as they must establish themselves in their new homes). Second, contrary to expectations, return migration did not take place as expected even as the financial crisis reduced employment opportunities in the US and Europe. Third, in addition to the persistence of migrant stocks that lent persistence to remittance flows, existing migrants often absorbed income shocks and continued to send money home. Fourth, if some migrants did return or had the intention to return, they tended to take their savings back to their country of origin. Finally, exchange rate movements during the crisis caused unexpected changes in remittance behavior: as local currencies of many remittance recipient countries depreciated sharply against the US dollar, they produced a “sale” effect on remittance behavior of migrants in the US and other destination countries.

It sets out some working hypotheses on the determinants and socioeconomic implications of South-South migration. Contrary to popular perception that migration is mostly a South-North phenomenon, South-South migration is large. Available data from national censuses suggest that nearly half of the migrants from developing countries reside in other developing countries. Almost 80 percent of South-South migration takes place between countries with contiguous borders. Estimates of South-South remittances range from 9 to 30 percent of developing countries' remittance receipts in 2005. Although the impact of South-South migration on the income of migrants and natives is smaller than for South-North migration, small increases in income can have substantial welfare implications for the poor. The costs of South-South remittances are even higher than those of North-South remittances. These findings suggest that policymakers should pay attention to the complex challenges that developing countries face not only as countries of origin, but also as countries of destination.
