Available in PDF, EPUB and Kindle. Book excerpt: Foreign Aid as Foreign Policy presents a wide-ranging, thoughtful analysis of the most significant economic-aid program of the 1960s, John F. Kennedy’s Alliance for Progress. Introduced in 1961, the program was a ten-year, multi-billion-dollar foreign-aid commitment to Latin American nations, meant to help promote economic growth and political reform, with the long-term goal of countering Communism in the region. Considering the Alliance for Progress in Chile, Brazil, the Dominican Republic, and Colombia, Jeffrey F. Taffet deftly examines the program’s successes and failures, providing an in-depth discussion of economic aid and foreign policy, showing how policies set in the 1960s are still affecting how the U.S. conducts foreign policy today. This study adds an important chapter to the history of US-Latin American Relations.

Available in PDF, EPUB and Kindle. Book excerpt: A Nobel Prize–winning economist tells the remarkable story of how the world has grown healthier, wealthier, but also more unequal over the past two and half centuries The world is a better place than it used to be. People are healthier, wealthier, and live longer. Yet the escapes from destitution by so many has left gaping inequalities between people and nations. In The Great Escape, Nobel Prize–winning economist Angus Deaton—one of the foremost experts on economic development and on poverty—tells the remarkable story of how, beginning 250 years ago, some parts of the world experienced sustained progress, opening up gaps and setting the stage for today's disproportionately unequal world. Deaton takes an in-depth look at the historical and ongoing patterns behind the health and wealth of nations, and addresses what needs to be done to help those left behind. Deaton describes vast innovations and wrenching setbacks: the successes of antibiotics, pest control, vaccinations, and clean water on the one hand, and disastrous famines and the HIV/AIDS epidemic on the other. He examines the United States, a nation that has prospered but is today experiencing slower growth and increasing inequality. He also considers how economic growth in India and China has improved the lives of more than a billion people. Deaton argues that international aid has been ineffective and even harmful. He suggests alternative efforts—including reforming incentives to drug companies and lifting trade restrictions—that will allow the developing world to bring about its own Great Escape. Demonstrating how changes in health and living standards have transformed our lives, The Great Escape is a powerful guide to addressing the well-being of all nations.

Book excerpt: The first comprehensive account of U.S. development aid policies and implementation operations in Africa, Asia, and Latin America, this work is a unique contribution to world history and to the extensive literature on Third World development. Butterfield begins with the remarkable story of why, in 1949, President Truman surprised Americans with his unprecedented development aid policy. He then describes the major alterations in U.S. development aid strategy and operations from 1950 to 2000. Drawing upon his long experience both in Washington and in country aid missions, Butterfield puts a human face on the story by weaving real world vignettes into his narrative. The survey addresses the role of Congress, important program foundations established in the 1950s, creative initiatives of the 1960s, frustrated promises in Vietnam. It explores the Third World's unexpected population explosion; America's evolving technical assistance work in the core sectors such as agriculture, education, health, and administration; and initiatives to reach the rural poor and promote the development role of women. It also comments upon linkages between policy dialogue and financial aid to promote market-oriented policy reforms, Africa's lagging development, and the decline of U.S. development aid in the 1990s.

Book excerpt: This is a comprehensive analysis of the economics of international aid that provides a systematic framework for understanding, planning, and executing aid programs. Though much has been written on different aspects of international aid, this book was the first to synthesize information on all facets of aid and to investigate the consequences, for both donor and recipient nations, of the transfer of public resources in aid programs. The authors first present the history of aid, discuss the principles that govern aid as practiced by the United States, the United Kingdom, Russia, China, the United Nations, and other donors, and then provide a broad theoretical structure in which to discuss particular questions taken up in subsequent chapters. The book systematically covers all aspects of the aid relationship, and in addition to broad coverage of aid programs, analyzes details of the aid relationship to discern the function of the different variables of aid. In one coherent volume, International Aid outlines sound theoretical bases for discussion of aid programs, provides valuable insights into contemporary practices, and offers far-reaching suggestions on the future of aid programs. On first publication in the mid-1960s, in the midst of the Cold War, this book had considerable influence and its interest outlasts its parochial times as one of the first to discuss the effects of aid on both donor and recipient countries.

Available in PDF, EPUB and Kindle. Book excerpt: Countries emerging from civil war attract both aid and policy advice. This paper provides the first systematic empirical analysis of aid and policy reform in the post-conflict growth process. It is based on a comprehensive data set of large civil wars and covers 27 countries that were in their first decade of post-conflict economic recovery during the 1990s. The authors first investigate whether the absorptive capacity for aid is systematically different in post-conflict countries. They find that during the first three post-conflict years, absorptive capacity is no greater than normal, but that in the rest of the first decade it is approximately double its normal level. So ideally, aid should phase in during the decade. Historically, aid has not, on average, been higher in post-conflict societies, and it has tended to taper out over the course of the decade. The authors then investigate whether the contribution of policy to growth is systematically different in post-conflict countries, and in particular, whether particular components of policy are differentially important. For this they use the World Bank policy rating database. The authors find that growth is more sensitive to policy in post-conflict societies. Comparing the efficacy of different policies, they find that social policies are differentially important relative to macroeconomic policies. However, historically, this does not appear to have been how policy reform has been prioritized in post-conflict societies.
