Book excerpt: The potential for aquaculture to be integrated within a large-scale irrigation system taking a poverty-focused approach was investigated in the Mahaweli System H irrigation system of North Western Province, Sri Lanka. Using a livelihoods approach an initial situation appraisal identified the potential for aquaculture to be integrated within existing livelihoods activities. The appraisal revealed that decreasing returns from farming and fishing seasonality were major sources of household vulnerability. Using fish caught from the tank fishery, small-scale cage-based fattening of tilapia was developed with participants in an attempt to mitigate seasonal vulnerability caused by fishing seasonality. Participatory technology development was conducted with members of two communities within Mahaweli System H. Upon identifying resources and formulating a research agenda with participants, pilot trials were conducted by fisher-farmers in USG village and by a group of female cage operators in RAJ village. The study identified several constraints to sustainability of the culture system such as variable and low availability of small tilapia with which to stock cages, poor feed quality and latterly, competition for feed inputs. Despite their initial enthusiasm, women were particularly disadvantaged in this process as they were unable to catch their own fish with which to stock their cages and became dependent on men to assist them. The study showed that the cage-based fattening system was able to help meet emergency household expenses, although it was not efficient enough nor practiced on a large enough scale to contribute greatly to household security. In this manner, holding and fattening smaller tilapia is comparable with livestock holdings. Further development of cage design and feed administration improvements are needed to reduce production costs and improve the economic viability of the system.

Book excerpt: This technical document has been developed in recognition of the increasingly diverse demands for water from irrigation systems and the need to introduce more holistic land uses into conventional irrigation management. Despite historical precedents and efforts in the twentieth and early twenty-first centuries, the potential for the integration of fish production (capture fisheries and aquaculture) and irrigation systems has yet to be fully realized. Capturing these underutilized opportunities for the integration of fisheries and aquaculture could significantly increase local economies, food security, household incomes and livelihood diversity within irrigated agriculture systems. To re-examine the potential of fisheries in irrigation systems, the concept of the extended command area (ECA) is used, expanding the conventional definition of an agriculture irrigation command area. The reason for this expanded definition is because all elements of an irrigation system, from upstream dam storage to downstream drainage areas, offer opportunities for increasing fish production. Many of these opportunities may be realized at no additional cost to the main irrigated crop. This document provides an introduction to the ways fisheries and aquaculture already co-exist with irrigation and explores the threats and opportunities that arise from this. A key concept for sustaining and enhancing inland capture fisheries is “connectivity”– a fundamental basis for ensuring adequate environmental conditions to allow fish to flourish within an aquatic ecosystem such as a river, lake, or wetland. Improving connectivity within an ECA can restore elements of ecological services that may have been compromised or degraded through irrigation, water management or through other rural infrastructure development such as road construction. Practical application of the integration of fisheries and irrigation systems is explored through the use of the Ecosystem Approach to Fisheries (EAF) in the context of irrigation systems. The proposed process links the development of an EAF management plan for fisheries to irrigation system operation and is given the acronym EAFm-i. A key part of this linkage is an assessment of water resources in the system and the management of water for delivery to fisheries. Additional tools to support the EAFm-i process are also described. Although the experience and approach are drawn largely from irrigation systems and inland capture fisheries in Southeast Asia, the application of the ECA concept and approach will be relevant to any irrigation or water management system where there is potential for the closer integration and harmonization of fisheries and irrigation systems and where water users are interested in realizing this potential. This short paper is intended to encourage fisheries and irrigation specialists to engage in greater dialogue and cooperation over the integration of fisheries into irrigation planning and to support piloting of an EAFm-i process, which can be the basis for further development.

Thus, urgent action is needed to make water use in agriculture more sustainable and equitable. Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.

Book excerpt: The FAO Regional Initiative on Water Scarcity (WSI), initiated in 2013, identified that lack of water resources is a potential disaster scenario for the Near East and North Africa (NENA) region. The WSI initiative developed out of 31st Session of the FAO Near East and North Africa (NENA) Regional Conference held in Rome in May 2012, outcomes from the Hyogo Framework Agreement 2005 – 2015, and highlighted through work undertaken by the Arab Water Council in reports in 2004, 2012 and 2015. Several projects were started, including use of non-conventional water resources in integrated agriculture - aquaculture (IAA) systems within the NENA region. Agriculture is the largest food production type in the region and the highest water use. Aquaculture production is also a major food sector and development of integrated systems, for increase productivity and to reduce overall water use in food production, is a useful approach. Water scarcity is particularly acute in arid regions of the NENA region, and is a finite resource, with IAA competing for water with other large sectors including domestic and industrial use. Non-conventional water resources are identified as a potential resource to develop IAA systems in a more unified way, reducing the burden of use on standard renewable water resources. The principle objective of the work was to build broad partnerships to support greater understanding in implementation and use of non-conventional water resource in IAA systems.
