Book excerpt: The overall objective of the Comprehensive Assessment of the Agricultural Sector (CAAS) is to provide an evidence base to enable appropriate strategic policy responses by the Government of Liberia (GoL) and its development partners in order to maximize the contribution of the agriculture sector to the Government's overarching policy objectives. Given the strong relationship between growth in agricultural productivity and poverty reduction, future efforts in Liberia need to focus on productivity enhancing measures with a pro-poor focus that increase incomes. Growth based on extensification using traditional technologies is generally not profitable and has damaging implications for the environment. Given the low level of assets possessed by most Liberians, future efforts need to address the question of access to assets (i.e. land, knowledge and inputs) in addition to providing opportunities and an enabling environment. Liberia needs to make concerted efforts to preserve and consolidate its emerging stability by focusing on interventions to ensure food security and poverty alleviation at the community and household levels. Improving access to food and generating sustainable, remunerative activities and employment are crucial to this process. This report is designed to assist in indicating and specifying the potential role of specified agricultural commodity value chains in achieving the priority objectives of the government by focusing on small holders, traditional farming, and food security and forms an input for the preparation of a strategic orientation framework to achieve sustainable food security, nutrition and agricultural development. This report reviews gender issues in Liberia's agriculture and rural sector with a special focus on rural women and how to improve their participation and contribution to rural development. The report reviews women's roles in agriculture and the rural economy; their access to key inputs and services which are essential to carry out their socio-economic role in rural areas; as well as gender-related social trends and problems that may have an impact on productivity and poverty reduction in rural areas. The assessment also reviews the institutional and policy framework for agriculture and rural development and identifies opportunities to improve the rural sector's capacity to address gender issues and support female farmers and rural entrepreneurs. Agriculture, an important sector that employs approximately half of the labor force, still has a weak growth trajectory. Many rural people are not well connected to markets and live below the poverty line. To use limited resources effectively, strategic planning and prioritization of public investment are essential. Particularly, the Ebola crisis revealed the vulnerability of the country's transport connectivity and health systems. This book analyzes the country's transport connectivity, identifying the existing bottlenecks and possible economic potentials. By taking advantage of the country's first-ever georeferenced road network data, the analysis casts light on various aspects of connectivity, such as rural accessibility, market access, access to port and health facilities and multimodal connectivity, including cabotage. It is shown that transport connectivity is crucial to increasing agricultural production, stimulating agglomeration economies, and supporting people's access to health care services. Significant resources are likely to be required to meet the existing gap. The book estimates the financial needs by development objective and discusses important policy issues, including the possibility of public-private partnerships to finance transport infrastructure.

It follows the Agenda for Transformation 2012-2017 (AfT). It is informed as well by lessons learned from the implementation of the Interim Poverty Reduction Strategy 2007 (iPRS) and the Poverty Reduction Strategy (2008-2011). The fundamentals underpinning the PAPD are: i) Liberia is rich in human and natural resources; but ii) is deprived of development largely because its human capital lacks the knowledge to transform the natural resources into wealth—whether through farming, mining, fishing, or other productive ventures that require technology or financial investments. Consequently, Liberia is relatively rich in natural capital but relatively poor in relations to its peers in both human and produced capital. Moreover, because of a legacy of entrenched inequality in access to development opportunities, widespread infrastructure deficits and pervasive poverty have become the binding constraints to future growth and prosperity.

The economic impact of the pandemic is hitting the poorest with little social safety net, and food security of those relying on uncertain daily income is a pressing concern. The authorities have responded by taking revenue and expenditure measures to support emergency food aid for the poor; improving monitoring and control of spending; and safeguarding scarce foreign exchange reserves. Preliminary data suggest that performance under the Extended Credit Facility-supported program has been weak, though the authorities are fully committed to address the weaknesses. In order to address the shortage of Liberian dollars and the growing need for more US dollar liquidity, the authorities have contracted the printing of additional Liberian dollar bank notes and are formulating measures for inclusion in the FY2021 budget to augment US dollar liquidity.
