Book excerpt: This note provides a brief, updated analysis of jobs dynamics in Albania, providing insights into where constraints to improving jobs outcomes remain and opportunities for addressing such challenges. Results-based policy making requires timely information to identify problems, design potential solutions, and evaluate policy initiatives. Using the most recent data available on Albanian labor markets from the perspectives of labor demand (firms) and labor supply (individuals), this note provides some key insights into the current situation and important dynamics over time and across firms and workers with different characteristics. The note is complemented by two other reports that look at (i) skills development challenges from the demand (employer) side, and (ii) the role and effectiveness of the National Employment Service (NES) in reducing unemployment. This note and the aforementioned reports will serve as inputs to a jobs framework and action plan for the Republic of Albania. This note is divided into three additional sections. Following the introduction, the second section provides a profile of labor demand in Albania, looking primarily at job creation and job productivity. The third section presents a profile of labor supply, specifically who is working, what types of jobs they are employed in, and who is not working. The final section concludes with an overall brief summary of the analysis and questions to further guide the development of a jobs action plan.

Book excerpt: This book is a contribution by a diverse group of authors from the academic, business and policy advice communities to our understanding of recent social and economic developments in Albania. The motivation for this book is that there are lessons of wider importance to be learnt from the fascinating story of recent Albanian developments. Michael Kaser opens the book with a recounting of the country's history and political economy before and during transition. He brings to the job nearly six decades of professional experience as a diplomat and academic and an intimate knowledge of Albania. This chapter provides a detailed political history during transition up to late 2004. Dirk Bezemer contributes an analysis of the collapse in early 1997 of the economy and society brought about by Ponzi schemes. He links the lack of productivity growth and the growth of a 'virtual' financial sector to policy practice focusing on macro stability and state abstinence from interfering in sectoral issues - policies which are still common in many transition and developing economies. Albania has implemented tight monetary policy, stabilised the exchange rate, implemented prudent fiscal polices, and achieved a significant reduction in domestic borrowing, all contributing to the decline of the overall deficit. Based on his expertise as an IMF analyst, Treichel discusses Albania's macroeconomic prospects. Nevila Konica documents the large Albanian emigration flows during transition, leading to an estimated ten percent of the population working outside Albanian territory. Based on her large primary survey data set, she explores personal attributes that characterise emigrants, as well as the extent of the 'brain drain'. She finds that remittances from emigration have been vitally important to Albania's economy by contributing to household incomes and reducing domestic unemployment. Klarita Gerxhani delves deeper into the nature of the informal economy and presents key insights from her original academic research based on fieldwork in Tirana. In her study of the street vending sector she traces its emergence to clear 'push' and 'pull' factors. emigration issue in the broader context of labour market developments. They analyse the large regional differences in unemployment rate, the large share of long-term unemployment and the persistently higher-than-average unemployment rate and falling participation rate for women. They also conclude that emigration reduced the pressure of unemployment in the labour market and on the government's budget, and contributed to financing imports, consumption and investments through remittances. Gloria La Cava uses her research experience as World Bank Senior Social Scientist specialising in the region to address, jointly with co-author Rafaella Nanetti, the changing socio-economic conditions that Albanians face. They focus on the nature of people's vulnerability resulting from a loss of social support during the transformation years, and on social programs addressing new needs. World Bank analyst Malcolm Childress discusses the 'unfinished business of land and property reform' in Albania. emergence of a dynamic land market and the sustained supply response which was expected. Urban property privatisation has fostered a construction boom in Tirana and along the coast and the creation of large areas of informal settlement on the outskirts of Tirana and Durres. Childress provides an insightful discussion of possible consequences. In the final chapter on agriculture, Pasquale Pazienza highlight key problems of land fragmentation and under-investment (particularly in the irrigation system), illuminating the current situation with the post-war history of agricultural and land reforms. He explores the determinants of productivity in a production function framework taking a long-term view, and draws out implication for what is still the largest sector in Albania's economy.

The institutional approach in this study thoughtfully explores the implementation impact and the field implications of the collective skill formation system in Albanian education reforms. Indrit Vucaj critically examines the manifestation of education reforms in preparation of skills for the labor market and provides interpretation of the structural, normative, and cultural-cognitive elements pertaining to the progression of addressing the process evolvement and the continuing complexity of the Albanian national skill formation system reforms as aligned with the European standards.

However, many challenges remain to channel the jobless into jobs. Efficient and effective public employment services aimed at fostering successful job matching can make a significant difference in reducing unemployment rates. Certain types of job matching might be especially valuable for the poor and vulnerable, who tend to be less connected with economic opportunities. The role of Albania's National Employment Service (NES) is to assist jobseekers in job search and increase their employability or capacity for entrepreneurship, through skills training and other active labor market programs (ALMPs). The services offered by the NES include registration of jobseekers, job intermediation, counseling services and guidance for jobseekers, preparation of and checking eligibility documents for unemployment benefits, vocational training, and employment promotion. A core part of Albania's current reform program is to increase the capacity of public institutions to provide effective public services, including modern performance management of the NES. This overview note provides a summary of the main findings of the analysis, with a focus on providing policy-relevant insights. This note provides a brief description of the labor market challenges and constraints facing the NES (Section 2), an overview of the methodology (Section 3), and a summary of key findings (Section 4). Section 5 concludes.

Book excerpt: This edited volume focuses on the challenges facing the Western Balkan countries in their efforts to deal with social exclusion and social inequality while making progress in their reform efforts to join the European Union. It examines how states have failed to offer adequate social protection to those excluded from labour markets, including women, young people, and Roma ethnic minorities, a process that has driven high rates of outward migration. It also provides a detailed introduction to the main conclusions of the various contributions gathered here, and an overview of the lessons learned, which will be of direct interest to policy makers and practitioners in the field of social cohesion in the Western Balkans. The chapters of this book are revised and updated versions of papers that were first presented at a conference of the LSEE Research Network on Social Cohesion held in Skopje in 2017, comprising the latest research by leading scholars from the region.

Available in PDF, EPUB and Kindle. Book excerpt: Ghana was, until very recently, a success story in Africa, achieving high and sustained growth and impressive poverty reduction. However, Ghana is now facing major challenges in diversifying its economy, sustaining growth, and making it more inclusive. Most of the new jobs that have been created in the past decade have been in low-earning, low-productivity trade services. Macroeconomic instability, limited diversification and growing inequities in Ghana's labor markets make it harder for the economy to create more jobs, and particularly, better jobs. Employment needs to expand in both urban areas, which will continue to grow rapidly, and rural areas, where poverty is still concentrated. The current fiscal and economic crisis is heightening the need for urgent reforms but limiting the room for maneuver and increasing pressure for a careful prioritization of policy actions. Going forward, Ghana will need to consider an integrated jobs strategy that addresses barriers to the business climate, deficiencies in skills, lack of competitiveness of job-creating sectors, problems with labor mobility, and the need for comprehensive labor market regulation. Ghana needs to diversify its economy through gains in productivity in sectors like agribusiness, transport, construction, energy, and information and communications technology (ICT) services. Productivity needs to be increased also in agriculture, in order to increase the earnings potential for the many poor who still work there. In particular, Ghana's youth and women need help in connecting to these jobs, through relevant skills development and services that target gaps in information about job opportunities. Even with significant effort, most of Ghana's population will continue to work in jobs characterized by low and fluctuating earnings for the foreseeable future, however, and they will need social safety nets that help them manage vulnerability to income shortfalls. More productive and inclusive jobs will help Ghana move to a second phase of structural transformation and develop into a modern middle-income economy.

Book excerpt: This paper discusses the impact of the rapid adoption of artificial intelligence (AI) and machine learning (ML) in the financial sector. It highlights the benefits these technologies bring in terms of financial deepening and efficiency, while raising concerns about its potential in widening the digital divide between advanced and developing economies. The paper advances the discussion on the impact of this technology by distilling and categorizing the unique risks that it could pose to the integrity and stability of the financial system, policy challenges, and potential regulatory approaches. The evolving nature of this technology and its application in finance means that the full extent of its strengths and weaknesses is yet to be fully understood. Given the risk of unexpected pitfalls, countries will need to strengthen prudential oversight.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book addresses the important and neglected question of older workers who are excluded from the labour market. It challenges post-capitalist discourses of active ageing with a focus on restrictive end-of-career and retirement measures. The book demonstrates how a paradigm shift is generating real processes of exclusion for important sectors of the population. By providing strong empirical evidence from different contexts, the impact of different life course trajectories on the risks and the opportunities at the end of career are demonstrated. The organisation of workplace and institutional frameworks which reinforce inequalities are also presented. As such the book is an essential reading for students, academics and policy makers who seek to understand how exclusion processes operate to the disadvantage of older workers in the labour market.

This book was released on 2021-01-01 with total page 508 pages. Available in PDF, EPUB and Kindle. Book excerpt: Young People and the Belt and Road is a joint effort by over 40 young people across 20 countries to tell their stories about the future of Central and Eastern Europe, China, and the Belt and Road Initiative. In 2013, the Belt and Road Initiative, which envisions a world with better development, better connectivity, and better cooperation was launched in Kazakhstan,. As a global, multi-generational vision, the Belt and Road Initiative will primarily benefit the young people of the world today. To ensure the success of the Initiative, their voices need to be heard. This is particularly urgent as little systematic work has been done to encourage the participation of young people. This publication places the focus on young people and asks them the question: what should the Belt and Road Initiative look like for you? In this book, young authors from 16 Central and Eastern European nations share insights about their countries. For the Belt and Road Initiative, Central and Eastern Europe plays a critical role in linking together Western Europe, Northern Europe, Central Asia, and East Asia. Each chapter focuses on a single country in the region. Based on the complex historical background and present realities of their respective countries, the authors present their cases of the potential obstacles and opportunities related to the Initiative and provide their suggestions for change.
