Book excerpt: Excerpt from Insane and Feeble-Minded in Hospitals and Institutions, 1904 The conditions under which the statistics contained in this present report were collected necessitated some departures from previous methods of enumerating the insane. The census act of March 6, 1902, provided that the statistics of special classes, including the insane, should be restricted to institutions containing such classes, and that the enumeration should not be undertaken until after the completion of the census of population, agriculture, and manufactures. This pre cluded the employment of the usual census enumera tors. Instead, the schedules were filled out for each institution by the head or a subordinate designated for this purpose as a special agent of the Bureau of the Census.
