Book excerpt: The traditional discussion of the price system and alternative forms of decentralized resource allocation in organizations and entire economics has an ambivalent attitude to the ease of transferring information from one locus in the economic system to another. On the one hand, the very need for decentralization is based on the assumption that the transmission of information is costly. If this were not so, there would be no reason not to transfer all information on the availability of resources and the technology of production to one place and compute at one stroke the optimum allocation of resources. On the other hand, the literature has tended to seek algorithms which, in some sense, minimize the amount of information transferred but which at the same time yield in the end the fully optimal allocation of resources. In short, there is no true trade-off between information costs and other resource costs.

Book excerpt: This thesis presents a significant contribution to decentralized resource allocation problems with strategic agents. The study focused on three classes of problems arising in communication networks. (C1). Unicast service provisioning in wired networks. (C2). Multi-rate multicast service provisioning in wired networks. (C3). Power allocation and spectrum sharing in multi-user multi-channel wireless communication systems. Problems in (C1) are market problems; problems in (C2) are a combination of markets and public goods; problems in (C3) are public goods. Dr. Kakhbod developed game forms/mechanisms for unicast and multi-rate multicast service provisioning that possess specific properties. First, the allocations corresponding to all Nash equilibria (NE) of the games induced by the mechanisms are optimal solutions of the corresponding centralized allocation problems, where the objective is the maximization of the sum of the agents' utilities. Second, the strategic agents voluntarily participate in the allocation process. Third, the budget is balanced at the allocations corresponding to all NE of the game induced by the mechanism as well as at all other feasible allocations. For the power allocation and spectrum sharing problem, he developed a game form that possesses the second and third properties as detailed above along with a fourth property: the allocations corresponding to all NE of the game induced by the mechanism are Pareto optimal. The thesis contributes to the state of the art of mechanism design theory. In particular, designing efficient mechanisms for the class of problems that are a combination of markets and public goods, for the first time, have been addressed in this thesis. The exposition, although highly rigorous and technical, is elegant and insightful which makes this thesis work easily accessible to those just entering this field and will also be much appreciated by experts in the field.

Book excerpt: This report deals with the way a network of decision makers can control an outside environment. The environment considered is the Ballistic Missile Defense where defense resources are to be allocated. The allocation problem is one of interceptors against an attack. The network of decision makers is described by an arbitrary connection matrix. A decentralized information pattern is considered: each decision maker is a node in the network and has access only to the information of the nodes it is connected to. A decision consists of the allocation of its defense resources to own defense and to support the neighbors. In the dynamic case part of the available resources have to be put aside for future use. The future attack against which these resources will have to be used is known only via a probabilistic description. All these decisions have to be made using the decentralized information available to each decision maker. The framework of solution for this problem is within what is known as team theory. Three decentralized allocations are proposed and compared via simulations with a local strategy (no exchange of information) and the fully centralized strategy. The results show that the most sophisticated decentralized strategy can achieve a performance near the one of the centralized. The implications of these results on the design of a computer network to carry out these functions are also discussed. (Author).
