Available in PDF, EPUB and Kindle. Book excerpt: Production and innovation activities are being re-distributed across the world. The BRICS countries (Brazil, Russia, India and China) are proving the major engine of global growth, being less impacted by the financial crisis than developed economies or able to recover more quickly. Asia in the Global ICT Innovation Network takes a close look at the information and communication technologies (ICTs) landscape, not only in two BRICS countries, India and China, but also in South Korea and Taiwan. The book documents the size of the ICT sector for each of the selected countries, and assesses their R&D expenditure and its place in the international innovation network. The selected countries play a major role in shifting patterns of international trade and global value chains. The countries offer different historical profiles, with reforms dating back from the nineties for “Chindia and earlier policies for the “dragons , with later reforms focusing on IT. The book accounts for their specificity, and emphasises the fact that the four countries have achieved impressive results in terms of economic growth. The ICT sector was a major contributor to this growth and led a pioneering role for other sectors. This title consists of three parts: ICT in emerging economies, covering China and India; the return of the dragons, covering South Korea and Taiwan; and Network knowledge and trade, covering regional networks of R&D centres, India as an S&T cooperation partner, Asian countries in the global production network, and Asia in the process of internationalisation of ICT and R&D. Provides a well-supported look at the ICT sector in Asia, an area where extant literature consists mostly in a scattering of articles in various and heterogeneous journals Focuses on innovation Speaks to a growing interest in the role of emerging countries in ICT innovation

Book excerpt: Many maintain that the arrival of computers networked across sovereign borders and physical barriers is a liberating force that will produce a global dialogue of liberal hues but this book argues that this dominant paradigm needs to be supplemented by the perspective of alterity in the impact of Information Technology in different regions. Local experts draw upon a range of Asian cases to demonstrate how alterity, defined here as a condition of privileging the hitherto marginal and subterranean aspects of a capitalist world order through the capabilities of information and communications technologies, offers an alternative to the paradigm of inevitable material advances and political liberalization. Calling attention to the unique social and political uses being made of IT in Asia in the service of offline and online causes predominantly filtered by pre-existing social milieus the contributors examine the multiple dimensions of Asian differences in the sociology and politics of IT and show how present trends suggest that advanced electronic media will not necessarily be embraced in a smooth, unilinear fashion throughout Asia. This book will appeal to any reader interested in the nexus between society and IT in Asia.

It gleans lessons from five Asian countries \2014 Bangladesh, India, Indonesia, Nepal, and Sri Lanka \2014 based on their experiences with expanding ICT connectivity. It reports the findings of a cutting-edge 3000+ sample demand-side survey of telephone use at the "bottom of the pyramid" in India and Sri Lanka. It considers the problem of expanding connectivity from different angles: that of the user, the operator, the policymaker, the regulator, and civil society. And it sheds light on a range of situations and technologies, like telephone use in post-conflict regions of Sri Lanka, Wi-Fi deployment in Indonesia, and universal service obligations in India

Book excerpt: Over the last two decades, higher education in the Asia-Pacific region has witnessed a greater rate of expansion in terms of new institutions and numbers of students than any other region globally. In tandem with this expansion, the use of information communication technology as a central component in the higher education sector in the Asia-Pacific region has also grown exponentially. This book documents a range of policy, pedagogy and practice initiatives from countries such as Thailand, Malaysia, Bangladesh, Australia, China, Indonesia, the Philippines, Canada and Korea. It showcases innovation and investigation, success, and, in some cases, outcomes from trials that suggest the need to rethink and even revise a number of central assumptions in the field of implementing information communication technologies in higher education.

Available in PDF, EPUB and Kindle. Book excerpt: China's Digital Presence in the Asia-Pacific explores China's digital presence in the Asia-Pacific region. Drawing on political economy of the media, industry analysis, platform studies and cultural policy studies, the book shows that China's commercial digital platforms are increasingly recognized outside China and can disseminate Chinese culture more effectively than government supported media. It illustrates how these platforms are contributing to Chinese cultural influence, their perceived reputation and obstacles in the region while pursuing a combined approach of culture+, industry+, internet+, and platform+. In considering the multi-layered rise of the China argument, the book considers its growing technological status as an innovative nation through four policy approaches: culture+, industry+, Internet+ and platform+. Other + characterizations include intelligent+ and social+. These + characterizations show how China is rejuvenating, drawing technological knowhow from the region and adding to its cultural (and soft) power. The book focuses on six locations: Hong Kong, Taiwan, Singapore, Malaysia, Australia and New Zealand. The authors analyse Beijing's changing policies towards the governance of culture, Internet technologies and digital platforms, as well as examining consumer perceptions of China and Chinese products in the Asia-Pacific region. In using the + characterizations, the authors provide a comprehensive analysis of how Chinese cultural and creative industries became digital, as well as investigating the key players and the leading platforms including Alibaba, Tencent, ByteDance, TikTok, Baidu, iQiyi and Meituan.

Book excerpt: The contribution of the information and communication technology (ICT) sector to growth in Asian economies is clearly evident from the expenditure side (net exports) and became particularly significant in the second half of the 1990s. This paper employs an extension of the standard growth accounting framework, using estimates of stock of ICT capital (hardware, software, and telecommunications equipment), to estimate the direct contributions to growth. The contribution of ICT to growth in Asia during the 1990s is found to be mainly from capital deepening. Total factor productivity (TFP) is also decomposed (using the dual-or revenue-based-approach) into the contributions of non-ICT capital stock, ICT capital stock, and labor. TFP growth is found to be relatively small in most Asian countries.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the influence of mobile media technology on the lives of young people in East and North Asia, South East Asia and Australia. It discusses the impact information communication technologies have today on social identity, well-being, participation and exclusion. It explores current media practices and their innovative, transformative and disruptive uses at the local, the regional, the national, and the global level. In particular, it analyses mobile media not as a discrete object, but rather as part of a dynamic communication and information environment in which human-object relations are constantly reconfigured. It covers key theoretical and conceptual themes in youth mobile media research focusing on social, cultural and political aspects, including coverage of key themes such as regulation and technology, practices, pedagogies, aesthetics, social change, and representations of mobile youth. The book includes new accounts of recent research into the uses of mobile media by young people, and how these are situated in a broader socio-political context. Case studies include mobile panics in Australia (the notorious Kings of Wirrabee sexual assault case) and Japan (the scandals of high school girls as teenage prostitutes) in which mobile media use has had significant impact. This book offers an up-to-date examination of the influence of information communication technologies on young people’s lives in the region.
