Significant trade, fiscal, and monetary reforms have accompanied this shift, exposing previously state-led economies to the forces of the market. Despite persistent economic and political hardships, the combination of civilian regimes and market-based strategies has proved to be remarkably resilient and still dominates the region. This book focuses on the effects of market reforms on domestic politics in Latin America. While considering civilian rule as a constant, the book examines and compares domestic political responses in six countries that embraced similar packages of reforms in the 1980s—Argentina, Brazil, Chile, Mexico, Peru, and Venezuela. The contributors focus on how ambitious measures such as liberalization, privatization, and deregulation yielded mixed results in these countries and in doing so they identify three main patterns of political economic adjustment. In Argentina and Chile, the implementation of market reforms has gone hand in hand with increasingly competitive politics. In Brazil and Mexico, market reforms helped to catalyze transitions from entrenched authoritarian rule. Inflation Stabilization provides a valuable description and a critical analysis of the disinflation programs introduced in Argentina, Bolivia, Brazil, and Israel in 1985-86, and discusses the possibility of such a program in Mexico. It documents the initial steps in stabilization as well as the reasons for failure.As architects of the programs, several of the authors are in key positions to assess which aspects were critical in getting the programs accepted and where to look for difficulties and failures. In Israel, inflation was halted without recession. The challenge to policy makers today is in shifting from stabilization to the revival of sustained growth. These waves have caused several episodes of hyperinflation or near hyperinflation, and several currency and financial crises, which, in certain moments, have even spilled over and affected other emerging markets. This has resulted in huge costs in terms of lost potential growth, and, as is inevitable, the markets most affected by this have been the least capable of defending themselves. In a region plagued by still considerable rates of social exclusion, with some of the highest rates of income concentration in the whole globe, the human costs of these crises have been very substantial. Starting in the early 1990s, the slow implementation of reforms, plus the resumption of more sustained growth—to a substantial degree linked to the increase in commodity prices, especially since the early 2000s—seems to have resulted in a more stable situation. Initially, in early reformers like Chile, later in the larger economies of the region, like Brazil and Mexico, a consensus— embraced by both sides of the political spectrum—towards integration in global markets, both in their trade and financial components, floating exchange rates, independent monetary authorities, and sustainable fiscal policies has emerged.
