Book excerpt: This is the fifth collection of articles by Eliyahu Ashtor to be published by Variorum and focuses on the fundamental question of why, during the later Middle Ages, technology and industry declined, even collapsed, in the Muslim Levant, while simultaneously making enormous progress in the Christian West. An indefatigable researcher in archives all over the Mediterranean, Ashtor amassed quantities of data on this subject, and began to propose causal links between, on the one hand, demographic trends, types of political regime, economic policies and attitudes towards innovation, and on the other, the progress or decline of technology and industry. Although his work was cut short by his death in 1984, the information that Ashtor has made available, for instance on the sugar and the alkali industries, and the questions and hypotheses he has suggested will provide a vital basis for continuing research. The final article, dealing more specifically with the history of commerce, represents in effect a summation of the author's views on the role of the Jews in the trade of the Mediterranean. A short introductory essay by the editor is followed by a survey of the debates surrounding the British cotton industry, foreign competition and competitive advantage. The other essays consider various aspects of that competition, including textile machine-making, Lancashire perceptions of the rise of Japan during the inter-war period and responses to foreign competition in the British cotton industry since 1945, whilst others deal with the decline and rise of merchanting in UK textiles and European competition in woollen yarn and cloth from 1870 to 1914. A recurring theme in a number of the essays is Japanese competitive advantage in textiles. The book is unique since although there are numerous books dealing with the problems of British staple industries, none focuses primarily on the issue of competition, its sources and responses, nor on textiles in general rather than a single industry. Moreover, since the scope is international rather than limited only to the UK, it follows recent trends in British busines history away from single company case studies towards a more thematic, comparative approach. In addition, the international authorship of these papers gives this book, first published in 1991, wide appeal.

Book excerpt: Laura Levine Frader’s synthesis of labor history and gender history brings to the fore failures in realizing the French social model of equality for all citizens. Challenging previous scholarship, she argues that the male breadwinner ideal was stronger in France in the interwar years than scholars have typically recognized, and that it had negative consequences for women’s claims to the full benefits of citizenship. She describes how ideas about masculinity, femininity, family, and work affected post–World War I reconstruction, policies designed to address France’s postwar population deficit, and efforts to redefine citizenship in the 1920s and 1930s. She demonstrates that gender divisions and the male breadwinner ideal were reaffirmed through the policies and practices of labor, management, and government. The social model that France implemented in the 1920s and 1930s incorporated fundamental social inequalities. Frader’s analysis moves between the everyday lives of ordinary working women and men and the actions of national policymakers, political parties, and political movements, including feminists, pro-natalists, and trade unionists. In the years following World War I, the many women and an increasing number of immigrant men in the labor force competed for employment and pay. Family policy was used not only to encourage reproduction but also to regulate wages and the size of the workforce. Policies to promote married women’s and immigrants’ departure from the labor force were more common when jobs were scarce, as they were during the Depression. Frader contends that gender and ethnicity exerted a powerful and unacknowledged influence on French social policy during the Depression era and for decades afterward.
