Book excerpt: "This paper assesses and measures regulatory governance in 21 infrastructure regulators in Brazil. Regulatory Governance is decomposed into four main attributes: autonomy; decision-rules; means and tools; and accountability. A ranking is proposed and the main areas for improvement identified. A comparison of the proposed regulatory governance index and other indexes internationally available is performed. Section 2 sets up the analytical framework for the report, identifying key components of regulatory governance, namely, autonomy (political and financial), procedures for decision-making, tools and means (including personnel), and accountability. Section 3 assesses each of these components in practice, reporting the results of a survey with 21 regulatory agencies in Brazil, which was designed and implemented in 2005. Section 4 measures regulatory governance based on three related indexes, ranks the Brazilian regulators among themselves, and compares the proposed indexes with other two indicators available in the literature. Section 5 presents the conclusions."

Book excerpt: The author examines the theory and practice of government interventions in the financial sector of two newly industrializing countries, Brazil and South Korea. Findings from this study help to explain the widespread use of such interventions despite the generally negative predictions (of inefficiencies and general failure) which derive from more prominent and traditional theories. This work contributes a political-economic exploration of how, when, and what kinds of financial regulations can be successful. Historical and institutional analysis of the use of capital controls, credit controls, and economic planning in Brazil and the Republic of Korea illuminate the ways in which strategic use of specific financial controls facilitate these countries's efforts to industrialize rapidly, and solve the problems of capital creation, productivity, preservation, and disciplined management.

Book excerpt: The excessive complexity and burden of the Brazilian tax system, riddled by cumulative indirect taxes and heavy payroll contributions, have led to an accumulation of fiscal incentives aimed at reducing its burden on taxpayers and productive activities. Federal and subnational tax expenditures currently stand at over 5 percent of GDP. Rationalizing them can only be comprehensively feasible in the context of a broader sequenced tax reform, and could reduce resource misallocation and income inequality, as well as provide new revenues.

Available in PDF, EPUB and Kindle. Book excerpt: Empirical Studies in Institutional Change is a collection of nine empirical studies by fourteen scholars. Dealing with issues ranging from the evolution of secure markets in seventeenth-century England to the origins of property rights in airport slots in modern America, the contributors analyse institutions and institutional change in various parts of the world and at various periods of time. The volume is a contribution to the new economics of institutions, which emphasises the role of transaction costs and property rights in shaping incentives and results in the economic arena. To make the papers accessible to a wide audience, including students of economics and other social sciences, the editors have written an introduction to each study and added three theoretical essays to the volume, including Douglass North's Nobel Prize address, which reflect their collective views as to the present status of institutional analysis and where it is headed.

Can trade policy promote economic growth in developing countries? Those actively working in the area are becoming increasingly sceptical about the conventional advice given by international policy advisors and organizations. This volume builds upon earlier theoretical and empirical research on trade policy and industrialization but is the first cross-the-board attempt to review developing country experiences in this realm for twenty years. The experience of fourteen developing countries in the 1970s and 1980s is assessed by the contributors, each of whom have a detailed understanding of their country's recent experience.

Today there are few, if any, large scale studies of comparative trade such as this one. Moreover trade policies and controversies are expected to become even more important in the future. The volume offers an easily accessible overview of trade policies in each of the world's major trading countries. Thus, this handbook can be of great use to students of comparative economic systems in general and to economists, policymakers, and the general informed public, serving as a comprehensive source of reference and comparison. The references at the end of each chapter and the selected bibliography at the end of the volume identify the most important sources of additional information on the trade policies of the world's most important trading countries.
