Studies of the process often focus either on the Netherlands Indies or independent Indonesia, suggesting the existence of fundamental discontinuities. The authors of the 17 essays in this book adopt a long-term perspective that transcends regimes and bridges dualist economic models in order to examine what did and did not change as the country moved across the colonial-postcolonial divide, and shifted from reliance on exports of primary products to a multi-centred economy. The aim is to analyse how economic development grew out of the interplay of foreign trade, new forms of entrepreneurship and the political economy. The authors deal with entrepreneurship and economic specialization within different ethnic groups, the geographical distribution of exports and resource drains from exporting regions, and connections between an export economy and mass poverty. One recurring issue is the way actors from different ethnic groups occupied complementary niches, highlighting the rich variety of roles played by Asian entrepreneurs. A study of the international sugar trade shows how regime change fostered co-operation between different ethnic groups and nationalities involved with trading networks, inter-island shipping, urban public transport, and the construction sector. A comparison of export earnings and population groups involved in trade before and after 1900 shows that unexpected agricultural and industrial transitions could underpin a fundamental shift in income growth, with improved living standards for broad sectors of the population.

At the beginning of a new century and amidst the turmoil of a new democracy, a historical perspective on modern Indonesia is needed more than ever. This innovative economic history connects back to the colonial era and helps to explain why the transition from colonialism to Independence and from the New Order to democracy has been so difficult and sometimes traumatic. The Emergence of a National Economy identitifies three grand themes in this transformation: globalisation, state formation and economic integration. Globalisation affected the Indonesian archipelago even before the arrival of the Dutch—the New Order experience was only the most recent wave. Modern state formation began in Java under Governor-General Daendels (1808-11) and culminated in the centralised, military-bureaucratic state of Soeharto's New Order (1966-98). A national economy emerged gradually from the 1930s as the Outer Islands were reoriented towards an industrialising Java. These three themes link chronological chapters from the pre 1800 period through the modern colonial era to the breakdown of the colonial system after 1930, the birth of modern Indonesia, the remarkable economic transformation under the New Order, and the 'meltdown' during the Asian crisis of 1997/98. This overarching story gives a unity and rythm to Indonesia's modern history, while helping to explain why the future is likely to be different. The four authors—senior scholars from Australia (Howard Dick), Germany (Vincent Houben), the Netherlands (Thomas Lindblad) and Indonesia (Thee Kian Wie)—draw on a very wide range of sources to combine the insights of history, economic history and economics.

Book excerpt: These essays have developed out of a number of ideas which I began to sort out during a semester at Cornell in 1963-64, but which were not finally reduced to their present form until early in 1966. During that time, the inflation had accelerated to such an extent that it was becoming impossible to treat the later stages as fully as I would have liked. Consequently my emphasis may seem a little lopsidedly concentrated on the earlier years rather than on more recent developments. However, I do not think the main outlines of my argument are seriously weakened for that reason, since the lessons of 1957-63 are still painfully relevant to the present situation. I must stress the very tentative character of many of the hypotheses I am putting forward here. Much more research needs to be done on all these issues before they can be analysed with any accuracy. My hope is that these essays will stimulate others to pursue some of these lines of enquiry more intensively. I have not been able to examine many of the published materials in Indonesian which would throw light on the questions I raise here. A great deal of information could be gleaned from a thorough investigation of them, provided that the researcher is prepared to sift them patiently and knows what to look for. But my aim here is simply to look into certain questions which are not usually answered by economists or political scientists operating within the confines of their self-contained theoretical models. However, such an approach can neglect the powerful influences exerted upon the state by social and economic forces. This important and controversial new book examines the way in which one of these forces, capital, has emerged in the past two decades as a major influence upon the state, its officials and policies. The emergence of the capitalist class is examined, along with its internal divisions and conflicts and its relations with the state. In particular, attention is given to the fusion of the ruling strata of state officials and the capitalist class - the potential basis for a new ruling class. This is set against the weakness of capital caused by its division into domestic and international, state and private, Chinese and indigenous. These factors are in turn set in the context of international influences - the rise and fall of the oil boom, the activities of the IBRD and IMF, the decline of export earnings and the fiscal difficulties of the state. Since its original publication in 1986, Indonesia: The Rise of Capital has been the best selling academic book on Indonesian politics and the most cited in the SSCI and Google Scholar citation indexes. About the Author At the time of this publication in 1986, Richard Robison was Senior Lecturer in the Asian Studies Program at Murdoch University. He is now Emeritus Professor at Murdoch University and has been Professor of Political Economy at the International Institute of Social Studies in The Hague (2003-2006) and Professor and Director of the Australian Research Council's Special Centre for Research on Political and Social Change in Contemporary Asia (1995-1999). He is the author, editor of 14 books and has published in major international journals, including World Politics, World Development, Pacific Review, New Political Economy and the Journal of Development Studies.
