Entretanto, existe necessidade de avaliar as técnicas de gerenciamento mais eficazes e eficientes nesse sistema. A presente pesquisa visou desenvolver um indicador para avaliar o desempenho técnico e ambiental de serviços para resíduos sólidos em municípios e consórcios municipais. Utilizou-se a metodologia multicriterial de apoio à decisão e abordagem de avaliação do ciclo de vida simplificada. O modelo de avaliação proposto divide o sistema de gestão de resíduos sólidos urbanos em etapas do ciclo de vida (geração, acondicionamento, coleta e transportes, tratamentos, disposição final). Com os modelos realizados conclui-se que a melhor Gestão de Resíduos Sólidos Urbanos é aquela que possui ações de prevenção à geração de resíduos, serviços de limpeza, coleta e transportes, sistemas de tratamento eficientes e destinação final adequada dos rejeitos. O modelo foi aplicado na cidade de Biguaçu-SC. Estes procedimentos podem ser úteis como instrumento de avaliação de sistemas de resíduos sólidos e estabelecimento de políticas de saneamento estaduais e municipais e de tomada de decisão.

Para tal, foram considerados três grupos de critérios, associados às características de área, à infra estrutura existente e às condições de operação. Para cada critério foram apresentadas três opções de avaliação, sendo todas mensuráveis. A pesquisa abordou os diversos aspectos dos aterros sanitários, como as diferentes medidas de controle ambiental, assim como um panorama da situação dos resíduos sólidos em Santa Catarina e o conjunto de leis e normas técnicas pertinentes. Para todos os critérios definidos foram atribuídos pesos, de acordo com a avaliação de profissionais que atuam na área de resíduos. A partir da ponderação, foi utilizado um método de agregação e, posteriormente, foi proposto um enquadramento para os aterros avaliados, resultando em uma nota, que corresponde ao indicador de desempenho. Após definido o indicador, a título de validação, foram avaliados dois aterros de resíduos em operação em Santa Catarina e paralelamente foi realizada uma avaliação comparativa entre os aterros. Este indicador pode ser utilizado na avaliação de qualquer sistema de aterramento de resíduos, servindo ao propósito do Ministério Público Estadual, que na continuidade do Programa "Lixo Nosso de Cada Dia", pretende avaliar qualitativamente todos os aterros de resíduos de Santa Catarina, em parceria com a Fundação Estadual de Meio Ambiente.

Recycled fibers play a very important role today in the global paper industry as a substitute for virgin pulps. Paper recovery rates continue to increase year after year Recycling technologies have been improved in recent years by advances in pulping, flotation deinking and cleaning/screening, resulting in the quality of paper made from secondary fibres approaching that of virgin paper. The process is a lot more eco-friendly than the virgin-papermaking process, using less energy and natural resources, produce less solid waste and fewer atmospheric emissions, and helps to preserve natural resources and landfill space. Currently more than half of the paper is produced from recovered papers. Most of them are used to produce brown grades paper and board but for the last two decades, there is a substantial increase in the use of recovered papers to produce, through deinking, white grades such as newsprint, tissue, market pulp. By using recycled paper, companies can take a significant step toward reducing their overall environmental impacts.
