Book excerpt: Career and Technical Education is rooted in colonial apprenticeships yet not officially established until 1917 with the Smith-Hughes Act for vocational education and the more recent updates in 2006 to the Perkins Career and Technical Education Act. Over the decades many revisions have been adopted based on industry needs. Labor market changes dictate training and knowledge required in the competitive world market. Our students benefit from vocation and CTE training preparing them with acquired skills, real-world experiences and leadership roles. In years past, students who did not excel in academics were often placed into technical training programs in hopes of securing a blue collar or industrial job but today, academically-minded students also understand the clear advantages that CTE offers with dual enrollment, transferable college credits and internship opportunities. It’s clear that all students stand to gain from CTE, but who needs it the most? At-risk students who may not graduate and will struggle to make ends meet as adults and can profit the most from CTE. These individuals are often from low-income areas and are minorities or disabled who can remain in the continuum of cyclic poverty if nothing is done to prevent this from happening. Consolers and administrators can enroll at-risk students in CTE programs that can lead them away from a life destined for strife and disparity to one of employability. This project addresses the favorable results of CTE and at-risk high school students through consoler awareness and interventions.
