Book excerpt: Chlorinated solvent contamination of groundwater is a widespread problem at many military and civilian facilities. This class of compounds includes widely used chlorinated aliphatic hydrocarbons (CAH) such as carbon tetrachloride, methylene chloride, trichloroethane, trichloroethene (TCE) and tetrachloroethene. In addition to their roles in many industrial processes, CAHs have been used extensively for cleaning and degreasing. The U.S. Armed Forces are faced with widespread, costly remediation problems related to these compounds. The conventional remedies for CAH contamination in groundwater are groundwater extraction and ex situ treatment, also known as pump and treat, or in situ air sparging. An alternative approach is anaerobic in situ reactive zone (IRZ) technology for the remediation of CAHs and metals. Anaerobic IRZ technology involves the addition of a food grade, soluble carbohydrate substrate, which serves as a supplemental energy source for microbiological processes in the subsurface. The substrate is typically molasses, but other substrates can be used, including high fructose corn syrup, whey, etc. Through subsurface carbohydrate injection, aerobic or mildly anoxic aquifers can be altered to highly anaerobic reactive zones. This creates suitable conditions for the biodegradation of CAHs and/or the precipitation of selected metals in insoluble forms. This technology is more specifically referred to as enhanced reductive dechlorination (ERD) for CAHs or enhanced anaerobic reductive precipitation (EARP) for metals. The primary benefits of ERD technology include its ease of regulatory acceptance, its in situ nature and its relatively low cost. Benefits of ERD technology include its record of successful application at various constituent concentrations, in varied geologies, and under multiple regulatory programs.

Book excerpt: Enhanced biological reductive dechlorination (EBRD) shows a great deal of promise for efficiently treating groundwater contaminated with chlorinated solvents, but demonstration sites around the country were reporting mixed results. Because individual demonstrations commonly used dissimilar methods, the limitations of the technology were not clear and its applicability at any given site was unknown. As a result, the Environmental Security Technology Certification Program (ESTCP) invested in the development of a standardized protocol to test the technology's effectiveness at any site. A draft protocol was developed that included microcosm and field-testing and an extensive array of sampling and monitoring. Once developed, the draft protocol was applied at four sites to evaluate its overall effectiveness. Data generated at the four sites was used to refine the protocol by eliminating less valuable components while maintaining a testing methodology that provides scientifically defensible data that would satisfy the regulatory community at a reasonable cost. Microcosm testing was used to evaluate the performance of a suite of electron donors, which included yeast extract, lactate, butyrate, benzoic acid, propionic add, and acetic acid. The testing examined the rate, onset, and extent of dechlorination as well as donor fermentation pathways. Microcosm testing data revealed an apparently heterogeneous distribution of dechlorinating organisms within individual sites, and that most electron donors will eventually yield the same dechlorination endpoint, though the onset and rate of dechlorination may differ significantly. The electron donor showing the most rapid and complete dechlorination in microcosm studies (usually butyrate) was used in the four 6-month field demonstrations. Reductive dechlorination was stimulated at all four field sites.

Environmental cleanup is one of these thrust areas. While DoD facilities may have several contaminants, chlorinated solvents are by far the most prevalent. These compounds, which collectively may be categorized as chlorinated aliphatic hydrocarbons (CAHs), continue to be difficult to remediate, despite several years of research and development. Cleanup is particularly difficult at sites containing CAH as dense nonaqueous-phase liquid (DNAPL) where the DNAPL serves as a continuing long-term source of dissolved-phase groundwater contamination. In Situ Chemical Oxidation (ISCO) has been rapidly adopted as a remediation technology for CAHs, and more recently for DNAPL source zones. This report reviews the technical basis for funding priorities, highlights the scope and objectives of the individual projects, and summarizes their progress in advancing the understanding of key ISCO issues. ISCO involves injection of strong oxidants into the contaminated subsurface, in some cases with other chemicals that function as catalysts. The oxidants chemically break down CAHs upon contact to inert materials such as carbon dioxide, chloride and water. Chloroethenes are particularly susceptible to chemical oxidation. Several oxidants have been tried, but most commercial applications have used either hydrogen peroxide or potassium permanganate in the saturated zone and either hydrogen peroxide or ozone for the vadose zone.

Alternatives for Managing the Nation's Complex Contaminated Groundwater Sites estimates that at least 126,000 sites across the U.S. still have contaminated groundwater, and their closure is expected to cost at least $110 billion to $127 billion. About 10 percent of these sites are considered "complex," meaning restoration is unlikely to be achieved in the next 50 to 100 years due to technological limitations. At sites where contaminant concentrations have plateaued at levels above cleanup goals despite active efforts, the report recommends evaluating whether the sites should transition to long-term management, where risks would be monitored and harmful exposures prevented, but at reduced costs.
