Book excerpt: The object of this design class was to design an earth-to orbit vehicle to replace the present NASA space shuttle. The major motivations for designing a new vehicle were to reduce the cost of putting payloads into orbit and to design a vehicle that could better service the space station with a faster turn-around time. Another factor considered in the design was that near-term technology was to be used. Materials, engines and other important technologies were to be realized in the next 10 to 15 years. The first concept put forth by NASA to meet these objectives was the National Aerospace Plane (NASP). The NASP is a single-stage earth-to-orbit air-breathing vehicle. This concept ran into problems with the air-breathing engine providing enough thrust in the upper atmosphere, among other things. The solution of this design class is a two-stage-to-orbit vehicle. The first stage is air-breathing and the second stage is rocket-powered, similar to the space shuttle. The second stage is mounted on the top of the first stage in a piggy-back style. The vehicle takes off horizontally using only air-breathing engines, flies to Mach six at 100,000 feet, and launches the second stage towards its orbital path. The first stage, or booster, will weigh approximately 800,000 pounds and the second stage, or orbiter will weigh approximately 300,000 pounds. The major advantage of this design is the full recoverability of the first stage compared with the present solid rocket booster that are only partially recoverable and used only a few times. This reduces the cost as well as providing a more reliable and more readily available design for servicing the space station. As the next big space race begins, it is critically important to have a readily available tool for launch vehicle designers that is intuitive to use, easy to modify, cost effective, and provides correct results. This thesis details the creation of such a tool for use during the early conceptual design phase by analyzing existing launch vehicle design software and literature in order to adopt a best-practice approach to launch vehicle sizing. In addition to correctly sizing the vehicle calculating the initial parameters, the tool also determines the vehicle's basic geometric information and runs an ascent-to-orbit trajectory simulation to verify the design's validity. The tool is capable of sizing fully expendable space launch vehicles, fully expendable vehicles whose final stage is to be used for both ascent-to-orbit and additional orbital maneuvering after reaching the parking orbit, and vehicles whose first stage performs a self-recovery through the boostback and vertical landing method.

One key step along the way is development of a reusable launch vehicle (RLV). The most recent National Space Transportation Policy (August 1994) assigned improvement and evolution of current expendable launch vehicles to the Department of Defense while National Aeronautical Space Administration (NASA) is responsible for working with industry on demonstrating RLV technology. The purpose of this study is to help ensure the US military, especially the USAF, is prepared to take advantage of RLVs should the NASA-led effort to develop an RLV demonstrator prove successful. The focus of this study is an explanation of how the US military could use RLVs, by describing and analyzing two concepts of operations. Four major conclusions resulted from the analysis. First, RLVs have military potential. They can perform a variety of missions including responsive spacelift, reconnaissance, and strike. However, the economic feasibility of using RLVs for earth-to-earth transportation is questionable. Second, design choices for an operational RLV will have effects on risk, cost, capability, and operations efficiency. Trade-offs will have to be made between NASA, commercial, and military requirements if all three parties are to use the same fleet of RLVs. Third, increased investment in propulsion technology development is warranted to ensure success. Fourth, the top priority for the RLV program, even from the military's perspective, should remain cheap and responsive access to space. The research led to three recommendations. First, the US military should become a more active participant in the RLV program to ensure its requirements are defined and incorporated. Second, America should not pursue development of operational RLVs before the technology is ready.

Research indicates that operations costs can account for a large percentage of the total life-cycle costs of reusable space transportation systems. These costs are largely determined by decisions made early during conceptual design. Therefore, operational considerations are an important part of vehicle design and concept analysis process that needs to be modeled and studied early in the design phase. However, this is a difficult and challenging task due to uncertainties of operations definitions, the dynamic and combinatorial nature of the processes, and lack of analytical models and the scarcity of historical data during the conceptual design phase. Ultimately, NASA would like to know the best mix of launch vehicle concepts that would meet the missions launch dates at the minimum cost. To answer this question, we first need to develop a model to estimate the total cost, including the operational cost, to accomplish this set of missions. In this project, we have developed and implemented a discrete-event simulation model using ARENA (a simulation modeling environment) to determine this cost assessment. Discrete-event simulation is widely used in modeling complex systems, including transportation systems, due to its flexibility, and ability to capture the dynamics of the system. The simulation model accepts manifest inputs including the set of missions that need to be accomplished over a period of time, the clients (e.g., NASA or DoD) who wish to transport the payload to space, the payload weights, and their destinations (e.g., International Space Station, LEO, or GEO). A user of the simulation model can define an architecture of reusable or expendable launch vehicles to achieve these missions. The objective of this activity is to expand the description of the design process to include all pertinent design functions, and to develop a detailed outline of a training course on the design process for launch vehicles for use in educating engineers whose experience with the process has been minimal. Building on a previously-developed partial design process description, parallel sections have been written for the Avionics Design Function, the Materials Design Function, and the Manufacturing Design Function. Upon inclusion of these results, the total process description will be released as a NASA TP. The design function sections herein include descriptions of the design function responsibilities, interfaces, interactive processes, decisions (gates), and tasks. Associated figures include design function planes, gates, and tasks, along with other pertinent graphics. Methods are developed that hold performance constant for a required mission and payload so that cost and reliability can be traded. Reliability strategies such as reducing the number of engines, increasing the thrust-to-weight ratio, and adding redundant subsystems all increase launch vehicle reliability. However, there are few references that illustrate the cost of increasing launch vehicle reliability in a disciplined, integrated approach. For launch vehicle design, integrated performance, cost, and reliability disciplines are required to show the sensitivity of cost to different reliability strategies. A methodology is presented that demonstrates how to create the necessary launch vehicle reliability models and integrate them with the performance and cost disciplines. An integrated environment is developed for conceptual design that can rapidly assess thousands of launch vehicle configurations. The design process begins with a feasible launch vehicle configuration and its mission objectives. The performance disciplines, such as trajectory analysis, propulsion, and mass estimation are modeled to include the effects of using different reliability strategies. Reliability models are created based upon the launch vehicle configuration. Engine reliability receives additional attention because engines are historically one of the leading causes of launch vehicle failure. Additionally, the reliability of the propulsion subsystem changes dynamically when a launch vehicle design includes engine out capability. Cost estimating techniques which use parametric models are employed to capture the dependencies on system cost of increasing launch vehicle reliability. Uncertainty analysis is included within the cost and reliability disciplines because of the limited historical database for launch vehicles. Optimization is applied within the integrated design environment to find the best launch vehicle configuration based upon a particular weighting of cost and reliability. The results show that both the Saturn V and future launch vehicles could be optimized to be significantly cheaper, be more reliable, or have a compromise solution by illustrating how cost and reliability are coupled with vehicle configuration changes.
