Book excerpt: The majority of instrumentation and control (I&C) equipment in nuclear power plants in the world was designed at least 30 to over 45 years ago with analog and relay components, and in some cases rudimentary digital technology. Today, most of these plants continue to operate with a substantial amount of this original I&C equipment that is or soon will be obsolete resulting in increasing maintenance efforts to sustain acceptable system performance. Decreasing availability of replacement parts, and the accelerating deterioration of the infrastructure of manufacturers that support analog technology, accentuate the obsolescence problems and cause operation and maintenance (O&M) cost increases. License extension means that plants must be supported longer, which will increase obsolescence issues. In addition, older technology limits the possibilities for adding new beneficial capabilities to the plant systems and interfaces. New technology provides the opportunity to improve plant performance, human-system interfaces (HSI) functionality, and reliability; to enhance operator performance and reliability, and to address difficulties in finding young professionals with education and experience with older analog technology. Finally, there may be changes in regulatory requirements that could necessitate modernisation activities.

A plant or other facility consists of both the engineered system and the human users of that system. Engineering design, specifically instrumentation and control (I&C) design, can influence human performance by driving how plant personnel carry out work and respond to events within a nuclear power plant. As a result, human–system interfaces (HSIs) for plant operators as well as the maintenance and testing of the I&C system cannot be designed by isolated disciplines. The focus of this publication is to integrate knowledge from the disciplines of human factors engineering (HFE) and I&C to emphasize an interdisciplinary approach for the design of better HSIs and consequently improved human performance in nuclear power plants. This is accomplished by practical explanations of the HFE processes and corresponding outputs that inform the I&C development. More specifically, the publication addresses issues in the design process where collaboration between HFE, I&C and other important disciplines and stakeholders is paramount and identifies key tools and tasks for exchanging inputs and outputs between different design disciplines, particularly I&C and HFE. Countries around the globe have a need for more electrical generating capacity because of increases in population and increases in energy use per capita. The needs are constrained by the requirement that the ba- load energy source be economical, secure, and not emit climate-changing gases. Nuclear power fits this description. Therefore, many countries that have not had a nuclear power program (or only had a small program) see a need to develop one in the future. However, the development of a national nuclear energy program is not so simple. The purpose of the NATO Advanced Research Workshop on Nuclear Power and Energy Security was to contribute to our understanding of how these programs might evolve. The workshop took place 26–29 May 2009 in Yerevan, Armenia. Approximately 50 participants discussed the infrastructure that is needed and some of the reactor options that might be considered. The papers in this book helped define the discussion that took place. The infrastructure that is needed includes a legal framework, a functioning regulator, a plan for waste disposal, a plan for emergency response, etc. These needs were explained and just as importantly, it was explained what international, bilateral, and regional cooperation is available. Although there were many co- tries represented, the Armenian experience was of particular interest because of where the meeting was located. The papers on reactor options covered both innovative and evolutionary designs.
