Book excerpt: Safety, reliability, and productivity in the nuclear industry result from a systematic consideration of human performance. A plant or other facility consists of both the engineered system and the human users of that system. It is therefore crucial that engineering activities consider the humans who will be interacting with those systems. Engineering design, specifically instrumentation and control (I&C) design, can influence human performance by driving how plant personnel carry out work and respond to events within a nuclear power plant. As a result, human–system interfaces (HSIs) for plant operators as well as the maintenance and testing of the I&C system cannot be designed by isolated disciplines. The focus of this publication is to integrate knowledge from the disciplines of human factors engineering (HFE) and I&C to emphasize an interdisciplinary approach for the design of better HSIs and consequently improved human performance in nuclear power plants. This is accomplished by practical explanations of the HFE processes and corresponding outputs that inform the I&C development. More specifically, the publication addresses issues in the design process where collaboration between HFE, I&C and other important disciplines and stakeholders is paramount and identifies key tools and tasks for exchanging inputs and outputs between different design disciplines, particularly I&C and HFE. The practical information provided in this publication is intended to support Member States’ capabilities to improve their approach to I&C through the consideration of HFE.

In the approach referred to as Core-Task Design (CTD), work is considered practice, composed of human actors, the physical and social environment, and the tools used for reaching the actors’ objectives. This book begins with consideration of an industrial case, the modernization of a nuclear power plant automation system, and the related human-system interfaces in the control room. This case illustrates generic design dilemmas that invite one to revisit human-factors research methodology: Human factors should adopt practice as a new unit of analysis and should accept intervention as an inherent feature of its methodology. These suggestions are put into practice in the CTD approach, according to which three general design functions are performed, those being: • understand-to-generalize—empirical analysis of the work at hand, • foresee-the-promise—creation of concepts for future work, and • intervene-to-develop—participatory development and design of work. For fulfillment fulfillment of each of the design functions, several CTD methods are introduced. The methods are aimed at modeling the core task and analyzing how the actors actually take the core task features into account in order to achieve balance between potentially conflicting demands in action. Thereby, new understanding of the core task is acquired. Further methods focus on projecting the roles and functionality of technologies in the future work and on implementing changes to the work. Specific studies of the nuclear power plant’s control-room renewal constitute an example demonstrating a core task and the associated methods. We argue that the CTD approach offers clear utility for the design of future technology, work, and everyday services and environments. CTD utilizes achievements of practice theory in the social sciences to generate a creative synthesis of Cognitive Work Analysis, semiotic analysis of practice, and the cultural-historical theory of activity. Core-Task Design facilitates dialogue among human-factors experts, design engineers, and end users in their joint development of work. The intended audience of this book is students, researchers, and practitioners of human factors, industrial art and design, and instrumentation and control-system design. The many excellent texts available in the behavioral area do not give an adequate picture of this topic, and this is particularly unfortunate because testing and evaluation (T&E) is an integral part of human-machine system design and operation. The emphasis in this book is on why and how to conduct such testing. One of its outstanding features is its pragmatism; based on his past experience in system testing, the author recognizes the difficulties that occur in testing and indicates how these may be overcome or minimized. Special attention has been paid to the context in which T&E is conducted. Although the book contains detailed procedures for performing T&E, the logic and the conceptual foundation of testing have not been overlooked. Comparisons are made with laboratory-centered experimentation. For those with research interests, the author points out the many research questions that can be answered by system testing. An illustrative case history of a T&E program for a fictional system has been included to provide ``real life'' context. Special problem areas in T&E are emphasized, in particular human error data collection, the evaluation of computerized systems and software, the measurement of maintenance technician and team performance; workload and training effectiveness testing. Special attention is also paid to environmental testing (e.g. temperature, lighting, noise, vibration, etc.). One chapter reviews all the relevant T&E literature including government documents that may not be readily available to the general reader. As part of the preparation for writing this text a survey was made of 45 distinguished T&E specialists in order to determine their characteristic T&E practices. The book will be useful not only to the human factors professional who specializes in T&E, but to all students and practitioners interested in human factors and work measurement.
