Book excerpt: Son muy variados los cambios que la covid-19 traerá en la pospandemia, la cual será una dura etapa de recuperación de los profundos estragos que deja el coronavirus y se dependerá de las decisiones que tome la humanidad, si serán mayoritariamente favorables con la construcción de un entorno más cooperativo y solidario o si se agrandarán aún más las diferencias entre países desarrollados y en desarrollo y entre estratos sociales. Un ajuste muy esperado es en el modelo económico de apertura económica, en el que vuelve a ser importante un enfoque poskeynesiano de Estado de bienestar que permita atender políticas públicas fundamentales, como la de la salud, incluso, en naciones desarrolladas como las de América del Norte, acompañado de prácticas de gobernanza multinivel exitosas en América Latina como la lograda en Uruguay con medidas regionales efectivas de salud pública que recuperen el alcance de la institucionalidad. En cambio, la situación es compleja en la actualidad en países como Brasil, por el desconocimiento de la gravedad de la pandemia. Por otra parte, los que sí tendrán crecimiento acelerado son los avances tecnológicos, en los cuales la inteligencia artificial, apoyada en la robótica, la big data y el Internet de las cosas, contribuirán desde el disputado liderazgo entre Estados Unidos y China y desde el desarrollo en la propia América Latina a ser herramientas para controlar mejor el coronavirus. La digitalización impactará sectores industriales claves como el automotriz, en procesos de integración como Mercosur o la tecnología financiera (Fintech) estimulará el desarrollo del emprendimiento y una mayor inclusión financiera en Latinoamérica. Finalmente, los ajustes en el sistema internacional inciden en áreas del planeta tan diversas y distanciadas como el Medio Oriente.

Dichos cambios cubren diversos frentes: el económico, el geopolítico, el social o el ambiental, y un instrumento como la integración se debe preparar para atender de manera cooperativa, solidaria y consensuada tales retos. En el ámbito económico se produce una revalorización de la actuación de los Estados mediante políticas públicas orientadas inicialmente de manera prioritaria hacia la salud, pero que derivarán hacia otros temas de política social en materia de empleo y reactivación económica. Así, se consolidarán nuevas formas de encadenamientos productivos y de establecimiento de políticas públicas orientadas a priorizar medidas correspondientes a un Estado de bienestar, donde los objetivos de desarrollo sostenible adquieren prioridad, así como todas las políticas relacionadas con las problemáticas medioambientales. Estas medidas estarán acompañadas de una revalorización del manejo multilateral mediante reformas institucionales y acuerdos globales, influenciados a la vez por una gran disputa del liderazgo mundial entre los Estados Unidos y China, pero en un contexto de regionalización con diferentes áreas del planeta ejerciendo algún papel protagónico, como Asia Oriental y Medio Oriente. Los países de América Latina poco lograrán de manera individual y desorganizada, por lo cual un reto en la pospandemia es reactivar sus procesos de integración para atender las enormes necesidades y requerimientos del mejor modo posible. Académicos investigadores integrantes del Grupo de Reflexión sobre Integración y Desarrollo en América Latina y Europa (Gridale) analizan los desafíos de un nuevo orden mundial como consecuencia de la covid-19.

Book excerpt: La pandemia de la covid-19 ha significado un momento de reflexión para los procesos de integración de América Latina, los cuales se han visto desbordados por su impacto y consecuencias ante la falta de respuestas multilaterales, colaborativas y consensuadas, al preferir actuar de manera individual con prevalencia de soberanías nacionales sobre una actuación de soberanías compartidas. Con ello se está demostrando que, en lo institucional, se encuentra una de las mayores falencias y debilidades de la integración latinoamericana, a lo que se agrega la falta de liderazgo tan necesario en circunstancias como estas. América Latina no ha actuado de manera colaborativa, a pesar de contar con tantos elementos de identidad compartida, lo cual le resta posibilidades de aprovechar mejor la ayuda internacional. Al comparar con lo adelantado en otros continentes o países, se observa una reacción multilateral de la Unión Europea e incluso mayor coordinación en el continente africano, lo que les permite aprovechar mejor las acciones de cooperación adelantadas, por ejemplo, por China. Aunque hubo al comienzo algún retraso en la reacción de la Unión Europea, finalmente se dio aprobación a un paquete de medidas económicas de gran magnitud que le permitirían a muchos de sus miembros sortear más eficazmente los impactos negativos de la pandemia. En materia de liderazgo, el eje francoalemán y el comportamiento de un Estado federal como Alemania son también fuente de lecciones positivas. En Latinoamérica, solo el proceso centroamericano de integración ha tenido un accionar más grupal y colaborativo, mientras en procesos como el Mercosur es clara la necesidad de introducir profundas reformas que aclaren el rumbo del proceso e incorporen en este y demás procesos de integración elementos indispensables para la pospandemia como el trabajo mancomunado, multilateral y solidario.

Placing the discussion of social inclusion within such global transitions and transformations, it argues that social inclusion is an evolving agenda. While it does not purport to provide definitive answers as to how to achieve social inclusion in any given context, the report offers an easy-to-use definition and a framework to assist practitioners in asking, outlining and developing some of the right questions that can help advance the agenda of inclusion in different contexts. There are seven main messages in this report: 1. Excluded groups exist in all countries. 2. Excluded groups are consistently denied opportunities. 3. Intense global transitions are leading to social transformations that create new opportunities for inclusion as well as exacerbating existing forms of exclusion. 4. People take part in society through markets, services, and spaces. 5. Social and economic transformations affect the attitudes and perceptions of people. As people act on the basis of how they feel, it is important to pay attention to their attitudes and perceptions. 6. Exclusion is not immutable. Abundant evidence demonstrates that social inclusion can be planned and achieved. 7. Moving ahead will require a broader and deeper knowledge of exclusion and its impacts as well as taking concerted action.

Book excerpt: Urgent steps are needed to arrest the rising human toll and economic strain from the COVID-19 pandemic that are exacerbating already-diverging recoveries. Pandemic policy is also economic policy as there is no durable end to the economic crisis without an end to the health crisis. Building on existing initiatives, this paper proposes pragmatic actions at the national and multilateral level to expeditiously defeat the pandemic. The proposal targets: (1) vaccinating at least 40 percent of the population in all countries by the end of 2021 and at least 60 percent by the first half of 2022, (2) tracking and insuring against downside risks, and (3) ensuring widespread testing and tracing, maintaining adequate stocks of therapeutics, and enforcing public health measures in places where vaccine coverage is low. The benefits of such measures at about $9 trillion far outweigh the costs which are estimated to be around $50 billion—of which $35 billion should be paid by grants from donors and the residual by national governments potentially with the support of concessional financing from bilateral and multilateral agencies. The grant funding gap identified by the Access to COVID-19 Tools (ACT) Accelerator amounts to about $22 billion, which the G20 recognizes as important to address. This leaves an estimated $13 billion in additional grant contributions needed to finance our proposal. Importantly, the strategy requires global cooperation to secure upfront financing, upfront vaccine donations, and at-risk investment to insure against downside risks for the world.
