These are the programs of the National Science Foundation's Science Education Directorate, general support programs for graduate science and engineering training across the country, and educational analysis and research which should be the responsibility of an appropriate Federal agency. Key criteria to be utilized in these evaluations are presented for the use of congressional committees. Specific options dealing with these science education activities are also presented. The second chapter presents an analysis of the effects of the establishment of the proposed Department of Education on science and technology activities of the federal government. An appendix including a bill to establish a Department of Education and for other purposes is also presented at the end of this publication.

That is why the President's 2016 Budget invests more than $3 billion, an increase of 3.8 percent over the 2015 enacted level, in STEM-education programs across the Federal Government. The 2016 Budget includes investments that will benefit students in a number of critical areas: Supporting more STEM-focused high schools, with a new $125 million competitive program at the Department of Education (ED) to help communities across America launch Next-Generation High Schools that will be laboratories for cutting-edge STEM teaching and learning. Preparing excellent STEM teachers, with $100 million in the 2016 Budget for high-quality teacher preparation within ED's new Teacher and Principal Pathways program, including a priority for STEM teacher preparation programs that make progress on the President's goal of preparing 100,000 excellent STEM teachers. Improving undergraduate STEM education, with the National Science Foundation (NSF) investing $135 million to improve: (1) retention of undergraduate STEM majors; and (2) undergraduate teaching and learning in STEM subjects to meet the President's goal of preparing 1 million more STEM graduates over a decade. Investing in breakthrough innovation research and development in education, with up to$50 million for the Advanced Research Projects Agency for Education (ARPA-ED), allowing ED to support rapid-cycle, high-impact research and development of next-generation learning technologies, including for STEM education. In addition, with the overall number of STEM programs across the Federal Government already reduced by 40 percent over the past two years, the 2016 Budget continues efforts to reduce fragmentation among Federal STEM-education programs. It also focuses investment on the five key areas identified in the Federal STEM Education 5-Year Strategic Plan: K-12 instruction; undergraduate education; graduate education; broadening participation in STEM education and careers by women and minorities traditionally underrepresented in these fields; and STEM education activities that typically take place outside the classroom.

Book excerpt: The federal role in precollege science, technology, engineering, and mathematics (STEM) education is receiving increasing attention in light of the need to support public understanding of science and to develop a strong scientific and technical workforce in a competitive global economy. Federal science agencies, such as the National Aeronautics and Space Administration (NASA), are being looked to as a resource for enhancing precollege STEM education and bringing more young people to scientific and technical careers. For NASA and other federal science agencies, concerns about workforce and public understanding of science also have an immediate local dimension. The agency faces an aerospace workforce skewed toward those close to retirement and job recruitment competition for those with science and engineering degrees. In addition, public support for the agency's missions stems in part from public understanding of the importance of the agency's contributions in science, engineering, and space exploration. In the NASA authorization act of 2005 (P.L. 109-555 Subtitle B-Education, Sec. 614) Congress directed the agency to support a review and evaluation of its precollege education program to be carried out by the National Research Council (NRC). NASA's Elementary and Secondary Education Program: Review and Critique includes recommendations to improve the effectiveness of the program and addresses these four tasks: 1. an evaluation of the effectiveness of the overall program in meeting its defined goals and objectives; 2. an assessment of the quality and educational effectiveness of the major components of the program, including an evaluation of the adequacy of assessment metrics and data collection requirements available for determining the effectiveness of individual projects; 3. an evaluation of the funding priorities in the program, including a review of the funding level and trend for each major component of the program and an assessment of whether the resources made available are consistent with meeting identified goals and priorities; and 4. a determination of the extent and effectiveness of coordination and collaboration between NASA and other federal agencies that sponsor science, technology, and mathematics education activities.

Book excerpt: The term “STEM education” refers to teaching and learning in the fields of science, technology, engineering, and mathematics. It typically includes educational activities across all grade levels—from pre-school to post-doctorate—in both formal (e.g., classrooms) and informal (e.g., afterschool programs) settings. Federal policymakers have an active and enduring interest in STEM education and the topic is frequently raised in federal science, education, workforce, national security, and immigration policy debates. For example, more than 200 bills containing the term “science education” were introduced between the 100th and 110th congresses. The United States is widely believed to perform poorly in STEM education. However, the data paint a complicated picture. By some measures, U.S. students appear to be doing quite well. For example, overall graduate enrollments in science and engineering (S&E) grew 35% over the last decade. Further, S&E enrollments for Hispanic/Latino, American Indian/Alaska Native, and African American students (all of whom are generally underrepresented in S&E) grew by 65%, 55%, and 50%, respectively. On the other hand, concerns remain about persistent academic achievement gaps between various demographic groups, STEM teacher quality, the rankings of U.S. students on international STEM assessments, foreign student enrollments and increased education attainment in other countries, and the ability of the U.S. STEM education system to meet domestic demand for STEM labor. Various attempts to assess the federal STEM education effort have produced different estimates of its scope and scale. Analysts have identified between 105 and 252 STEM education programs or activities at 13 to 15 federal agencies. Annual federal appropriations for STEM education are typically in the range of $2.8 billion to $3.4 billion. All published inventories identify the Department of Education, National Science Foundation, and Health and Human Services as key agencies in the federal effort. Over half of federal STEM education funding is intended to serve the needs of postsecondary schools and students; the remainder goes to efforts at the kindergarten-through-Grade 12 level. Much of the funding for post-secondary students is in the form of financial aid. Federal STEM education policy concerns center on issues that relate to STEM education as a whole—such as governance of the federal effort and broadening participation of underrepresented populations—as well as those that are specific to STEM education at the elementary, secondary, and postsecondary levels. Governance concerns focus on perceived duplication and lack of coordination in the federal effort; broadening participation concerns tend to highlight achievement gaps between various demographic groups. Analysts suggest a variety of policy proposals in elementary, secondary, and postsecondary STEM education. At the K-12 level, these include proposals to address teacher quality, accountability, and standards. At the post-secondary level, proposals center on efforts to remediate and retain students in STEM majors. This report is intended to serve as a primer for outlining existing STEM education policy issues and programs. It includes assessments of the federal STEM education effort and the condition of STEM education in the United States, as well as an analysis of several of the policy issues central to the contemporary federal conversation about STEM education. Appendix A contains frequently cited data and sources and Appendix B includes a selection of major STEM-related acts.
