Book excerpt: Police powers to stop, question and search people in public places, and the way these powers are exercised, is a contentious aspect of police-community relations, and a key issue for criminological and policing scholarship, and for public debate about liberty and security more generally. Whilst monitoring and controlling minority populations has always been a feature of police work, new fears, new ‘suspect populations’ and new powers intended to control them have arisen in the face of instability associated with rapid global change. This book synthesises and extends knowledge about stop and search practices across a range of jurisdictions and contexts. It explores the use of stop and search powers in relation to street crime, terrorism and unauthorised migration in Britain, North America, Europe, Australia, Africa, and Asia. The book covers little researched practices such as road-blocks and ID checking, and discusses issues such as fairness, effectiveness, equity and racial profiling. It provides a substantive and theoretical foundation for transnational and comparative research on police powers in a global context. This book was originally published as a special issue of Policing and Society.

Available in PDF, EPUB and Kindle. Book excerpt: The European Union has committed itself to combating racism as a general objective of law and policy. EU legislation requires Member States to introduce laws prohibiting racial discrimination in many aspects of everyday life, including employment, education, healthcare, and housing. Alongside legislation requiring action at national level, the EU institutions have also made periodic commitments to 'mainstream' racial equality: taking anti-racism objectives into account within all areas of EU law and policy. This book analyses the extent to which the objectives of combating racism and promoting ethnic equality have been effectively mainstreamed throughout a wide range of EU policy fields. It begins by considering what combating racism means in the contemporary context of the enlarged EU. Bell explores what mainstreaming ethnic equality objectives entails, and whether the priorities and instruments differ from those adopted in the earlier mainstreaming of gender equality, or those used on other discrimination grounds. The second part of the book examines the extent to which EU law and policy objectives have, in practice, been integrated, exploring the effects in the key areas of employment, social inclusion (including education, health and housing), immigration, and criminal law.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the processes for social integration and social cohesion among young people, drawing on data collected from the International Self-Report Delinquency (ISRD) study, which covered 35 studies. This report examines case studies from 5 selected countries (France, Germany, the Netherlands, the United Kingdom, and the United States) to provide an in-depth comparative study. Social integration processes are defined by sociologists as the mechanisms through which a society is held together, and populations are transformed into collectivities and communities. They are understood by criminologists to be an important factor in crime prevention, and factors such as peer groups and families are strong determinants of criminal behavior. In a time when society, and particularly young people, can seem increasingly fragmented (due to new technologies, rapidly increasing migration, economic inequality, and increased individuation), the researchers in this volume seek to understand whether and how these phenomena affect young people, and how they may have an impact on the development of criminal and antisocial behavior. This work will provide a framework for researchers in criminology and criminal justice, particularly with an interest in juveniles, developmental criminology, and crime prevention, as well as related fields such as sociology, social work, and demography.

Andreas Kapardis explores contemporary psycho-legal issues both in and out of the courtroom, from eyewitness testimony, investigative interviewing, jury decision making, and sentencing as a human process, to restorative justice, terrorism, police prejudice and offender profiling. The book draws upon sources from Europe, North America and Australia to investigate the subjectivity and human fallibility inherent in our systems of justice. It suggests ways of minimising undesirable influences on judicial decision making, and discusses procedures for dealing with witnesses and suspects. Fully revised and with greater emphasis on relevant law, Psychology and Law remains the leading text on legal psychology for students and practitioners in psychology, law, criminology, social work and law enforcement.

Available in PDF, EPUB and Kindle. Book excerpt: The police are perhaps the most visible representation of government. They are charged with what has been characterized as an "impossible" mandate -- control and prevent crime, keep the peace, provide public services -- and do so within the constraints of democratic principles. The police are trusted to use deadly force when it is called for and are allowed access to our homes in cases of emergency. In fact, police departments are one of the few government agencies that can be mobilized by a simple phone call, 24 hours a day, 7 days a week. They are ubiquitous within our society, but their actions are often not well understood. The Oxford Handbook of Police and Policing brings together research on the development and operation of policing in the United States and elsewhere. Accomplished policing researchers Michael D. Reisig and Robert J. Kane have assembled a cast of renowned scholars to provide an authoritative and comprehensive overview of the institution of policing. The different sections of the Handbook explore policing contexts, strategies, authority, and issues relating to race and ethnicity. The Handbook also includes reviews of the research methodologies used by policing scholars and considerations of the factors that will ultimately shape the future of policing, thus providing persuasive insights into why and how policing has developed, what it is today, and what to expect in the future. Aimed at a wide audience of scholars and students in criminology and criminal justice, as well as police professionals, the Handbook serves as the definitive resource for information on this important institution.

Her objective is to determine to what extent the classical and more recent theories on the formation of prejudice can be applied in a context in which there is no public consensus of respect towards minorities. The author lets the teenagers express their own views to see their world through their eyes, allowing the reader to understand what being prejudiced or tolerant means to these adolescents.

Available in PDF, EPUB and Kindle. Book excerpt: Terrorism law and legal practice has been politically and socially controversial to a degree beyond almost any other legal issue during the past few years, and this analytical text contains extensive analysis of these controversies. Terrorism and the Law offers a thoughtful and up-to-date discussion of all the key materials on terrorism law. It provides comprehensive coverage of all the major domestic, European, and international laws, and their impact on the UK. It also contains an extensive examination of the implementation of these terrorism laws, and of the practical issues they raise. The book contains three Parts. Part I focuses on meanings of 'terrorism' in law and political science. It provides the reader with an understanding of the phenomenon and the legal concept, including its statutory definitions, which is essential to the book's assessment of the strategies and tactics adopted in the codes of laws. It also covers normative constraints, such as human rights. Part II focuses on the United Kingdom law. It provides extensive coverage of the major UK terrorism legislation, such as: the Terrorism Act 2000; the Anti-Terrorism, Crime and Security Act 2001; the Prevention of Terrorism Act 2005; the Terrorism Act 2006; the Terrorism (Northern Ireland) Act 2006; the Justice and Security (Northern Ireland) Act 2007; and the Counter-Terrorism Act 2008. It also examines the key laws and rules relating to terrorism policing and legal processes. It discusses the meaning of these legislative materials, as well as their implementation, and includes reference to case law and practice statements from the police and courts. Part III reflects the impact of European, international and transnational laws and practices, covering international transnational cooperation and extradition, key European Union law measures against terrorism, other international law measures against terrorist activities, and international human rights and terrorism.
