Book excerpt: Gray zone warfare, also known as irregular warfare, political warfare, hybrid warfare, asymmetric warfare, and unconventional warfare, is increasingly becoming the norm. It is a significant concern today, threatening U.S. national security as well as the security of U.S. allies and partners. Despite its population's immense capacity for creativity and innovation, the United States is losing this war. The Department of Defense (DoD) has historically led the gray zone war fight with assistance from other Federal agencies. However, it cannot require other agencies to engage, and it cannot be aware of all of the effective tools available across the whole-of-government, nor can it know how its proposed way forward may conflict with approaches made by other agencies. This monograph provides an assessment of the gray zone tactics used against the most active U.S. adversaries, and builds the case for requiring U.S. Federal agencies to request that the Deputy National Security Advisor convene a National Security Council/Deputies Committee (NSC/DC) meeting whenever any Federal agency deems a gray zone approach to an international issue is appropriate. It also recommends that a standing National Security Council/Policy Coordination Committee (NSC/PCC) for gray zone solutions be developed, with sub-NSC/PCCs for each of the most active adversaries so that experts can be quickly assembled in times of crisis.

Our tendency as a country to ignore forms of conflict that are not conventional and kinetic in character has impeded our performance in the past and will continue to do so until we grasp the full set of conflict types. A variety of terms are used to describe unconventional forms of warfare: hybrid warfare, indirect warfare, the gray zone, and others. Americans are used to thinking of a binary state of either war or peace. That is the way our organizations, doctrine, and approaches are geared. Other countries, including Russia, China, and Iran, use a wider array of centrally controlled, or at least centrally directed, instruments of national power and influence to achieve their objectives. Whether it is contributing to foreign political parties, targeted assassinations of opponents, infiltrating non-uniformed personnel such as the little green men, traditional media and social media, influence operations, or cyber-connected activity, all of these tactics and more are used to advance their national interests and most often to damage American national interests. These tactics are not new. The historical records suggest that hybrid warfare in one form or another may well be the norm for human conflict, rather than the exception.

The idea of MENA (Middle East and North Africa), still used by the EU and NATO is already obsolete for several reasons: first, it is no more possible to split West Africa geopolitically from North Africa and Sahel. Second, the action of terrorist groups such as Al Qaida in the Islamic Maghreb, ISIS, and Boko Haram are not related to Middle East problems, nor strategies and policies necessaries to tackle them. Second, the difficulties in cooperation between these countries, the corruption fed by organized crime (above all cocaine trafficking) and the impact of desertization, makes it very difficult to establish sound strategies and policies for the area. Third, there is an increasing presence of Great Powers in the area, including Russia and China, Turkey, and some Gulf states with different goals and policies.
