The intertwining of the civilian and military spheres has become a significant part of the contemporary security environment. However, the relationship between the military and civilian actors is often troubled, filled with misunderstandings and rivalry. In their duty to provide a link between the military and diverse civilian environment, soldiers involved in CIMIC are exposed to varied, often-conflicted expectations that make up their social role and put stress on their performance and the effectiveness of CIMIC. By drawing on analysis of NATO CIMIC documents and a series of interviews with CIMIC soldiers, the author is able to, first, identify the elements of the CIMIC role and, second, diagnose the inherent role conflict and describe methods of dealing with it. Looking at civil-military cooperation through this lens reveals new layers of challenges that impact its effectiveness and a better way to understand the complexity of civil-military interaction. Since then, the individualisation of sanctions has become entrenched, these so-called 'smart' sanctions have proliferated, their targets and scope of application have significantly expanded, and they operate in an increasingly juridified environment. This book aims to shed light on the constitutive dynamics and causes of these developments, with a focus on the juridification of individual sanctions at the European level. To this end it first revisits the phenomenon of individualisation – moving beyond the conventional narrative that individual sanctions emerged because of humanitarian and effectiveness concerns – and situates the 'smarting' of sanctions within the context of broader structural transformations characterised by the consolidation of the global neoliberal order. Second, the book explores why the role of law has been so pronounced in the European context by unearthing the connections between EU law and capitalist order building.

Empire's Labor brings us the experience of the hundreds of thousands of men and women who perform jobs such as truck drivers and administrative assistants at bases located in warzones in the Middle East and Africa. He highlights the changes the US military has undergone since the Vietnam War, when the ratio of contractors to uniformed personnel was roughly 1:6. In Afghanistan it has been as high as 4:1. This growth in logistics contracting represents a fundamental change in how the US fights wars, with the military now dependent on a huge pool of contractors recruited from around the world. It also, Moore demonstrates, has social, economic, and political implications that extend well beyond the battlefields. Focusing on workers from the Philippines and Bosnia, two major sources of "third country national" (TCN) military labor, Moore explains the rise of large-scale logistics outsourcing since the end of the Cold War; describes the networks, infrastructures, and practices that span the spaces through which people, information, and goods circulate; and reveals the experiences of foreign workers, from the hidden dynamics of labor activism on bases, to the economic and social impacts these jobs have on their families and the communities they hail from.
