With over 795 million undernourished people in 2015, solutions to break the cycle of poverty and hunger are needed to achieve the Sustainable Development Goals by 2030. The focus of this thesis is to understand the interplay between sustainable value chains and increased food production in the Republic of Malawi. The goal is to understand the factors that lead to one of the most inefficient agricultural economies in the world, constantly suffering from food insecurity and propose solutions to change this situation. Based on the sustainable food value chain development (SFVCD) paradigm model, two cases that address sustainable development will be presented and compared to highlight similarities and differences of the operating model. Through the ten guiding principles of the framework, both cases will be assessed if their strategy and operations create sustainable food value chains. The purpose of this is to understand actions and visions that are likely to increase sustainability in value chains and highlight findings that do not create sustainable value chains. The results reveal that sustainable value chains are able to scale up agricultural production in multiple ways, arising from a change in behaviour of smallholder farmers, higher private sector investments and improved government regulation.

By doing so, the handbook makes a strong case for placing SFVCD at the heart of any strategy aimed at reducing poverty and hunger in the long run.

Country statistics indicate an estimated 36.7 percent of rural Malawian households failed to access sufficient calories between 2010 and 2011. During the same period, 47 percent of children under the age of five years were estimated to be stunted in their growth. These indicators imply that some Malawian diets are lacking in terms of quantity (total calories consumed), and most are lacking in terms of quality (sufficient calories derived from nutrient-dense foods, such as meat, fish, eggs, dairy, legumes, fruits, and vegetables). Good nutrition requires both enough total calories (quantity) and enough vitamins and minerals per calorie (quality). How can Malawi better leverage its smallholder agriculture sector to improve nutrition? This report provides a series of primary and secondary data analyses that examine different aspects of this question.

Book excerpt: Inclusive agricultural value chains (VCs) are potential drivers for poverty reduction, food security, and women’s empowerment. This report assesses the implementation of the Agricultural Technical and Vocational Education Training for Women Program (ATVET4Women) that aims to support women with vocational training and market linkages in priority agricultural value chains. This report focuses on Malawi, one of the six pilot countries of the ATVET4Women; and focuses on vegetable value chains in which some non-formal training sessions have been conducted as of October 2019. This report presents (1) program experience of stakeholders; (2) evidence of program benefits and challenges among ATVET4Women non-formal training graduates; and (3) baseline data on value chain and empowerment indicators, using a pilot household survey-based instrument for measuring women’s empowerment in agricultural value chains (pro-WEAI for market inclusion) and supplementary qualitative research. Results show graduates’ satisfaction and appreciation of the training provided, and some graduates reported having access to more lucrative markets as a result of the training. However, positive changes in several outcome indicators were reported by only some graduates: 30 percent of graduates reported increased production and sales. There is no significant difference in the reported changes and levels of vegetable production and income between graduates and non-graduates. Qualitative findings suggest that constraints to accessing agricultural inputs and funds to upgrade their production may be why there are no measured differences. Results on empowerment status reveal that 73 percent of women and 85 percent of men in the sample are empowered, and 73 percent of the sample households achieved gender parity. The main contributor of disempowerment among women and men is lack of work balance and autonomy in income. Fewer women achieved adequacy in work balance than men. Adequacies in attitudes about domestic violence, respect among household members, input in productive decisions, and asset ownership are generally high for both women and men, but significantly lower for women. While this report is mainly descriptive and further analysis is ongoing, it offers some lessons and practical implications for improving ATVET4Women program implementation and its outcomes on women’s market access, incomes, and empowerment.

Book excerpt: Malawi's smallholder agricultural production is a maize-mixed system following the unimodal rainfall system, prone to climate shocks causing variable crop yields that increase food insecurity. Smallholder farmers make decisions on crop and farm management based on resource availability as well as socio-economic and environmental factors. The government of Malawi has made efforts to improve agricultural production through fertilizer subsidies and the promotion of sustainable farm practices such as legume intercropping and crop residue management practices for soil fertility enhancement. Such efforts are part of the Sustainable Intensification (SI) of Agriculture pathway widely supported across Africa as a means to increase food and agricultural production. The purpose of this research is to examine Malawi's agriculture through a multi-scale lens; national, sub-regional and local recognizing the spatial-temporal environmental and social drivers occurring across agro-ecologies and influencing smallholder farmers and their capacity for sustainable food production. We assess spatial patterns of Malawian productivity using decadal (2006-2017) climate, edaphic properties, and vegetation indexes, where spatially-located positive trends discrete from climate are presented as evidence of where Intensification (SI) of agriculture is taking place. Secondly, a baseline study that captures farmer demographics and farm practices from randomly stratified sites with varying agro-ecologies is carried out to better understand the contemporary Malawian farmer, the environment within which they produce food, and their overall potential for sustainable agriculture. Land Use Land Cover (LULC) change analyses and landscape quantification of agricultural intensification patterns and their underlying landscape processes are assessed for evidence of sustainable practices. Additionally, we elucidate the landscape patterns of the SI of agriculture associated with Malawi's agricultural extension delivery system. The main findings show evidence of positive spatial trends in Malawi's agricultural productivity that are not influenced by mesic climatic signals. This is consistent with evidence of farmer managed agricultural intensification. At the sub-regional scale, there are few land use changes in Central Malawi's Dedza and Ntcheu districts from 2014 to 2019 demonstrating the stability and maturity of this traditional agricultural landscape. However, overall land fragmentation has increased, particularly in land classified as agroforestry and shrubs/forests classes possibly indicating increased use of sustainable farming practices. Smallholders in central Malawi seek location specific agricultural advice on cropping systems and soil nutrient management recommendations. Effective delivery of advice by extension, responsive to farmer goals, could potentially boost farmer adoption of SI technologies.

Book excerpt: Urbanization is happening fast in the developing world and especially so in sub-Saharan Africa where growth rates of cities are among the highest in the world. While cities and, in particular, secondary towns, where most of the urban population in sub-Saharan Africa resides, affect agricultural practices in their rural hinterlands, this relationship is not well understood. To fill this gap, we develop a conceptual model to analyze how farmers’ proximity to cities of different sizes affects agricultural prices and intensification of farming. We then test these predictions using large-scale survey data from producers of teff, a major staple crop in Ethiopia, relying on unique data on transport costs and road networks and implementing an array of econometric models. We find that agricultural price behavior and intensification is determined by proximity to a city and the type of city. While proximity to cities has a strong positive effect on agricultural output prices and on uptake of modern inputs and yields on farms, the effects on prices and intensification measures are lower for farmers in the rural hinterlands of secondary towns compared to primate cities.

This system, often collectively referred to as the “enabling environment,” affects all aspects of value chain development and includes a variety of functions and actors. Law, regulation, and policy can influence farmers' ability to use land and water, obtain financing and inputs, and access services and broader markets. A deeper understanding of the role of legal and regulatory issues in value chain development is needed both as a component of inclusive agricultural development and as a system in and of itself. How legal and regulatory systems are designed and, importantly, implemented, will impact the degree to which markets in sub-Saharan Africa and other parts of the world can grow in an efficient, equitable, and sustainable way. The enabling environment is a critical factor in determining whether value chain interventions will succeed and can be brought to scale, particularly in a way that is inclusive of the needs of small farmers and women. This work examines the legal and regulatory framework around value chain development, relying upon a body of work and methodology developed by the New Markets Lab (NML) and International Fund for Agricultural Development (IFAD), including IFAD's Scaling Up framework and initiatives on south-south collaboration. It represents the first stage of a timely and necessary exploration of these issues and will be followed by additional work by the authors and other partners. This Occasional Paper presents a framework for approaching legal and regulatory challenges to help bring value chain development to scale. It explores common legal and regulatory challenges at different stages in the value chain, namely: access to land, water, and productive resources; access to finance; access to inputs; access to services; and access to markets. Appendices one and two outline the scope of this project and propose a second, more in-depth stage to follow.Without question, land tenure is a significant issue in value chain development and food security. Land is a main source of employment and a critical factor in increased agricultural investment, and balancing the needs of small farmers and communities with agricultural investment is of particular significance for inclusive value chain growth. Land tenure is also particularly important issue for women in the agricultural sector, many of whom must also contend with gender discrimination. Laws and regulations governing land tenure can be complex, with customary and formal land tenure systems operating alongside each other in many countries. Enabling small producers and women to better understand and enforce their rights within these systems is critical to value chain development. Incomplete and inequitable systems for registering land and resolving disputes can limit opportunities for employment and investment and constrain productivity. Laws and regulations around water access are another factor in increasing productivity and improving value chains, as is the system regulating labor. Closely related to issues around land tenure are legal and regulatory issues around access to finance. These issues impact farmers of all sizes and intersect with other areas of law and regulation. Since land rights are often looked to as a form of security in financial transactions, insecure or unclear property rights can impact farmers' ability to obtain financing. In addition, gaps in laws and regulations governing deposits, loans, investment, contracts, and insurance all present particular challenges for small and medium-sized farmers' access to credit. Laws and regulations around remittances are also significant due to their increasingly important role as a means of finance in developing countries. Third, laws and regulations governing inputs, especially seeds and fertilizer, play a significant role in value chain development. Lengthy processes for release of new seed varieties, costly seed certification processes, and uncertainty around application of quality standards and sanitary and phytosanitary (SPS) rules can limit the availability of (and access to) high-quality seed. Regulations around fertilizer can also affect access to a much-needed input. Access to essential market services, including transport, storage, and distribution services, along with financial and legal advisory services, are also integral to well-functioning agricultural value chains and are directly impacted by law and regulation. In many countries, regulations may limit market entry, making it difficult to ensure adequate competition in the market and the availability of services that can respond to the needs of small farmers. Finally, laws and regulations around access to markets, at the domestic, regional, and international levels, impact agricultural value chain development. Harmonizing and coordinating administration of sanitary and phytosanitary (SPS) standards at multiple market levels (within and between regions and internationally), implementing clear and consistent packaging and labeling requirements, and improving customs and borders procedures can improve access to larger markets and impact the growth of value chains. Understanding and addressing these legal and regulatory components comprehensively and in a manner that incorporates the needs of small farmers and women, who are often left out of rulemaking systems, will result in greater opportunity as value chains develop. As a result, this work focuses in particular on various issues within legal systems and how individual issues are addressed within these systems. Taking value chain development to scale and achieving systemic change may also call for new approaches that implement best practices in law and regulation (including those arising from regulatory best practices in the global south and south-south collaboration), ways in which to bridge public and private efforts, and an increased ability to work through challenges in the system as they arise.
